12051927219. MINUTES OF MgETING OF COUNTY COB ISpIONERS ON MONDAY, DECEMBPR.B, 1927. Commissioners met in regular session on Monday December 5, 1927. Members present as follows: Jas. A. Buchanan, chairman; Z.Y. Snipes, L.B. Byrd, a%A. Hockaday, B.P. Ingram. County Attorney, I.R. Williams, abseht. C.J. Smith acting as county attorney in the absence of I.R. Williams. Minutes of last meeting read and approved. It is ordered that 4535.00, balance due J.M. Kennedy, Architect, on bill of August let, as to plans and specifications of County Home, be turned over, by order of County Commissioners, to Sheriff Matthews to be applied on exeoution held by Sheriff and in accordance with letter from said J.M. Kennedy. This being balance in full of all money due the said J.M. Kennedy for supervision and arthitect plans for new county home. Itlls ordered that Maggie Smith be allowed 420.00 per month from the Mothers' Aid Funds. It is ordered that Mothers' Aid Fund to Lars. Meva Byrd be discontinued, she having married and is now Mrs. Meva Byrd Register. It is ordered that Charlie Stewart be allowed 410.00 per month for keeping Mrs. Thannie Williams, and that the 425.00 allowed H.S. Byrd be discontinued. It is ordered that airs. M.J. Johnson be allowed 44.00 per month , pauper allowance. Dear Sir : - I herewith make the following report to you: That I have delivered to Mr. E.F. Young certificate of sale No.140 for Victoria Lassiter taxes for the year 1923, as Mr. Young has produced for my inspection a check in the sum of 4240.25, payable to the order of J.W. MoArtan, Sheriff, dated December 1, 1923, endorsed by J.W. McArtan, sheriff, which check sets forth the following: "Cost 41.75, Commissions 155.00 and taxes 4184.50, Victoria Lassiter Execution vs S.W. Lassiter." I have delivered to Mr. E.F. Young the following receipts: The receipt for taxes due by S.O. Brown in the sum of 4128.30 for the year 1922, certificate of sale No.442,and receipt of Mrs. M,T.,Young on the same lands for the year 1923, as Mr. Young has produced for my inspection paid check in the sum of 4109.80 I ask that this report be spread on the minutes for the protection of myself and for the protection of the owners of the land. I further report that I have delivered to Mr. E.F. Young for the benefit of Mr. N.D. Brock. certificate No.743 on the L.D. Brock lands for Stewart's Creek township for the year 1922, as Mr. Young has pro duced to me check payable to the order of J.W. MOTION: That committee to furnish County Home meet with Mrs. Lewis and Mrs. Brown and that they decide on furnishings and purchase same. Also to purchase light fixtures. Above committee composed of Z.V. Snipes, J.A. Hockaday and B.P. Ingram. RESOLUTION: The following Resolution was passed: "WHEREAS, it has become necessary for Harnett County to borrow money to pay the principal or interest on bonds or notes to become due within four months, and not otherwise adequately provided for. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Harnett County, North Carolina, that said Board be authorized to borrow on the faith and credit of said County the sum of THIRTY -FIVE THOUSAND DOLLARS, (435,000.00), for the purpose of raising funds with whioh to pay the principal or interest on bonds or notes, either or both, to become due within four months, as provided under Section Five of "The County Finance Act," and the Chairman of this Board be authorized to execute a note or notes for the afore- mentioned sum, dated Dec. 19, 1927, payable to bearer, signed by the Chairman of the Board, and attested by the Clerk of said Board, payable on the Rlth day of May,'1928, and bearing interest at the rate of kit' per cent. per annum, and that such note or notes be negotiated and dglivered by the Chair- man for the purposes aforesaid."
