07051949519 JULY 1949 The Board of Commission rs met in regular session on Tuesday July 5, 1949, at 10:00 A M with all members 'of the Board being present, also the County Attorney, the Auditor and the Clerk to the Board. The HarnettCounty Board!of Health with Paul G Parker M D Chm., met with the Board of Commissioners to discuss a resolution passed by the Board of Commissioners in a call session on June 29, The following motion was offered by Mr W W Carroll 2nd by Dr. C. D. Bain and unanimously passed at a special meeting of the Harnett County Board of Health, on Teaday, 'Fay 5th. "After discussion with the Harnett County Board of Commissioners concerning a resolution by that body asking that the present health officer of Harnett County be replaced because of the inefficiency, the Harnett County Board of Health finds no foundation whatever for charges of inefficiency, and no specific charges or other evidence of inefficiency was bPought out at the hearing; therefore, we wholeheartedly and unanimously endorse the record of Dr. W. B. Hunter, county Health Officer of Harnett County, and his administration. "The Board of Health, further, from records of the State and from testimonials of members of the Harnett County Midical and Dental Societtes and other citizens, finds that the Health Department of Harnett County is being operated in an efficient manner and ranks with the best in the State." Dr. W B Hunter, and Dr. Parr then appeared before the Board and presented the total budget in the amount of 43,358.00 to the Commissioners. John Aaron e moved, seconded by Paul Tysinger, that the budget be approved aslppeseated. Motion carried. The following beer license were approved: (1) James William Thornton, Dunn #3, at Thornton's Store. (2) Tommie Royal, at Tommie's Place, Erwin. (3) Mrs Hattie Thaggard at Thaggard's Cafe, Dunn. The report of Howard Godwin, Clerk Superior Court was approved and ordered filed. The report of Robert S. Johnson, Tax Collector, was approved and ordered filed. The report of Inez Harrington, Register of Deeds was approved and ordered filed. The report of L B McLean, Veterans Service Officer was approved and ordered filed. The County Attorney was authorized to charge J G Paschal on the basis of 320.00 per thousand for the timber which was cut on the County Home tract by an error on the part of Mr. Paschal. The Harnett County License taxes under Schedule "B" for the year 1949 50 as prepared by the County Attorney was approved by the Board and the Tax Collector will be ordered to collect as scheduled. The following road petitions were presented, and the Clerk was ordered to file for further discussion: (1) that certain road leading off of the Lillington- Christian Light Highway just north of Hectors Creekand running westerly a distance of 1.6 miles and re- enterin said Lillington Christian'Light Highway at the residence of Mr. E'M Blanchard. (2) This road is 1 mile and .3 west of Bennett Cotton's Service Station 15A. (3) beginning on what is known as the Fairgrounds road, about three miles from Dunn, running due East from said Old Fairgrounds Road, to a point at the cross roads, near the late Sylvester Niehgbors old place. (4) That a public road be open up and maintained beginning at a point on State Highway 4210 some three miles west south west from Angier, and at or near the residence of Lacoma Adams, leading westerly thence and along the old neighborhood road, by the residence of Willie A Johnson, and across his lanb, and the lands of J R Adams, Stoke heirs, D W Denning, R W Lee or Mrs R W Lee crossing Neills Creek at or near an old bridge (long since gone) and over the lands of the late J R Dupree, Charlie Andrews and others to a point at or near the Lafayette School. (5) For paving that certain xroad beginning nneat flamers andrgoiBridge, y Bruce oRagsurch home, Spring Hill Church, Jimmy ,ighta , , Bill Thomas home, E H Godfrey Station, Bryab's Pig farm to Hwy. 210. 20 (6) That the link of road is 2.7 Miles and leads from the- CoatsCharlie Bailey road at Frank Elliotts,place to George Dorma's store on the Harnett and Johnston County line road. (7)'A11 weather the link of road leading from Cleveland Johnson's home where the all weather Angier road ends, to State Highway #421, a distance of -1.9 miles. (8) That certain read in U L R beginning at the cross road at the home of Floyd Parker and running directly EEast to the Campbell Road at a point near the home of J H Autry and a distance -of approximately .8 miles. (9) That the road extending from Chalybeate Springs Baptist Church to Baptist Grove, a distance of about .three miles, be approved for .hard surfacing. (10)Rework the link of road leading from State Hjgw P y 0421 at Hiram - Stewart's Store, about one mile Southeast from Buie's Creek, to L- Franlins, near the - intersection of this link -with State Highway #40Q, at. distance of 2 miles, and known as the old wire road. (11)Rework all weather link of -road leading from A C Ennis' place on Main Street in the town of Buie's Creek to State Highway No. 40, on the Collier -farm, a distance of .7 of a mile. $obert S. Johnson submitted his resignation as Tax Collector to tale effect immediately. The Board accepted thr resignation. J A Senter moved seconded by Carson Gregory that Mrs W R Cranford be appointed acting tax collector Harnett providing that she be allowed to hire whatever help she sees fit. Motion carried. Carson Gregory moved that the budget for Harnett County for the fiscal year 1949- 50 be entatibely approved as presented and that the total as valorem tax levy for the year 1949 -50 be tentatively set at $1.22 per $100. valuation Seconded by Tysinger: Ayes: Gregory, Tysinger, Senter and Pledds. . RESOLUTION Be it resolved by the Board of Commissioners'of Harnett County that the following budget, for the fiscal year 1949 -50, be and the same is hereby adopted and the tax levy for the said fiscal year is hereby appropriated: ,General, Poor and Health $251,375.00 Old Age Assistance 185,000.00 Aid to Depdndent Children 115,000.00 Bond Fund 46,000.00 SCHOOL FUND Current Expense Capital Outlay Debt Service Township road fund Special District No. 2 Averasboro Township $197,500.00 125,950.00 86,700.00 410,150.00 30,000.00 1,037,525.00 17,750.00 1,055,275.00 Approved July 5, 1949. The Board recessed to reconvene on Monday July 25, at 710 :00 A M.
