It was ordered that the following Special Notice be recorded in the minutes: Notice of Special Meeting TO THE MEMBERS OF THE BOARD OF O0ML..ISSIONERS OF THE COUNTY OF HARNETT: Notice is hereby given that a special meeting of the Board of mmissioners of Harnett County. will be held in the Court House at the County seat at 10:00 A.M. on the 27th. day of December, 1935, for the purpose of considering an offer of the United States of America to aid by way of a loan and grant in financing the construction of school buildings and adopting a resolution approving and authorizing the acceptance of such offer. The meeting was called to order by the Chairman and on roll call the fol- lowing answered present: J.B. Ennis, Chairman, E.L. Cooke;J.S. Barker; Geo.T. Noell and A.A. Cameron. The following were absent: None: After discussion of the offer of the United States of America to aid by way of grant in financing the construction of school buildings of.Benhaven and Coats the following Resolution,numbered ,and entitled "A Resolution Accepting the offer of the United States to the County of Harnett to AId By Way of a loan and grant in financing the construction of said School Buildings" was proposed by Commissioner Noell and read in full: RESOLUTION NO A RESOLUTION ACCEPTING THE OFFER OF THE UNITED STATES TO THE COUNTY OF HARNETT TO AID BY WAY OF A LOAN AND GRANT IN FINANCING THE CONSTRUCTION OF SCHOOL BUILDINGS AT COATS AND BENHAVEN, Be it resolved by the Board of commissioners of Harnett County: SECTION 1: That the offer of the United States of America to the Qounty of Harnett to aid by way of loan and grant in financing the construction of school buildings at Coats and Benhaven a copy of which offer reads as follows: FEDERAL EMERGENCY ADMINISTRATI0Nx OF PUBLIC WORKS. Harnett County and The Board of Education of Harnett Qounty, Lillington, N.C. Washington, D.C. December 18, 1935. State File'No.N.C, 1057 Subject to the Mules and Regulations (PWA form No. 66, July 22,1935, as amended to date) which are made a part hereof, The United States of America hereby offers to aid in financing the construction of new school buildings(herein called the "Project" by making a loan and grant to the Board of Education of Harnett Mount in the amount of forty five (45%) per oentum of the cost of the Project upon com- pletion, as determined by the Federal Emergency Administrator of Public Works, but not to exceed, in any event the szm of $65,454, and by purchasing, at the princi- pal amount thereof plus accrued interest thereon, from Harnett County. through the Local Government Commission of North Carolina, obligations of the description set forth below (or such other description as shall be mutually satisfactory) in the aggregate principal amount of $80,000., less such amount of such obligations, i any, as said Local Government Commission may sell to purchasers other than the United States of America: (a) Obligor: Harnett County. (b) Type: Negotiable, general obligation,serial coupon bond. (e) Denomination: $1000; (d) Date: Dec, 1, 1935; (e) Interest rate and interest payment dates: 4% per annum,payable semi- annually on June 1 and December 1 in each year. 343 1 (f) Place of payment: At the office of the Treasurer of Harnett County, Lillington, North Carolina, or, at the option of the holder, at a bank or trust eompany, in the Borough of Manhattan, City and State of New York. (g) Registration privileges: At the option of the holder, as to principal only: (h) Matureties: Payable on December 1 in years and amounts as follows: ;2000 in 1937 to 1944, inclusive; 3000 in 1945 to 1949, inclusive; 4000 in 1950 to 1955, inclusive; and $5000 in 1956 to 1960, inclusive; (I) Seoutety: Payable as toboth principal and interest from ad valorem taxes which may be levied without limitation as to rate or amount upon all the taxable property within the teritorial limits of Harnett Bounty. That said County of Harnett agrees to abide by all the rules and regulations relating to such loan and grant a copy of which rules and regulations were annex yd to the Government's offer and made a part thereof. SECTION 3: That the Clerk be and he is hereby authorized and directed forth- with to send to the Federal Emergency Administration of Public lbrks three certfied copies of this Resolution and three certified copies of the proceedings of this Special Meeting in connection with the adoption of this Resolution, and such further documents or proofs in connection with the acceptance of said offer as may be requested by the Federal Emergency Administration of Public lb rks. J.B. Ennis Chairman. The above resolution was seconded by Commissioner Cooke and was adopted, with the following voting aye: J.B. Ennis, Chairman, J.S. Barker, E.L.Cooke, Geo. T. Noel and A.A. Cameron, and the following voting nay: None The Chairman thereupon declared said Resolution carried and the Chairman thereupon signed said Resolution in approval thereof. It is ordered that the Sheriff be allowed equipment for his office not to exceed $300.00 and that the purchasing agent be instructed to purchase necessary supplies. RESOLUTION: NORTH CAROLINA: HARNETT COUNTY: This cause coming on to be heard and being heard upon petition of Walter Lee Johnson, Attorney for the heirs at law and Devisees of Estate of Mary A. Stephens and Mamie A. Stephens, with reference to the appraisal and revaluation and adjustment and after listing of said lands in Town of Minn, as set put in said petition: And it appearing to the Board that all of said property has not been duly and legally listed for the said years 1928 to 1935, inclusive, as required by law in that same was merely carried forward in the name of the said estates and said taxes appear uncolleotible; and further it appearing to the Board that the offer of the petitioners and the valuations therein proposed by petitioners are fair and reasonable and in line with tax valuations of property situated near property of the petitioners; and it further appearing that the offer of the said petitioners would be more favorable to the Bounty than to after list the said property for the period of five years at a fair tax valuation, for which period only, this Board can list the same now, It is therefore Resolved: That the offer of the petitioners be and the same is hereby accepted, ratified and approved; and further be it resolved that the following described property be discharged and released of all Harnett County taxes for the years 1928 to 1935, inclusive upon the payment of taxes cal- - eulated upon the following valuations for the said respective years, plus interest now collectible on unpaid taxes, to -wit: Tract No. 1 Mary A.
