03041940153 The Board of Monday, March 4, A. A .Cameron, and Commissioner F.D. March 4, 1940 Commissioners of Harnett County met in regular session 1940, with Chairman J.B.Ennis, and Commissioners L.R.Byrd, R.L.Pate present; also County Attorney H.C.Strickland. Jackson was absent, on account of illness. Honorable L.M.Chaffin, Mayor of the town of Lillington, appeared before the Board representing the interest of the people of several towns in the County, in respect of providing passenger bus service. The Board, by resolution expressed its endorsement of Carolina Coach Company's application for permit to operate through the County via Dunn, Erwin, Buie's Creek, Lillington and Mamers. The Board appointed L.R.Byrd and J.B.r%rnis as a Committee to work with M.R.Morgan in planning and purchasing for the County Farm. The Board ordered that Miss Lola O'Quinn be compensated at the rate of $100.00 per month, beginning as of Feb. 12, 1940. IT IS ORDERED that R.B.Raynor, of Duke Township, be granted free pedler's license for the year 1940, on account of physicial disability; and that he also be relieved of poll tax for the year 1940. IT IS ORDERED that Randel Norris be refunded poll tax for the year 1939, he having passed his 50th. birthday. IT IS ORDERED that A.L.Newberry, Dunn N.C. be appointed to investigate the tax valuation of the property of C.C.Butler, in the town of Dunn, N.C. IT IS ORDERED that Samuel Taylor of Buckhorn Township, be granted free pedlar's license for the year 1940, on account of being a disabled World War veteran. RESOLUTION: WHEREAS, W.B.Bruce has offered the sum of $157.76 Cash, for the McGregor 34 acres acquired by the County under Judgment A -1322; and Whereas, Alfred Fuller has failed to comply with his agreement of purchase of July 10, 1939, Minute Book 7, page 67, and has in writing requested that land be sold to W.B.Bruce: THEREFORE, be it resolved, that the former agreement between the County and Alfred Fuller be rescinded, and the money withheld by the County from the sale of pulp wood be returned to said Alfred Fuller. AND FURTHER, be it resolved, that the said lards acquired by the County of Harnett at tax foreclosure sale, under Judgment No. SD 2156 No. A -1322, be sold and conveyed to W.B.Bruce for the sum of $157.76 cash, and the Chairman of the Board and its Secretary, are hereby authorized and directed to make and execute deed for the said lands on behalf of the County, to said W.B.Bruce. Done and ordered this March 4, 1940. BOARD OF COUNTY COMMISSIONERS by: J.B.Annis, Chairman. The Board approved the request of Lula Buie, agent, that she be allowed to have the tobacco allottment for year 1940 and that she be allowed to pay half the balance due November 1940 and balance in November 1941. BE IT RESOLVED that the 45 acres of land in Upper Little River Township, formerly listed to T.E.Womack, and acquired by the County under Tax foreclosure Judgment S.D. 2087 -A -969 be sold to T.E.Womack for the sum of $140.00 on the following terms and conditions: $65.00 cash with this officer; and $75.00 on November 15, 1940, and the Chairman of the Board is her eby auth orized to execute Deed to T.E.Womack and the Clerk to the Board will attest the same. BE IT RESOLVED that the 36 acres of land in Barbecue Township, formerly listed to F.H.Brown, Admr. of Laura Waddell Estate, and acquired by the County under tax foreclosure Judgment No. 2278 -A -1345, be sold to - -- Mrs.Irma Lee Camer for the total sum of $175.00 cash with this officer and the Chairman of the Board is herebye.au thorized to execute deed to the same and the Clerk to the Board will attest same. 154 The monthly report of Inez Harrington, Register of Deeds, was approved and ordered filed. The monthly report of W.D.Harringtan, Tax Collector, was approved and ordered filed. The monthly report of Howard Godwin, C.S.C. was approved and ordered filed. IT IS ORDERED that the State Hospital at Raleigh, N.C., be paid $141.68 in full compromise settlement of accounts due that Hospital by the County of Harnett, and which were incurred prior to the year 1933. The report of W.E.Hyland, Acting County Accountant, was approved and ordered filed. Mrs.Bolin M.Foy, Area Supervisor of District No. 3 of W.P.A., and Mrs.Paul Strickland, Supertisor of the Library Project, appeared before the Board, and asked that $10.00 per month be allowed for the mending unit of the Library Project in the County. The Board authorized H.S.Freeman to make the repairs to the Courthouse and Jail, as requested by the Grand Jury at last term of Court. The Board ordered that Clanle H.Avery, of Erwin, -N.C. be allowed $40.00 for uniform as his compensation for policing the Highway for the schoolchildren in the town of Erwin. IT IS ORDERED that the valuation of 109 acres of cut -over timber land in the name of D.M.Dew, in Johnsonville Township, be reduced $1.50 per acre. IT IS ORDERED that $103.15 -be paid to C.C.McDonald for survey of land of John W.Cameron Estate, in Johnsonville Township. The said road is located in Anderson Creek Townships near the Anderson Creek School and is a distance of two and one -half (2z) miles. The road begins at Cambro Mill and runs East almost parallel with Anderson Creek, said road goes by the homes of J.L.Holder, L.L.Wilburn , and Mrs.Tilghman Butts, and intersects with a county road at David West's home. (2) Starting at a point on the road leading from Henry Elliot's home place to Highway No. 21 just about 200 yards beyon4 Stewart's Creek bridge, going North in from d.M.Davis old Home Place, and running in a Northwestardly direction to a point on Highway No. 21 near J.C.Byrd's pond, a distance of about two miles. (3) To open up and prepare for travel, that part of the old McAlister or Raleigh - Lillington Road, beginning at a point and the intersection of the Angier - Chalybeate Springs Road, about two miles west of Angier, running southerly across the lands of Mrs.Fannie Jordan, Dr.C.R.Young, Eliza ".Surles World War Veterans Loaa Fund, the old Neill Campbell lands, D.H.Senter, Nannie +atthews lands, R.W.Lee, Luther Barbour Estate, J.R.Adams, and Willie A.Johnson, to a point at the Shelton luatthews filling station, on the Angie° - Lillington Road (State Highway No. 210), a distance of about two and one -half miles. This was formerly a part of the mail route (Varina No. 1) until the road was abandoned when the bridge across Kennis Creek was burned some years ago. (4) That the Fuquay Springs - Cokesbury Road be worked tip from a point just east of the N.S.Railroad depot, Duncan, N.C. to a point about one - quarter mile West, ccnnnecting the sand clay Fuquay - Avent's Ferry Road on the East and the Cokesbury Road on the West, and running on the south side of N.S.Railroad tracks, this being a part of the Cokesbury Road which has never been worked up. IT IS ORDERED that 593.10 be paid to J.S.McLean for salary from Feb.1, 1940 through Feb. 12, 1940.
