The Board of Commissioners of Harnett County met in their r000m in- the Courthouse at Lillington, N.C., Monday, February 12, 1940, at the expiration of the recess which was taken on Monday, February 5, 1940. Present were Chairman J.B.E,nnis, and Commissioners R.L.Pate, L.R.Byrd, F.D.Jackson, and A.A.Cameron; and County Attorney H.C.Strickland. The following business was transacted: Mr.J.S.McLean, County Auditor, tendered to the Board his written resignation and requested that it be accepted, it reading as follows: (Exhibit A) Fayetteville, N.C. February 11, 1940. To the Honorable Members of the Board of Commissioners of Harnett County: I hereby tender my resignation as County Auditor, and request that you accept it. Owing to conditions over which I have no control, I shall be unable to resume work of any kind for a considerable period of time. My physician has advised that I pursue a course of complete rest. It has been a pleasure to me to have had the co- operation of each of you gentlemen in my work, and it is with regret that I find myself unable to continu to serve. Thereupon, by unanimous vote of all Commissioners, the resignation of Mr.McLean was accepted, and the Board expressed their regret because of his indisposition. Mr.Harry C.Northrop, Certified Public Accountant, of Charlotte, N.C., who is conducting an audit of the affairs of the office of the County Auditor, Was called before the Commissioners, together with his Assistant, Mr.W.E.Hyland, who rendered a tentative and advisory report of the progress of the 'audit. Mr.Northrpp reported the existence of certain irregularities and discrepancies which have thus far been revealed in the course of his audit, but that the progress of the audit thus far will not permit his presenting a final and completed written report. The Board, thereupon, authorized Mr. Northrop to proceed with the audit to the end that all discrepancies and irregularities may be definitely determined and stated in usual form, said audit to include such outside confirmations as he may deem necessary for the accomplishment of this result. Owing to the illness of Mr. J.S.McLean, which precluded his presence at the meeting, L.M.Chaffin, Esq., appeared at his written request and represented him at all stages of the meeting. Pending a completion of the audit and determination of the amounts involved in the irregularities aryl discrepancies mentioned, the Board, by unanimous vote of all members, appointed Mr.W.E.Hyland, -as Acting County Accountant, to act in that capacity and as delinquent tax collector, his Bond to be fixed at 010,000.00, aid to be approved by the Board, to be compensated monthly at the rate of $225.00. The Board, by unanimous vote of all members, appointed Miss Lola OtQuinn, as Assistant to Mr. Hyland in the capacity as delinquent tax collector and ordered that her Bond be fixed at $5,000.00, to be approved by the Board of Commissioners. By unanimous vote of all members of the Board, Commissioner R.L.Pate, who has been acting as Assistant Purchasing Agent for the County, was designated as the Purchasing Agent, and it %srfurther ordered that Commissioner F.D.Jackson act as Assistant Purchasing Agent. By unanimouse vote of all the members of the Board, Mr.H.S.Freeman was designated as Acting Tax Supervisor to serve at the pleasure of the Board. P t 149 Upon the advice of N_r.Harry C.Northrop, C.P.A., the members of the Board expressed their intention to separate the duties of delinquent tax collector from those of the County Accountant as soon as may be practicable in the circumstances. By unanimous vote of all members of the Board, the Chairman was authorized and directed to execute proper contract on behalf of the County with Harry C.Northrop, C.P.A., for the continuation of the audit which has-been and which is now in progress covering such additional work as may be expedient and required under the existing conditions. By unanimous vote of all members of the Board, it was ordered that the duties of the Assistant County Accountant (Auditor) shall hence forth in no manner involve the collection or handling of cash and currency, and that he shall be allotted the office in the northeast corner of the second floor of the Courthouse for his use in connection with his work as Acting Tax Supervisor. After due consideration and discussion, it was deemed by the Board that notice should be given Maryland Casualty Company, Surety on the Bond of J.S.McLean, to the effect that he has resigned his office as County Auditor, and that an audit is now being made to determine the condition of the affairs of his office. It is further ordered by the Board that a copy of these Minutes be transmitted to Maryland Casualty Company, and Local Government Commission, and that the First Citizens Bank and Trust Company of Dunn, N.C., be notified by the County Attorney of the resignation of Mr. J.S.McLean, so that it may be governed accordingly; and that Mr. W.E.Hyland has been appointed as Acting _ County Accountant vice Mr. McLean, and that such notice be construed by it as authority to honor vouchers in proper form bearing his signature. It is ordered that W.H.Gregory, Jr., be relieved of a valuation of $240.00 on tin warehouse on Durham & Southern Railway property in Black River Township, for the year 1938 and year 1939, the structure being property of Angier Hdwe.Co., and that refund be based on the a 'sassed valuation of $240.00 be made to the tax payer accordingly. Tie Board appointed R.L.Pate and J.B.Ennis as a committee to investigate the tax valuation on the property listed to Mrs. L.H.Lee, on South Wilson Avenue, in the tows of Dunn, N.C. Also, R.L.Pate and J.B.Ennis will act as a committee to investigate the tax valuation on one lot on Cumberland and Fayetteville Streets in the town of Dunn, listed to the Tilghman Estate. It is ordered that, because of unfavorable weather conditions recently prevailing, the period of time within which to complete listing of taxes in the several townships, be extend to February 29, 1940. Upon request of Miss Lillie Davis, County Welfare Officer, the Board ordered that any applications for the position of nurse at the County Home, shall be made in writing to her. 130 The official bond of Percy A.Arnold, as Constable in Buckhorn Township, was received, approved and ordered recorded. "The Fidelity and Casualty Company of New York The Pioneer Bonding Company of the United States Know all men by these presents: That Percy Abe Arnold, of Fuquay Springs, State of North Carolina, hereinafter called the Principal, and The Fidelity and Casualty Company of New York, hereinafter called the Surety, a corporation organized under the laws of the State of New York, with its home office in the City of hew York, in the State of New York, are held and firmly bound unto State of North Carolina, hereinafter called the Obligee, in the sum of One Thousand Dollars ($1,000.00); for the payment whereof to the Obligee the Principal binds himself, his heirs, executors, administrators, and assigns and the Surety binds itself, its successors and assigns, jointly and severally firmly by these presents.
