01181937445 January 18, 1937 The Board of County Commissioners met January 18, 1937 at 2:00 P.M. with the following present: J.B.Ennis, Geo.T.Noel, J.S.Barker, L.R.Byrd, Angus A.Cameron; also, the County Attorney, H.C.Strickland. It is ordered that bond of A.N.Hudson as Constable of Averasboro Township, be approved and filed. It is ordered that the County furnish $400.00 in funds to provide extra school bus for the County. It is ordered that J.S.Barker, H.M.O'Quinn and J.S.McLean be appointed a committee to investigate and report to the Commissioners at their next meeting on the valuation of the W,M.Patterson Estate, the property now being owned jointly by A,R.Suggs and Newell Patterson, 73 and 78 acres respectively. BE IT RESOLVED: by the board of Commissioners of Harnett County that it be known that the County of Harnett is unwilling to pay for the maintenance, eupprt and treatment of inebriates and aleoholio patients who may be admitted to the State Hospital at Raleigh, N.C., unless the Board of Commissioners of Harnett County shall furnish a certificate to the effect that any such subject is jndigent and unable to pay the coat incurred or to be incurred for such maintenance, support and treatment, which said certificate shall be presented to the Superintendent of said Hospital at the time any such subject shall be presented for admittance. BE IT FURTHER RESOLVED that a duly authenticated copy of this Resolution shall be forwarded to the Superintendent of the State Hospital, Raleigh, N.C. for his information and guidance in the future in respect of costs to be incurred in connection with the treatment of that class of patients referred to. The following road petitions were approved by the Board and ordered forwarded to State Highway and Public Works Commission: (1) Beginning at a point on the old Raleigh -Dunn road near the residence of Mrs. C.H.Tripp and running in an- eastern direction across the lands of Theodore Tripp, Anderson James, N. =.Johnson, Maude Ennis, Louvella Lee, Viola Butler, Dula Neighbors, Earnest Neighbors, Mack M.Jernigan, Milborn Whittenton and Caro Whittenton, to a -point on the road leading from a point near Mary Stewart's Sohool house on Highway No. 22 from Dunn to Benson - U.S.Highway 301 to Erwin, N.C. (2) Improve the road fromtown of Bunnlevel, which is on Highway No. 15A to the intersection of temporary Highway No. 217, near the Cape Fear River Bridge, being the Bunnlevel -Erwin Road. WHEREAS, the Board of County Commissioners of Harnett County have learned with great .regret of the activity of our neighbor, Lee County, in connection with a proposal to transfer a large part of western seetion of Harnett County to the domain of our. neighbor. Harnett County was formed more than eighty years to (1855) and consists of almost exactly one- hundredth of the area of the entire State of North - Carolina. The County seat is located almost exactly in the geographical oenter of the County. A County wide plan of consolidated sohools approved by the State School authorities several years ago was put into operation and three modern school have been erected at County wide expense to serve the territory sought to be trans - ferred. Within the last twelve months the County has caused more than $80,000.00 to be spent in the erection of the new building located in Barbecue Township. A program of refinancing with respect to Township Road Bonds is in progress, and any change of the territorial limits of the County would delay and probably obstruct the completion of the said program; in fact, Any depreciation of taxable values in the County would seriously impair its credit. The County has recently inaugurated a County wide Public Health unit which would be seriously handicapped and perhaps would have to be abandoned if this move should be carried through. THEREVORE, BE IT RESOLVED that we, the Board of County Commissohers of Harnett County, do seriously protest this move and we do direct our chairman and County Attorney to secure any necessary assistance to organize forces of opposition to this invasion of our County, and further, we eall upon our Representative in the General Assembly and the Senators from the 12th. Senatorial District to vigorously oppose this move. Voting for the above resolution: J.B.Ennis, Chairman; John S.Barker; Geo.T. el; L.R.Byrd, and Angus A.Cameron. Commissioner Angus A.Cameron, when casting his vote affirmatively in support of the Resolution protesting the proposed legislative bill affecting the territoral limits of Harnett County, explained that his vote was east in reeofnition of the fact that as an acting member of the Board of Commissioners of the County it was his official duty to protect and preserve the County, but that by his said vote he does not mean to voioe the sentiment of many of his friends and neighbors residing in the territory which may be affected, and that other than that the proprieties of the occasion demand his affirmative vote, he will not take definite or aggressive action with regard to said proposal on either side. He requested that the Minutes indicate his position, and by unanimous vote Of the Board it was ordered to so appear. 446` it is ordered that the Report of the Grand Jury of the January Superior court Term be filed. NORTH CAROLINA: uperior Court Harnett County: anuary term 1937 TO HIS HONOR, judge W.C.Harris, Judge Presiding: We, the Grand Jury for this January Term of Harnett Superior Court do respectfully submit the following report of our findings and transactions at this Term: We have considered all bills sent us by the Solicitor and have made returns on same. We have considered '_ all ' matters brought to •oixr attention and gave them our consideration and recommendation. 1. We find that the school buses should be equipped with head lights and all the broken windows" in the busses be replaced. 2. We have inspected the Sheriff's office and find it is in great need of a filing cabinet, a locker, two office chairs and a lavatory. 3. We recommend that the following school toilets and water systems be checked: Long Branch in °Averasboro Township; Boone Trail in Upper Little River Township; a pump "and °a stove are needed atmTohnsonville School for colored and Benhaven School has no water: 4. We recommend that the flh1orenfurnkshed with the stove recommended by the former Grand Jury and which has not yet been purchased, and that steps whitb are needed in front and back be built. 5. We find that the agricultural building °needs °shades and screens and that the name of each office should be painted on the door. 6. We recommend that the following trucks be checked Nos. 28, 57, 58, 43, 35, 16, 45, 9 and 34. Also the brakes "of No. 4 be checked now. 7. In checking over the County Home; we found that the toilets were in bad shape, some of them being nailed up. We suggest that this be attended to and that a rug of some kind be purchased for the sitting room floor and that the guage on the boiler be repaired. 8. we find the offices are all right, but Mr. Chaffin in the Clerk's office needs the follows: Glasses in book cases; floor covering in vault be repaired; records re- indexed if can be done economically; new adding machine and typewriter repaired or "new one; 9. We find the eConvict °camp in A -1 condition. We wish to commend and thank His Honor, Judge Harris, for the very able Charge he delivered- to us when we began our labors; and trust our people will be benefited by it: We appreciate the aid given us by the Solicitor and all the Court officials for their splendid cooperation and assistance given us at this term.
