The Board of County Commissioners met in regular session with the follwoing
members present: Dr. J.W.Halford, Chairman, E.L.Cooke, J.B.Ennis, H.M.00Quinn,
and J.H.Williame. Also, I.R.Williame, County Attorney.
It was ordered that Mr. 11111 Long be allowed $10.00 for the desk in the
Sheriff's Office. Check to be applied on his taxes.
It was ordered that Lee County Hospital be allowed $16.00 for the treatment
of Annie Wicker, Jonesboro, N.C. R -1.
ppjypon report of J.B.Ennis and I.R.Williame, after an investigation of the
Bf.Wiggins Estate, it was ordered that the County advance $10.00 for a survey
of said Estate.
It was ordered that Eldridge Jernigan be relieved of taxes on a valuation
of $1650.00 6n account of lose by fire)for the years 1931 and 1932.
It was ordered that costs in sum of $7.00 in case of County vs Emma Love
Smith be remitted as suit was filed through error.
It was ordered that the sum of $150.00 be and the same is hereby appropriated
for extra expense incurred in the bringing of 1929 Tax Suits, and sum to be
charged to collection of 1929 taxes, and to be disbursed by the Auditor for
stenographer services and supplies.
It was ordered that petition for road in Upper Little River Township, from
Perlie Brown's home, on the County Highway leading from N.C. 1 60 to the
Johnsonville Road, to a point near Leander Lee's home be approved and the State
Highway Commission be requested to take action at once.
It was ordered that petition for road in Barbecue Township, known as Gum
Swamp Road be approved and the State Highway Commission be requested to take
action at once.
It was ordered that petition for road in Lillington Township from near
Old County Home to near Bob Wicker's home, be not approved.
It was ordered that J.S.McLean, Auditor, accept the check for 4219.33, in
payment of the suits stated on the said check tendered by S.R.Blaylock.
It was ordered that the cashier's check for $52.48 tendered by Mrs. Sarah
*.Barefoot be accepted in full payment of 1929 taxes assessed against Mr. and
Mrs. E.W.Wright in Averasboro Township.
It was ordered that the report of Mrs. T.R.Brown, Supt. County Home, be
accepted and filed.
It was ordered that the report of Dr. A.W.Peede, County Health Officer, be
accepted and filed.
It was ordered that the report of L.M.Chaffin, CLerk Superior Court, be
accepted and filed and the checks in the amounts of $138.00 and $42.75 be
ordered delivered to the Auditor.
It was ordered that the report of Geo. L. Cannady, Tax- Collector, be
accepted and filed.
It was ordered that the report of Geo. L. Cannady,Collector of Privilege
Tax, be accepted and filed.
To Honorable Board of Commissioner of Harnett County:
The joint report of J.B.McLean, County Auditor, and I.R.Williams, County
Attorney, respectfully stows the following concerning the institution of suits
against the 1929 delinquent tax certificates of sale:
Is examined the 1929 certificates of sale and found the number of unpaid
certificatesto be 696.
We grouped certificates for different townships into one suit when the tax
certificates were against a man and his wife or when a person owned land in
two townships. In other words, we have endeavored to bring as few suits as
possible in order to sane the tax payer all costs possible.
We tried to determine the double listed properties and brought no suits
when in our opinion the property had been double listed.
There has been collected since the preparation of suits ads begun the sum
of 115721.10, which sum was duly deposited in the designated bank of the County.
We held out suits as long as possible , and when the taxes were paid
destroyed the pleadings which had been drawn.
We filed suits in the number of 384, which suits the Sheriff is now serving.

WHEREAS, on the 4th. day of December, 1926, Z.D.Matthews and others executed
and delivered to Neill MoK.Salmon, Trustee, a certain deed of trust which is
duly recorded in Book 225, page 18, of the records of the office of Register of
Deeds for Harnett County, conveying by way of security for the debt therein
referred to 57* acres of land; and
WHEREAS, the said lands, together with other property, was listed for
taxation for the years 1930 and 1931 in the name of Z.D.Matthews; and
WHEREAS, the said deed of trust has been foreclosed and the purchaser at the
sale desires to pay the taxes now due on the said 571 acres of land; and
WHEREAS, this Board finds as a fact that the value of the said 557* acres
for the purpose of taxation was $1952.00 for the year 1930 and $1545.00 for
the year 1931;
NOW, THEREFORE, Be It Resolved, that the said 573- acres be released of any
and all tax liens in favor of Harnett County for the years 1930 and 1931 upon
the payment by the said purchaser of the taxes upon said lands based upon the
valuation thereof as above seA forth, together with 1/4 of the personal
property tax of the said Z.D.Statthews for the years 1930 and 1931, and that the
Auditor and Tax- Collector of Harnett County be, and they are hereby directed
to compute the taxes due in accordance with the valuations set forth above
and to deliver to the purchaser thereof, N.W.Gregory, proper receipts therefor.

My dear Mr. Halford:
In pursuance of our telephone conversation, and in
accordance with the request of your Board, we have today cancelled the two
weeks regular civil term of Harnett County beginning October 3, to which
Judge Hill had been assigned to hold first week and Judge Devin the second
week, this being a conflict court.
In accordance with your request, we are forwarding copy
of this letter to Judgr Hill, Judge Devin and to the Clerk of the Superior
Court of Harnett County.

RESOLVED, That 1931 and 1932 valuation of Carrie B.MeKay, 109 acres, in
Upper Little River Township, be reduced to 78 acres at $936.00 and 31 acres
at $465.00 for 1931 and 1932, on account of error in listing.
It appearing to the Board of Commissioners that Mrs. John E.Jernigan,
now dead, owned a tract of land in Averasboro Township, containing 109 acres,
which was listed for taxation for the years 1930, 1931 and 1932 in her name;
That about the time of her death, the 1Q9 acre tract of land was equally
divided between her three children,- Mamie Raynor, Ruth Byrd and Marvin Jernigan,
they executing quit -claim deeds to each other prior to the year 1930;
That on October 24, 1930, Marvin Jernigan paid the sum of $25.00 which is
credited on 1930 tax receipt of Mrs. John E.Jernigan, which payment was
intended to be applied on the tax l:vied against the share of said Marvin
Jernigan.
It is therefore ordered, sndtthe Auditor is hereby directed to divide
the taxes for the years 1930, 1931 and 1932 into three equal parts and to
credit the said Margin Jernigan with the sum of $25.00 as a payment on his
portion of the taxes for said years.

NORTH CAROLINA SUPERIOR COURT
HARNETT COUNTY FIRST SEPTEMBER TERM 1932.
TO HIS HONOR JUDGE HENRY A.GRADY, JUDGE PRESIDING:
We, The Grand Jury, for the First September Term 1932, of Harnett County
Superior Court, do respectfully make the following as our 'report and Recommend-
ations:
1. We have carefully considered all bills sent us by the Solicitor and have
made returns on same. We have considered all matters brought to our attention
and have carefully given all our attention.
2. We have inspected the several Offices in the Courthouse and found all
in good condition, acid that the officers are doing their duttes. We find
that all Justices of the Peace are and hav* beetrr making their reports to the
Clerk as required, with the exception of Mr. J.D.Barnes, who, we understand,
is very feeble and not able to attend to such matters. We found.the Convict
Camp in excellent condition, and that the prisoners therein well cared for.
We found the Jail well kept, and recommend that the leaks in the roof be repaired
at once, and that the plasterning that is off in several places be replaetd.
We further recommend that the Jail be inspected by a competent architect and
that the same be placed in a better condition so as to safely keep the
prisoners therein placed. We further recommend that a fence be placed about
the Jail so as to keep the public away from the persons therein confined, and
that a retaining wall be placed to the north and east of the Jail ao as to
keep the grounds from washing so badly. Ws found every thing at the County Home
in good shape, with the exception of the range and back of the large chimney
in the living room. We recommend tha buying of a new range for the County Home,
and that the chimney back be repaired at once. The inmates in the Home appear
to be happy and are well cared for. We inspected in a boy the Office of the
Board of Education and the School Busses and found the office in splendid
shape and the busses in good shape. We recommend that the next Grand Jury
inspect the school busses carefully, paying special attention to the brakes.
We recommend that the busses be used on roads and routs outlined and recommended
by the Superintendent of Schools and by the School Oommitte of each District.
We wish to thank the Court and all officers for the courtesies and
kindnesses shown us in our deliberations.
