030719494 March 7, 1949 The Board of Commissioners of Harnett County met in regular session on Monday March 7, 1949 at 10 :00 A.M. with L A Tart, Chm., Paul 2 Tysinger, John Aaron Senter, Carson Gregory, and C G Fields presemt. Also present were the County Attorneiirt:he Auditor and the Clerk to Board. the Report of HIoward Godwin, C.S.C., was approved and ordered filed. The report of Iva J Sloan, Acting Tax Collector, was apnroved and ordered filed. The Report of Inez Harrington, Register of Deeds was approved and ordered filed. The Report of L. 7. `"cLean, Service nfficar, was apnroved and ordered filed. Mr. Gregory Moved, seconded by Mr. Fields, that Harnett County take care of the hospitalization care of -Mrs. Crane, who has lived in :Cumberlla d County since January lst, Motion carried. Mr. Fields, moved, seconded by Paul Tysinger, that the power of the investigat- ion of the hospital cases be returned to Welfare Department limiting the cost of hospital cases to $150.00. The major hospital cases to be discussed with the Board. C,Ises up to Sl50.00 to be authon1. ed wit;out consulting the Board. Motion carried. C. G. Fields moved, seconded by Mr. Gregory, that the County allows to Miss Etta Langdon, Coats, N.C., for Clothing, Motion carried. '15.00 John Aaron Senter moved, seconded by Carson Gregory, that the County pay the hospital care of Cal Thomas, Colored, Lillington, 1, T°otion Carried. The following road petitions were an -roved and ordered forwarded to the State Highway and Public Works Commission: (1) That an all weather road be provided. As this road is used and will very likely continue to be used as School Bus Route, Rural Route, and farm to market road. (2) The construction of a road in the northwest section of Upper Little :liver Township, beginning on Rosser road at Seminole Colored school, and extending through the farms of L F Patterson, S R Prince, G E Badgett, T W Mansfield, and Ned McLeod, and others, and ending at Highway Number !/ 421, at G E Moore's Service station, total distance about one mile. (3) Of inprovement by pulling up, machining or if need be constructing a one mile section of the road leading from Broadway in Lee County to Wickers, near Barbecue Church in Harnett County, the said section of road being sometimes called The Pittman Road or Dead End Road. This road is also known as the Warrick Road. (4) To open and build a road in Averasboro Township, running from the Jones- boro road where the road which runs by the J 3 Weel's place enters the Jonesboro Road or from another point on the Jonesboro Road and running by the R M Barefoot place to the Dunn- Newton Gr w e road. (5) Grade, weatherproof, and surface the following road: towit: Beginning at the John Louis Hodges Cross roads, +here the weatherproofed road leading from Erwin to Coats and known as the old Fayetteville- Smithfield road, and being about three miles ' dorth of Erwin, and whore the weatherproofed road intersects the Old Dunn Lillington Road, and leading or following the old Dunn Lillington Road in a westerly direction crossing Highway # 55, at Turlington Cross Roads and continuing the Old Dunn- Lil!_irgton oad to Mount Pisga Church, and nn High. :ay !/ 421 and being a distance of about five miles. (6) Treat with an all- weather surface that cerrtain road situate in Duke Town- ship, Harnett County, North Carolina, known as N.C., Highway # 111, and being that dirt road which leads off of HiFhway 41 119, near the residence of Dr. iJoodall, and runs thence in a southern .ii_recti,on, a distance of 1.1 miles to its point of intersection wit ighway # 43. The Board called Mrs Iva J Sloan before them and thanked her for her coop- eration in carrying on in the Tax Office since the death of Hon. W.D. Harrington. Upon motion of John Aaron Senter, seconded by C G Fields, the Board instruct- ed Mr. Harvey Stephenson to precede through one of his insurance companies to work up an insurance schedule as out -lined in the minutes of this meeting. After completion of the said schedule the Chairman is requested.to purchase from the following six insur- ance agents: J C Thompson, E B Culbreth, C J Hanna and Son, W H Stephensm , Herbert B Taylor and Grady Johnson, a total of $222,000.00 profata among the six agents. Said business to be written on a three year basis, however, it is the desire of the Board that thesaid premium be staggered. Further when said schedule has been furnished at that all policies 20 effected now held by the county be canceled. Further than any agent who does not cooperate with this plan shall be dropped and his proportionate part be given to the other agents. Be it resolved by the Harnett County Beard of Commissioners that Honorable Howard E Parker be requested and urged to give his support to Legislat,on granting the Fr/484 appropriation requested by.Dr. Willis for North Carolina T.B. Sanatorium at McCain, N.C. The resolution was unanimously'adopted. The Board ordered that Floyd Cromartie, colored, Dunn, N.C. be admitted to. the County Home. John Aaron Senter moved, seconded by Carson Gregory, that Harnett County, hold no claims against the Insurance Policy of Johnny Green, deceased, former inmate of the County Home. _Motion carried. Mr. Fields moved, seconded by Mr. Gregory, that Miss Wilma Williams be author- ized to send Mrs D C Stewart to Western Sanatorium Black Mountain, N.C., for hospital- ization. Motion came d. _ Mr Gregory moved, ,seconded by Mr Fields, that Miss Wilma Williams be given the authority to send all tubercular patients to ,a Sanatorium f or treatment. Motion carried. Mr Senter moved, that the county pay the County wide appraisers $10.00 per day and $ .06 per mile travel for their service. Seconded by C. G Fields, unanimous vote in favor of same. Mr .Senter moved that Mr Berles Johnson, Tax Supervisor pay'his.extra office - help a maximum rate of .80,per hour. This to be paid in the discretion of'Mr. Johnson, seconded by Mr. Tysinger, the vote was unanimous,. Mr Senter moved, that the salary of Lottie Patterson be raised to E150.00 per month, affective March lst,194.9, seconded by Mr Gregory., Motion - carried. Mrs. W D Harrington and family acknowledged with grateful appreciation the kind and thoughtful expressions of sympath shown her in the death of Hon. W D Harring- ton.
