08011927r limps MINUTES OF FETING OF COUNTY COMdMISSIONERS ON MONDAY AUGUST 1st, 1927. County Commissioners met in regular session on Monday August 1st, 1927. All members of Board present with County Attorney, I.R. Williams. Minutes of last meeting read and approved. It is ordered that Vinson Morrison be committed to the County Home as it is found by the Board from the evidence produced that said Vinson Morrison is a pauper and so afflicted that he can not provide for himself. It is ordered that the lots described in the mortgage taed from W.J. Thompson to J.B. Thompson be released from 1926 taxes upon the payment of the sum of $176.00. IRAN FOR BUIIAING COUNTY HOME. It is ordered that County issue bonds in the sum of 435,000.00, for the purpose of building a County Home. Resolution as follows: "Be it ordained by the Board of Commissioners of Harnett County: SECTION 1. That the County of Harnett issue its bond pursuant to Chapter 81, Seotions 8 and 9, said Chapter being known as the County Finance Aot, in an amount not exceeding Thirty Five Thousand 435,000.00) Dollars, for the purpose of erecting a County Home for the indigent and infirm of the said County of Harnett, the erection of'said. County Home having been found by this Board to be a public necessity, and a necessary expense for the said County of Harnett. SECTION 2. The; a tax sufficient to pay the prinoipal and interest of the bonds w hen due shall be annually levied and collected. SECTION 3. That a statement of the County debt, other than that incurred for Public Schools has been filed with the Clerk and is open to publio inspection. SECTION 4. That a public hearing upon the said order shall be held at•the office of the Register of Deeds of Harnett County at Lillington, N.C. at 10 o 'olook A.M. on August 12, 1927. SECTION 5. That this order shall become effective after its final passage. ;ommissioners present: and voting for said resolution: Buchanan, chairman, iookaday, Ingram, Shipes and Byrd. The foregoing order has been introduced and a sworn statement has been tiled under the County Finance Aot showing the assessed valuation of the County to be 4268,301;.45, and the net debt for other than school purposes, including the prepaed bonds, to be 4642,000.00. A tax will be levied for the payment of the proposed bonitos and interest, if the same shall be issued. Any citizen or :ate payer msy protest against the issuance of such bonds at a meeting of the 3oard of Commissioners to be held at Lillington, N.C. at the Court House at 10 o'olook A.M. August 12, 1927. Clerk to Board. It is ordered that I.R. Williams, Z.V. Snipes and J.A. Hookaday be named as a, committee to make settlement with John Green, Tax Collector. It is ordered that Mrs. Lizzie Stewart be appointed Registrar for vital statistics in Upper Little River Township. It is ordered that Carlie Dorman of Duke township be relieved of poll tax on account of his pIgtieM1 condition. It is ordered that no license be issued to any carnival show or other out door attractions to be held within five mile limit of the town of Dunn during the month of Ootober. 182 WHEREAS, W.H. Stephenson, Registrar appointed for special election in Black River township, did fail to open the said registration books in time it is ordered that the order for the said special election as set forth on page of the Minutes be annulled, and the following order be and is hereby Passed; 'TO THE BOARD OF COUNTY COMMISSIONERS OF HARNETT COUNTY: This is to certify that on the 29th day of dune, 1927; the Board. of Education of Harnett County modified the general county -wide plan of schools and in such modification constituted all of Black River township, save and except that part lying in Barelaysvi,lle School District, as one school,distri t to be hereafter known as Harnett County School District No.34, but that under Section 3 of Chapter 131 of the Public laws of 1927 the said district shall not be deemed created or in existence unless and until a uniform tax rate shall be voted. Therefore, the Board of Education of Harnett County respectfully requests that an election be called in said district for the purpose of voting a special tax, not exceeding fifty cents on the 4100.00 property valuation, in the said district for the purpose of supplementing funds of six months school term as now provided by law. OF BONDS RESCINDED: WHEREAS, more than fifteen per cent of the voters of Harnett Cave signed petitions protesting against the issuanc e o f s aid bonds of 255,0 000 for the erection of necessary school buildings; and whereas, it is the opinion of this Board that the bond issue, if voted upon at a special election will be defe{ed, and that the costs of said election will be a useless waste of money; NOW THEREFORE* be it Resolved, that the order passed by this Board On the 'first Monday in July, 1927, authorizing the issuance of said sehool bonds in the sum of 4225,000.00, subject to the will of the voters, be reeinded, and the same is hereby rescinded.. WHEREAS, the Board of Education of Harnett County has certified to the Board of County Commissioners that the sum of Ten Thousand Dollars 410,000.00) is necessary to be borrowed to meet the necessary expenses of said Board of Education in the operation of public schools in said county for the term of six months; And Whereas, appropriation has been made by the Board of County Commissioners for the said current expenses for the said fisoal year in anticipation of the collection of taxes and other revenues of suoh fisoal year Be it, therefore, resolved by the County Board of Commissioners of Harnett County, that the County of Harnett borrow, and be authorized to borrow, on the full faith and credit of said County as provided in Chapter 81, Seotiona 4 and 7, Laws of 1927, the sum of Ten Thousand Dollars (10,000.00), for the purpose of raising funds to meet the said appropri- ations made for the current fiscal year in anticipation of the collection of taxes and otherrevenues of said fisoal year, and the Chairman of said board be authorized to execute note dated August 10, 1927, payable to Bearer, signed by the Chairman of said Board of Commissioners, attested by the said Clerk, payable on the 10th day of November, 1927, bearing interest from maturity at such rate not exceeding six per cent as the chairman may receive after advertising said note according to law at public auction, and that said note be delivered and negotiated by the Chairman of the Board of County Commissioners for the purpose aforesaid. Absent None. ' RESOLUTION CALLING FOR SPECIAL SCHOOL ELECTION. RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF HARNETT COUNTY PASSED AT REGULAR SESSION ON MONDAY, AUGUST 1, 1927. WHEREAS on the lat day of August, 1927, there was filed with this Board a certificate of the Board of Education of Harnett County that the said Board had modified the general county -wide plan of schools and in such modification has constituted all of Black River Township, save and except that part lying in Barelaysvilie School Diatrigt as one.ashool district to be hereafter known as Harnett County School District No.34, but that under Section 3 of Chapter 131 of the Public School Laws of 1927, the said district shall not be deemed created and in existence unless and until a uniform tax shall be voted.; and, WHEREAS, at said meeting the Board. of County Commissioners passed a resolution calling an election in said new territory as requested in the certificate of the Board of Education of Harnett County; and, WHEREAS, the registrar appointed for said special election failed to open the registration books in accordance with law, and it becomes necessary that the election first called be Balled off and a new election ordered, to the end that the same may be in a000rd- anoe with law: NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of Harnett County, that an election be and the same is hereby called to be held in the following territory on Tuesday, September 6, 1927, for the purpose of submitting to the qualified voters thereof the question of Malay voting a special tax not exceeding fifty cents on the 4100.00 property valuation, to supplement funds of six months school term as provided by law, boundaries of whioh territory are as follows: Beginning at a stake at the intersection of the western boundary line of Blaok River Township with the aountern boundary line of Wake County and running thence in a southerly direction with the line of Black River Township to Wilder's Bridge on Neill's Creek; thence down said Creek to the northern boundary line of Neill's Creek township; thence with the northern boundary lino of Neill's Creek Township in an easterly direction to the point where the western boundary line of the Barolaysvilie School district inter- 184. sects with the northern boundary line of Neill's Creek Township; thence in a northerly direction with the western boundary line of Barclaysville School District to the point where the said boundary line intersects with the southern boundary line of the old William Grove School District; thence in an easterly direction with said old William Grove School District line to the Johnston County line; thence north with the Johnston County line to the Wake County line ;, thence with the Wake County line to the beginning, the said new district to include all. -of Black River Township except such portions of 36 Harnett County School District No, (known as Barclaysville School District as is located in said Blaek River Township, 2, That notice of said election shall be published by the Harnett County News, a weekly newspaper published in the town of Lillington, for thirty dais preceding the day of election. 34 A new registration of th ordered. and Tow: qualified voters of said territory is hereby 4.
