The Board of Commissioners met in regular session on Monday, July 7, 1941,
at 10:00 A.M., with Chairman J.B.Ennis present and Commissioners R.L.Pate,
Ferd D.Jaekson, L.R.Byrd, and A.A.Cameron. Also County Attorney H.C.Strickland
and Inez Harrington, Clerk to the Board.
It is ordered that the matter of securing a colored Farm Agent be deferred
to a later date.
It is ordered that $100.00 be paid to "The State Magazine" for advertisement
of Harnett County.
Mr. C.R.Ammons, County Farm Agent, appeared before the Board and presented
the budget for the Extension Department of the Agricultural Extension Service
in the amount of $3,764.00.

Maude L.Searcy, Home Agent.
Miss Maude L.Searey, Home Demonstration Agent, appeared before the Board
and presented the plan for a Bookmobile Library for the County. The State will
give $900.00 and the County will give $3,000.00 fob the work if the County
sets up this work. This matter was deferred to a later date.
Mr. Joe B.Gourlay, Assistant County Agent, appeared before the Board and
asked for an appropriation of $900.00 per year for Assistant Home Demonstraction
Agent. This matter was deferred to a later date.
The following road petitions were presented and approved:
1 - To complete a section of the Rosser Road running South from a point at the
house of J.B.Warwick to the Johnsonville Road near the home of Carey Howard,
a distance of one mile.
2 - The residents of Harnett County, Grove Township, respectfully request that
you cause to be constructed, a road over which U.S.mail and sohool buses
can operate for our benefit.
3 - The State add to the county road system, the road described herein: the
said road to begin at Cameron's Filling Station, located .6 mile to the
old Pee Dee Road, crossing this road and continuing one mile to the
Patterson Road. The proposed Road would intersect with the Patterson Road
just above the old W.D.Patterson house.
It appearing to the Board of Commissioners that on July 24, 1940, the
budget of the Harnett County Board of Education showed as a course of revenue
for capital outlay $15,000.00, which sum was authorized to be borrowed from
State Literary Fund to supplement certain grants offered by WPA for the
building of schools and placing equipment therein, which said sum was not
borrowed and which grants were not thereafter made, and that said grants may
be available during the fiscAl year 1941 -42:
BE IT RESOLVED that the extention of this term of $15,000.00 as a source
of capital outlay during the fiscal year 1941 -42 by the Board of Education
of Harnett County, be, and the same hereby is approved.

IT IS ORDERED that upon receipt by the County of $7.19, the purported
lien of taxes and penalties on one lot on North King Avenue, Dunn, N.C.
Averasbaro Township, for the year 1931, be and the same is hereby released,
the property having been listed to Miss Sue Smith.
On the petition of J.M.Mason for an adjustment of the 1940 taxes, on
the lands of J.M.Ragland, lying in Johnsonville Township, on a portion of
which lands J.M.Mason holds a Deed of Trust to secure certain indebtedness,
and it appearing that the proper and equitable amount that should be paid
by L.M.Chaffin Trustee, of the taxes assessed against J.M.Ragland for the
year 1940, is 139.31, and the remainder of said taxes, $28.24, as of
July 7, 1941, remain a lien on the one- hundred acre tract of improved land,
on which J.M.Ragland resides:
Now, therefore, it is ordered by the Board, that L.M.Chaffin, Trustee
for J.M.Mason, be allowed to pay the sum of $39.31, as of July 7, 1941,
which sum the Board accepts in full payment and satisfaction of all taxes
on the lands described in the Deed of Trust, in which he is trustee for
J.M.Mason, and which lands were listed by J.M.Ragland for the year 1940.
The Budget Estimate for the fiscal year 1941 -42 was submitted by the
County Accountant to the Board. Tt was ordered filed with the Clerk to
the Board for public inspection and that a summary be printed in the
Harnett County News.
It is ordered that The Commercial Bank in Dunn, be refunded $3.00
paid by it to the Register of Deeds for probate and recording fees for deeds
to that Bank quit - claiming title to a lot forclosed through error for taxes.
It is ordered that beer license be granted to J.A.Lockerman, in
South Erwin, N.C., at "Lockermants Place."
It is ordered that beer license be granted to Robert Bradsher, in
Angier, N.C. at "City Service Station."
The report of Inez Harrington, Register of Deeds, was presented and
approved.
The report of Lola O'Quinn, Delinquent Tax Collector, was presented
and approved.
° The report of Howard Godwin, Clerk Superior Court, was presented and
approved.
The report of Miss Maude L,Searcy, Home Demonstration Agent, was
presented and approved.
It is ordered that $500.00 be appropriated for a Community Building
in Johnsonville Township.
Messrs. D.B.McCrary and L.E.Whitfield, - -of the State Highway and Public
Works Commission, met with the Board of Commissioners to discuss the road
matters in Harnett County.
Be it resolved that the sale of certificates for unpaid 1940 taxes,
be and /the same is hereby continued until the first Monday in September 1941,
the advertisement of such sale to be published once a week in newspaper
for four successive weeks next preceding the sale date.
Mr. C.Reid Ross, County School Superintendent, appeared before the Board
and presented the Budget for 1940 -41, which was approved.

Now, therefore, the condition of this obligation is such, that if the said
Lola 0 /Quinn shall well and faithfully perform all the duties of his said
office, then this obligation to be void, otherwise to remain in full force
and effect.
IT IS MUTUALLY understood and agreed between all parties hereto, that if
the Surety shall so elect, this bond may be canceled by giving thirty (30) days
notice in writing to the Board of Commissioners of Harnett County, North
Carolina, and this bond shall be deemed canceled at the expiration of said
thirty (30) days, the said Surety remaining liable for all or any act or acts
covered by this bond, which may have been committed by the Principal up to the
date of such cancelation, under the terms, conditions and provisions of this
bond, ancithe Surety shall, upon surrender of this bond and its release from all
liability thereunder, refund the premium paid, leas a pro rata part thereof, for
the lime this bond shall have been in force.

The report of W.D.Harrington, Tax Collector, was presented and approved.
At a meeting of the Board of County Commissioners of Harnett County,
held on the 7th day of July 1941, the following members were present; the
same being a quorum of said board:
Messrs. J.B.Ennis, Ch., Fred D.Jackson, R.L.Pate, A.A.Cameron, L.R.Byrd.
The following resolution was offered by Mr. R.L.Pate and seconded by
Mr. L.R.Byrd:
"Resolved by the Board of County Commissioners of Harnett County:
(1) That for properly maintaining a six months' school term in
Districts No. 1 and 5, Anderson Greek and Duke - Townships, Anderson Creek
and Erwin Schools, White Race, Harnett County as required by Ariidle IX,
Section 3, of the Constitution of the State of North Carolina, it is
necessary that certain improvements be made therein of the following
character:
Anderson Creek - Agricultural Vocational Building composed of classroom;
and shop.
Erwin - Vocational Building composed of Trades and Industrial Arts room,
Home Ecomonics Department and Commercial Department.

(2) That in order to provide said improvements it is necessary that the
sum of Thirty Thousand and no /100 Dollars (130,000.00) be obtained by borrowing
the _same, to be used by the County Board of Education of Harnett County for
said purpose.
(3) That the Board of County Commissioners of Harnett County does hereby
approve of and authorize the application for, and procurement of, a loan for
said purpose from the State Literary Fund of the State ofNorth Carolina,
established and operated under III. C.S. 5683 -5687, the same being Article 24,
Chapter 136, Public Laws 1923, and Chapter 115, Public Laws 1937, and said
Board does hereby authorize and direct that all necessary steps be taken to
procure said loan under the terms of said statutes and the rules and regulations
of the State Board of Education governing the making of loans from said fund,
and the Chairman and Clerk to this Board are hereby authorized, empowered and
directed for and on behalf of this Board to join with the County Board of
Education of Harnett County in making the necessary application therefor,
and to take such action under this resolution and under said statutes, rules
and regulations as may be necessary for said purpose. The county accountant
is hereby authorized and directed to make application to the Local Government
Commission for approval of the issuance of such notes.
(4) That the Board of Commissioners of Harnett County hereby agrees to
levy, at the appropriate tax levying period in each and every year, upon all
taxable property in said county, ad valorem taxes at a rate sufficient to meet
the interest and principal payments on such part of the loan requested herein
as may be approved by the State Board of Education, and thereby provide the
funds necessary each and every year to meet and repay the interest and principal
payments due on such approved loan, under the terms of the statute by authority
of Lich the said loan is made, and in accordance with the rules and regulations
of the State Board of Education governing such loans, as found in Book 10,
pp. 340 and 368, of the Minutes of the said State Board of Education."
The resolution was duly adopted by the following vote:
Those voting in the affirmative were: J.B.Ennis, Chairman; R.L.Pate,
Fered D.Jackson, A.A.Cameron and L.R.Byrd.
.Those voting in the negative were: None.
.Whereupon, the Chairman announced that said resolution was duly and
properly adopted.
The Board recessed to reconvene at the call of the Chairman.
