E.W.Bradley, Supt. of Harnett County Home. Pursuant to Resolutions adopted by the Board of Commissioners on April 3,1939 and after due notice to complainants and Mr. E.W.Bradley, Respondent, and their attorneys, a hearing was had on the charges lodged against Mr. Bradley April 17, 1939, as will appear by reference to a transcript of the proceedings on file with the Clerk to the Board of Commissioners. All members of the Board having been present and having heard the sworn testimony of complainants and their witnesses, and of the respondent and his witnesses, upon such hearing, and the transcript of the proceedings and testimony, the Board finds the following facts: 1. That the circumstances and acts complained of were largely produced because of practice which has obtained in the County of permitting prisoners at times to be detained at the County Home, rather than incarcerated in the County Jail, and particularly has this been true with respect to women prisoners. 2.
