09261940210 September 26, 1940 The Board of Commissioners of Harriett County met in a call session Thursday, September 26th. 1940, at 2 :30 O'clock P.M. Those present were Chairman J.B.Ennis, and Commissioners L.R.Byrd, Ferd D.Jackson, A.A.Cameron and R.L.Pate. County Attorney H.C.Strickland was absent. The Board of Trustees of the Harnett County Hospital was present at this meeting and R.L.Cromartie, Jr. Secretary, presented the financial standing of the Hospital and requested the County to provide a loan for them to begin the operation of the Hospital. IT IS ORDERED that H.S.Freeman, Auditor,, be authorized to make an application to the Local Government Commission for permission to borrow the sum of §3,000.00 for a loan 20 - matpre "October;i5;1941 to begin the operation of the Harnett County Hospital. - NORTH CAROLINA: RESOLUTION HARNEZT COUNTY: WHEREAS, the County of Harnett is the owner of a modern and well equipped Hospital at Dunn, in said County, to be operated through a Board of Trustees appointed for that purpose by the Board of Harnett County Commissioners; and WHEREAS, the operation and the opening of said Hospital for the care of the indigent sick of the County of Harnett is necessary, proper and a necessary expense within the meaning and purview of the Constitution of North Carolina and the Statutes of said State; and WHEREAS, at the time of the adoption of the annual Budget for the County of Harnett for the fiscal year beginning July 1, 1940, it was not contemplated that the County of Harnett would be called upon to bear the operating expense incident to the said Hospital, but that it would be borne by benefactors in the town of Dunn; and WHEREAS, it now appears that, to open and avail of the facilities afforded by said Hospital, the County of Harnett, in the emergency, should raise under the provisions of Chapter 321, Public Laws of North Carolina, 1929 Session, the sum of Three Thousand Dollars ($3,000.00); and WHEREAS, the County of Harnett has no Contigent Fund, but must appeal to the Local Government Commission for authority to anticipate the said amount of $3,000.00 as against its revenues for the fiscal year beginning July 1, 1941: NOW, THEREFORE, BE IT RESOLVED that the County of Harnett do borrow Three Thousand Dollars to be used as an operating fund by its Hospital at Dunn, N.C., and that the Chairman of the Board of Commissioners execute in the name of Harnett County, and that the Clerk to the Board of Commissioners of the County attest the sane, a negotiable, promissory note, pledging the full faith and credit of the County of Harnett to the payment of the sum of $3,000.00 said note to be payable to bearer, and to be dated October 15, 1940, and to mature October 15, 1941, and bearing such interest rate as the Local Government Commission may deterrrdne, not in excess of six (6) per cent; and that upon execution of said note, as aforesaid, with the seal of the County attached thereon, the same shall be delivered by the County Accountant to the Local Government Commission for sale in keeping with law. BE IT FURTHER RESOLVED that the County of Harnett appropriate from its revenues to be collected during the fiscal year beginning July 1, 1941, and levy taxes for the payment of said appropriation, a sum sufficient to pay in full the said note of $3,000.00, together with interest thereon, which sum is not in excess of five (5) per cent of the tax levy for the current year. BE IT FURTHER RESOLVED that a copy of these Resolutions be transmitted to the Local Government Commission with the request that its permission be granted to accomplish the objects set out herein. The Board of Commissioners urged the Harnett County Hospital Board to adopt a rule requiring all physicians who practice and perform operations in the Hospital to carry liability insurance.
