08171938579 August 17, 1938 The Board of Commissioners of Harnett County, North Carolina, reconvened in regular session at the expiration of the recess taken August 1, 1938, in its room in the courthouse in Lillington, N.C., on August 17, 1938, at 10:30 O'clock A.M. The meeting was called to order by the Chairman, and on roll call the following answered present: Commissioners A.A.Cameron, L.R.Byrd, J.S.Barker and J.B.Ennis. The following were absent: Commissioner Geo.T.Noel. After discussion of the offer of the United States of America to aid by way of grant in financing the construction of a County Hospital at Dunn, N.C., the following Resolution, numbered 2, and entitled "A Resolution Accepting the Offer of the United States to the County of Harnett to Aid by Way of Grant in Financing the Construction of a County Hospital At Dunn, N.C.," was proposed by Commissioner L.R.Byrd, and read in full: RESOLUTION No. 2 A RESOLUTION ACCEPTING THE OB'r'EH OF THE UNITES STATES TO THE COUNTY OF HARNETT TO AID BY WAY OF GRANT IN FINANCING THE CONSTRUCTION OF A COUNTY HOSPITAL AT DUNNN, N.C. Be it resolved by the Board of Commissioners of Harnett County: Section 1. That the offer of the United States of America to the County of Harnett to aid by way of grant in financing the construction of a county hospital at Dunn, N.C. a copy of which offer reads as follows: P.W.82557 -153 FEDERAL EMERGENCY ADMINISTRATION OF PUBLIC WORKS Washington, D.C. August 10, 1938 Docket No. N.C. 1344 -F County of Harnett, Dunn, North Carolina. 1. Subject to the terms and conditions (PWA Form No. 230, as amended to the date of this offer) which are made a part hereof, the United States of America hereby offers to aid in financing the construction of hospital building, including necessary equipment and the acquisition of necessary land (herein called the "Project "), by making a grant to the County of Harnett (herein called the "Applicant "Q in the amount of 45 per cent. of the cost of the Project upon completion, as determined by the Federal Emergency Administrator of Public Works (herein called the "Administrator "), but not to exceed, in any event, the sum of 54,000.00. 2. By acceptance of this offcer the applicant covenants to begin work on the project as early as possible but in no event later than 8 weeks from the date of thb offer and to complete such project with all practicable dispatch, and in any event within 8 months from the commencement of construction. 3. This offer is made subject to the express condition that, if the Administrator shall determine at any time that the applicant has paid or agreed to pay, whether directly or indirectly, a bonus, commmision or fee to any person, firm or corporation for attempting to procure an approval of the applicant's application, nF for alleged services Sin procuring or in attempting to procure such approval, or for activities of the nature commonly known as lobbying performed or agreed to be performed in connection with the application, then the Administrator shall have the right, in his discretion, to rescind this offer and any agreements resulting herefrom, and, in the *gent of such rescission, the United States of America shall be under no further obligation hereunder. That said County of Harnett agrees to abide by all the terms and conditions of said offer, including the terms and conditions annexed thereto and made a part thereof. Section 3. That the County Attorney be and he is hereby authorized and directed forthwith to send to the Federal Emergenoy Administrator of Public Works three certified copes of the proceedings of the Board of Commissioners of Harnett County in connection with the adoption of this resolution, setting forth in full, and such further documents or proofs in connection with the acceptance of said offer as may be requested by the Federal Emergency Administratbr of Public Works. The Chairman of the Board of Commissioners of Harnett County thereupon declared said resoltuion carried and the Chairman thereupon signed said resolution in approval thereof. RESOLUTION FIXING MINIMUM WAGE RATES ON HARNETT COUNTY PROJECT HOSPITAL AT DUNN, N.C. 1344 -F I,- Inez Harrington, being the duly appointed, qualified and acting Clerk to the Board of Commissioners of the County of Harnett, in the state of North Carolina, do hereby certify that the following resolution was regularly passed and adopted by -the Board of Commissioners of Harnett County at a regular meeting thereof held on the 17th. day of August, 1938. ORDINANCE OR RESOLUTION FIXING MINIMUM WAGE RATES WHEREAS, a thorough investigation has been made of the hourly wage rates which are being paid in the central part of North Carolina and in the vicinity of Dunn, N.C., which is the locality in which the proposed project (hereinafter referred to as "Project ") is to be constructed by the County of Harnett, to employees in each trade or occupation engaged in work of a nature similar to the work to be performed in the construction of said project, and the prevailing hourly wage rates being paid.in such locality to such employees for such work have been determined by information given by contractors, owners architects and employees. (SEAL) (signed) Inez Harrington The following road petition was approved by the Board and ordered forwarded to D.B.McCrary, State Highway and Public Works Commission: To improve a certain road in Anderson Creek Township beginning at a point on the Lillington- Overhill Road at or near the home of J.I:..Langston and runs thence to Flat Branch Church on Highway No. 210 by the way of the homes of Bob Butler, Raymond Butler, J.W.Darroch, A.K.Darroch and others, a total distance of approximately 3.8 miles. Upon motion of Commissioner Cameron, seconded by Commissioner Barker, it was ordered that the Board consider only the Budget, Tax Levy and Dunn Hospital applications for P.W.A.grant. Upon motion of Commissioner J.S.Barker, seconded by Commissioner L.R.Byrd, it was ordered that Chairman J.B.Ennis execute on behalf of the County of Harnett the contract between said County and Eric G.Flannagan, as architect in connection with his services performed and to be performed relative to the construction of the Harnett County Hospital at Dunn, N.C., which is being financed in part by a grant from P.W.A., copy of which is on file in connection with the County's PWA Hospital file. Upon motion of Commissioner A.A.Cameron, seconded by Commissioner L.R.Byrd, it was unanimously ordered that the Chairman J.B.Ennis accompany Purchasing Agent J.S.McLean and ascertain the proper tractor to be traded for use of the Harnett Soil Conservation Association, and that they be authorized to make an exchange of the present used tractor for a new one. And further, that the Chairman of the Board of Commissioners be, and he is hereby authorized and directed to guarantee the payment of $2695.50 in the name of the County of Harnett, it being the cash difference to be paid in the exchange of the present used tractor for the new International tractor. 582 The Budget Estimate as presented, together with the Supplementary Budget as filed, for the fiscal year 1938 -1939, was considered, and the following resolution was adopted: BE IT RESOLVED by the Board of Commissioners of Harnett County that the following Budget for the County of Harnett for the fiscal year 1938 -1939 be, and the same is hereby adopted; and the tax levy for said fiscal year is hereby appropriated accordingly: General County Poor and Health Budget $ 126,207.76 Old age Assistance Budget 10,642.50 Aid to Dependent Children Budget 5,600.00 Debt Service or Bond Fund Budget 54,200.56 Capital Outlay Budget 6,800.00 School Fund Budget Tax Levy: Current expense 20,382.35 Capital Outlay 23,328.79 Debt Service 75,891.62 Voting for the adoption of said Resolution were commissioners L.R.Byrd, A.A.Cameron, Jno.S. Monday, September 5, 1938. Present were Chairman J.B.Ennis, and Commissioners Geo.T.Noel, L.R.Byrd, A.A.Cameron and J.S.Barker; also County Attorney H.C.Stribkland. The Board appointed H.S.Freeman and Geo.T.Noel as Committee to investigate the tax vallation on the property of Mrs.K.L.Howard in town of Dunn, Averasboro Township. It is ordered that W.A.Johnson of Buckhorn Township be released of poll tax for years 1937 and 1938 on account of physical disability. It is ordered that Clarence E.Avery be granted beer and wine license at "Shug's" on Dunn -Erwin Highway in Duke Township. It is ordered that beer license be granted to J.A.Langdon, at Pine Ridge Service Station, Angier, N.C.RFD 3. It is ordered that beer license be granted to Percy Elmon Page at Page's Service Station on Highway South of Coats, N.C. The report of Inez Harrington, Register of Deeds, was approved and ordered filed. The report of W.D.Harrington, Tax Collector, was approved and ordered filed. On account of blindness of D.A.McLeod permission is hereby granted to sell beer and wine in town of Angier (on premises license) in his place of business lobated on North side of Depot Street between Broad & Durham Street on property of Robert L.Young and no other place in town of Angier or County of Harnett. It is ordered that a copy of this order be sent to State Commission of Revenue. It is ordered that assessed valuation of one lot on South Elm Street in town of Dunn, owned by W.S.Strickland Estate for the year 1937 and subsequent years be revised by Auditor to show lot 50 x 150 feet instead of 140 x 150 feet, the valuation to be reduced accordingly. It is now listed to Gladys and Jessie Bell Strickland. It is ordered hereby that license to peddle in Harnett County without charge be granted to B.E.McLamb of Linden, N.C.RFD 1, he being physical disabled. It is ordered that tax valuation on property of Bernice F.Wood, in Upper Little River Township for the year 1938 be reduced by the sum of 4500.00 on account of the dam on said property being broken. It is ordered that Clarence J.Harrell, of Duke Township, be granted peddler's license without charge,he being physically disabled, for the year 1938 -1939.
