09161940206 September 16, 1940. An adjourned regular meeting of the Board of Commissioners for the County of harnett, North Carolina, was held at the Courthouse in Lillington, North Carolina, the usual place of meeting on September 16, 1940 at 2:00 O'clock P.M. Present: J.B•Ennis, Chairman; L.R.Byrd, Ferd D.Jackson, R.L.Pate and A.A.Cameron. Absent: None. Commissioner L.R.Byrd introduced the following bond order authorizing County Bonds, which was read and is as follows: ORDER AUTHORIZING $30,000 REFUNDING SCHOOL BONDS BE IT ORDERED AND RESOLVED by the Board of Commissioners for the County of Harnett: 1. That bonds of Harnett County be issued pursuant to the County Finance Act, as amended, in an amount not exceeding $30,000 for the purpose of refunding a like amount of the principal of valid subsisting bonded indebtedness which was lawfully incurred by the school district hereinafter mentioned for erecting and equipping a school building necessary for maintaining the constitutional six months' school term and was thereafter assumed by Harnett County, which indebtedness is evidenced by $30,000 Coats School District School House Bonds, dated November 1, 1920 and maturing November 1, 1940. 2. That a tax sufficient to pay the principal and interest of said $30,000 Refunding School Bonds herein authorized shall be annually levied and collected. 3. That a statement of the debt of the County has been filed with the Clerk and is open to public inspection. 4. That the holders of said $30,000 Refunding School Bonds shall be subrofated to all the rights and powers of the holders of the indebtedness so refunded. 5. That this order shall take effect upon its passage and shall not be submitted to the voters. The Board thereupon designated the County Accountant as the officer to file with the Clerk the statement of debt and assessed valuation required by the County Finance Act to be filed before the passage of the bond order this day introduced. 207 Thereupon the County Accountant filed with the Clerk, in the presence of the Board, the statement of debt and assessed valuation as required by Section 13 of the County Finance Act. The order authorizing $30,000 Refunding School Bonds was thereupon passed on first reading.. And thereupon the Board fixed 10:00 O'clock October 7, 1940, as the hour and date for the public hearing as required by Section 16 of the County Finance Act and requested the Clerk to publish the bond order which had been introduced this day, together with the appended note as required by Section 16 of said Act, in the Harnett County News not later than the 10th. day before said date. There upon the Board adjourned to meet at 10:00 A.M.October 7, 1940. HARNRl'T COUNTY STATEMENT CONCERNING SCHOOL INDEBTEDNESS I, H.S.Freeman, County Accountant of Harnett County, North Carolina, do make and filed the following statement of the financial condition of said County, having been designated by the Board of Commissioners for that purpose. Said statement includes a statement of debts incurred and to be incurred for school purposes under orders either introduced or passed, whether evidenced by bonds, notes or otherwise, and whether.: incurred by original creation of the debt or by assumption of debt, including debt incurred by the County Board of Education, and including debt to the State or any department thereof, but not including obligations incurred to meet appropriations in anticipation of revenues to an amount not exceeding the amount of the last preceding tax levy for school purposes ( except such thereof as are to be funded under bond orders introduced or passed, which obligations are included), nor including debt incurred in anticipation of the sale of any kind of bonds except funding and refunding bonds. (SEAL) my com. exp: May 23, 1942 Lola O'Quinn N.P. 208 The following road petitions were approved and ordered forwarded to State Highway and Public Works Commission: -(1) Be it resolved by the Board of Commissioners of Harnett County, that the State Highway and Public Works Commission be, and they are hereby respectfully requested to immediately grade and surface -treat Harnett County's No. 1 State Road Project (it being Temporary State Highway to. 40) from Mingo Creek on the Johnston and Harnett County Line west of Benson, N.C., through Coats to Buie's Creek, N.C. thereby co- operating with the authorities controlling that part of the work which is to be done in Johnston County on this project. (2) To improve or construct a road in Buckhorn Township beginning at residence of Joe Penny and running in easterly direction through the property of O.D.Lyon, R.C.Lockamy and G.T.Watkins to the Harnett -Wake County line a distance of approximately 1/4 mile. (3) That the public road leading from Highway No. 55 at a point opposite the home of Nadia W.Ennis, about three miles North of Coats, N.C., eastwardly and into the Public road leading from Green Ford near the home of Eddie Parrish to Coats, N.C., shall be taken over for maintenance by the State Highway and Public Works Commission, the distance being 8/10 of a mile. It is ordered that upon payment to the County by Mrs. O.S.Atkins of the sum of $290.50, the lien of the County of Harnett for taxes for the year 1927 and 1928, assessed against house and lot on Front Street (residence) in Lillington, listed to Mrs. M.L.Salmon for said year, shall be fully discharged and released. It is further ordered that upon payment t� the County of Harnett by Mrs. 0.S.Atkins, of the sum of $62.25, the lien of the County of Harnett for taxes for the year 1927 and 1928 assessed against one lot on Front and 10th. Street, 165 x 330 feet, in Lillington, N.C., listed to Mrs. M.L.Salmon Estate for said years, shall be fully discharged and released. The Board ordered a formal application filed with Local Government Commission for approval of issuance of $30,000.00 County of Harnett Refunding School Bonds, and designated the County Auditor as their agent to file same.
