06281943June 28,1943 The Board J.B.Ennis,Chmn. present were H. to the Board. of Commissioners met in a call session on Monday,June 28th, with R. L .Pate,A.A.Cameron,L.R.Byrd,'and Ferd D.Jackson,present. Also C.Strickland, County Attorney,H.S.Freeman,Auditor, and the clerk The Board ordered that Beer T.__.___ granted C.B.Earp at _ u Room,Angier,N.C. The Board ordered that Beer license be granted to Mrs.Leslie Oliver at Dixie Diner at.Dunn,N.C. The Board ordered that Beer license be granted to A.B.Hayes at his place on highway #210 in Anderson Creek Township. -Those voting yes were L.R.Byrd,R.L.Pate & A.A.Cameron.Voting no was Ferd D.Jackson. Upon recommendation of the Defense council the Board ordered to discontinue the service of Venerable Haggett, the Coordinator as of July 1st. Insurance policy #5138 of Fire Association of Philadelphia on Court House Building in the amount of $$2,000.00 by approved and the policy filed. The Board allowed Mrs. Gourley the use of one room in County Building for the use of Red Cross Sewing Room for the duration unless the building is needed for use of County. At the request of C.Reid Ross, Supt. of schools the following exchange and the school budget was made Code 681 -2 to read (17,200.00, Code 681 -3 $660.00, and Code 682 -1 $2900.00. TO THE HARNETT COUNTY HOSPITAL BOARD: We, H.A.Eldridse and wife,Velma T.EE dridge, of Dunn, N.C., make you the following rental offer of our residence fronting 70 feet on the North side of West Harnett Street, and 150 feet on the East side of N rth Orange Avenue. We agree to accept as a monthly rental the sum. of One Hundred Dollars($100.) for a period of twelve months beginning July 1,1943 and ending June 30,1944. We further agree that should we not desire the possession of the said premises on July 1,1944, that we will notify you at least thirty days before July 1,1944, and that we will renew this offer to you on the same terms. We make this offer subject to the unqualified promise on your part as a hospital board, and not individually, that at the time the possession of said premises is returned to use that you will pay the additional sum of One Hundred Dollars (0100.00), to be applied on repainting the inside of said residence which repainting will be necessary from your use of said residence as a hospital annex, and that at all times during your possession of said residence and premises that you will not allow to be discontinued the present telephone service at said residence. If the said building is destroyed by fire or other casualty, or is rendered unfit for use as a hospital annex by fire or other casualty, then and in that event the monthly rental made in this offer shall cease as of the date the building is destroyed or rendered unfit for use as a hospital annex. In accepting this offer, you are to replace all window panes broken and all venetian blinds damaged beyond repair, and to keep in said -use the heating plant now located in said residence, all of which is to be done at your expense. In accepting this offer, you are to pay all lights, water and telephone bills, but we are to pay the Town and uounty -taxes and insurance on said building. The above offer constitutes the entire terms under which we will rent to you the said premises, and all verbal discussions heretofore had between us, if not merged in the above offer, are null and void. Eldridge, for the rental of their residence situated near the Harnett County Hospital, which residence its totkbee used as a hospital annex, this Board having crowded conditions of the said hospital necessitate the providing of additional rooms for the treatment of patients. Pursuant to the proclamation of the Governor, Mr.C.R.Ammons, County Agent, appeared before the Board of Commissioners and explained the necessity for the prosecution of the Vagrants in the County. Thereupon, the Board designated Mr. M.O.Lee, an attorney, to supervise the prosecution of all vagrants, and he was usesgingtheoCountyu Recorder's tCourt before ctrials, athere m thereby minimizing the time required to dispose of cases. The Board ordered that the real estate records in the office of the Register of Deeds be re- indexed for all years prior to those filed Jan. 1,1942 and that to accomplish this result, L.M. The Board ordered that the County offices be closed on Saturday July 3,1943. 500 REPORT OF AN INSPECTION OF THE HARNETT COUNTY HOME LILLINGTON N. C. BY .B. HENDLEY, HARNETT COUNTY SANITARIAN. An inspection of the Harnett County Home was made on May 27,1943 by me, apcompanied by Mr.E.C.Byrd. The following ,conditions were found on th?s inspection. (1) There were bed bugs on the beds4 (2) There were roaches in the house. (3) A wooden barrel, with a hole in the top, is being used as 'a garbage can, same not being fly tight. (4) The commodes need cleaning. (5) Each person uses a quart jar as a drinking cup. (6) The dishes are not being throu ghiy sterlized, due to the fact that the hot water thank is only heated once a week, and it is then heated for the inmates to take a both. There is not enough help to keep hot water at all times. (7) Not all of the employees in the kitchen have health cards. Recommendations (1) The beds aid mattresses to be throughly sterlized to kill bugs. (2) Garbage cans with metal lids to be provided. (3) Suitable roach power to be provided to kill roaches. '4) Muratic acid to be provided to clean commodes. (5) Provide angle jet drinking fountains. (6) Provide more help in kitchen for the proper sterlization of eating and cooking utensils. (7) Get Health Cards for all employees. The board adjourned to meet again July 5,1943 at 10:00 o'clock A.M.
