03171941280 March 17th. 1941 The Board of Commissioners met in a call session on Monday, March 17, 1941, at 9:30 ON1ock A.M. with Chairman J.B.Ennis and Commissioners R.L.Pate, A.A.Cameron, Ferd D.Jackson, and L.R.Pate present.. It is ordered that J.A.Hockaday be paid the amount of $645.00 as Special Lister of goods, machinery, equipment, etc. in the County.. The extension of the bond of Lola OtQuinn, Delinquent Tax Collector, from Mary 1, 1941, to and including June 30, 1941, with United Stated Fidelity and Casualty Company as Surety, was presented, approved and ordered recorded. Voting fnr approval: Commissioners R.L.Pate, F.D.Jackson, A.A.Cameron and L.R.Pate. Against: None. "United States Fidelity and Guaranty Company: - Continuation Certificate In consideration of the premium paid, the United States Fidelity and Guaranty Co. hereby continues in force Bond No. 70677 -07- 912 -40 in the sum; of Six Thousand Dollars, on behalf of Lola O'Quinn, Harnett County Delinquent Tax Collector in favor of Board of Commissioners of Harnett County, N.C. for the extended term beginning on the 1st. day of March, 1941, and ending on the 30th day of June, 1941, subject to all the covenants and conditions of said bond. " It is ordered that penalties of $8.61 assessed against C.R.Butler, and C.L.Royal, for late listing in Averasboro Township, and penalty of $2.89 so assessed against Mrs. C.R.Butler, for late listing in said Township, be and the same are hereby remitted and released. SD # 1902 - BE IT RESOLVED that the one and three- fourths acre lot in Neill's Creek Township, Harnett County, described in Judgment No. A -916, office of the Clerk of Superior Court of Harnett County, be quitclaimed by the County of Harnett to E.M.Cain, in whose name said property was formerly listed for ktaxation, upon payment by him to the County of Harnett of the sun of $149.82, subject to the lien of taxes for the year 1941; and upon receipt of said sum by the County of Harnett within the month of larch 1941, the Chairman of the Board of Commissioners is hereby authorized and directed to execute quitclaim deed to the said E.M.Cain on behalf of the County of Harnett, and the Clerk to the Board will attest the same. It is ordered that poll taxes for the years 1939 and 1940, charged to Sam Ashworth, Barbecue Township, be refunded to him, the Board finding as a fact that he was born January 1, 1889, and was more than 50 years of age at tax listing time in 1939 and 1940; said taxes having been charged and paid by error. It is ordered that the Minutes of the meeting of the Board of Commissioners of December 16, 1940, be amended as follows: "Strike out the name of H.C.Mann as list- taker - assessor in Anderson Creek Township, and substitute the name of J.H.Butts therefor." "Strike out the name of Johnnie Williford as list- taker- assessor in Black River Township, and substitute therefor the name of Leonard Ogburn." 281 WHEREAS, the Harnett County Tax Supervisor has advised the Board of Commissioner that, as Assessors of real estate for purposes of taxation, the several township list takers be appointed to assess real estate in their several respective townships, together with two County wide assessors, and an advisor or expert to assist said assessors, tax supervisor, and the Board of Equalization and Review as to valuation of improvements on real estate; and Whereas, the Board of Commissioners find that the several litttakers are competent assessors as to the particular property within their several respective townships, and that Herman S.Holloway and V.E.Williams are qualified as County wide assessors, and that J.B.Cameron is qualified as a proper advisor to said assessors, the tax supervisor and Board of Equalization and Review as prescribed by Section 408 of the 1939 Machinery Act: - Now, therefore, BE IT RESOLVED: - 1. That the several list takers for the year 1941 be and they each are hereby appointed as quadrennial assessors of real estate within their several respective townships; and that Herman S.Holloway and V.E.Williams be and they hereby are appointed as County -wide assessors for the wuadrennial year 1941; and that J.B.Lameron be, and he hereby is employed as advisor to the assessors, the tax supervisor, and the Board of Equalization and Review, in respect of value of improvements and specific kinds of improved property. 2. That the assessors shall, before entering upon their duties, take and subscribe the proper oath as prescribed by law, and that the assessors and advisor shall be compensated inkeeping with agreement between them and the Board of Commissioners.
