02071949468 February 1, 1949 Harnett County Board of Commissioners met in special session on Tuesday February 1, 1949 with Chairman L A Tart, Commissioners J A Senter, Carson Gregory, C G Fields and W A Johnson, County Attorney presents Commissioners Paul Tysinger was absent. This special meeting was called by the Chairman for the purpose of considering certain action necessitated by the untimely and regretable death of Mr W D Harrington, Harnett County Tax Collector. - Mrs Sloan was called before the Board for the purpose of ascertaining whether or not she could accept appointment on this temporary basis, and she expressed her will- ingness to do so and to cooperate with the Board fully in this matter. However, she requested that she be relieved of the responsibility of making the daily deposits. The Board acceded to this Request and upon motion of Commissioner Senter, seconded by Commissioner Fields and unanimously passed, H D Carson Jr., County Auditor was ordered to make all deposits for Tax Collector Office. Upon motion of Commissioner Senter, seconded by Commissioner Fields, the board ordered, was by unanimous vote that the office of the Tax Collector be closed from Tues day morning until Thursday morning, out of respect to Mr Harrington, and that the penalty for late payment of taxes be deferred until Monday Morning February 7th, 1949, in order that the closing of said office would not deprive any taxpayer of the opport- unity to make payment of taxes before the penalty became effective. Commissioner Fields moved that all County Offices be closed: on Wednesday-Feb. 2n d, 1949, from 10: AM until 2:00 P M out of respect to Mr Harrington and in order that County employees might attend his funeral. This motion was duly seconded by Commissioner Gregory and unanimously passed. Upon motion of Commissioner Fields seconded by Commissioner Gregory the Board ordered by unanimousl: vote that the records of the Tax Collectors office be audited before the vacancy in said office be permanently filled and Mr Harringtonts permanent successor took over. February 7, 1949 The Board of Coininissioners of Harnett County met in regular session on Monday February 7, 1949 with all members present, also present were County Attorney, the Audi- tor, and Clerk to Board. The Board ordered that Harvey Deal, Angier be adnitted to County Home for Treat- ment. It is ordered that Gilbert Womack, Lillington # 3 be released of Poll Tax for years 1948, - 1949 on account of Physical Disability. The Board ordered that W A Johnson, County Attorney, write for necessary infor- mation concerning Health Dept. duties. The report of Howard Godwin, C.S.C., was approved and ordered filed. The report of Inez Harrington, RegisteroofoDeeds was approved and ordered filed. The report of Tax Collector, was approved and ordered filed. The report of L B McLean, Veterans Service Officer was approved and ordered filed. The Bo a' d accepted the recommendations ofthe Executive Committee in the apoint- ment of a Coroner for Harnett County, and appointed Grover Henderson, Dunn, N.C., as Coroner to serve the unexpired term of C B Allred, who resigned. Commissioner Fields moved, seconded by Commissioner Carson Gregory that the sal- ary and transportation of the Tax Collector be set at $4500. per year and that all fees heretofore paid to the Tax Collector cot into the County fund. Commissioner J A Senter moved, seconded,by Commissioner Paul Tysinger that the appointment of a Tax Collector be deferred to a later date. The Board ordered that a twenty per cent tax reduction be made on all motor vehicles listed for tax valuation from the January, February° and March addition of the red book. The Board ordered that all hospital cases be referred to John Aaron Senter and that no further blanket orders for medicines be given without the approval of John Aaron Senter and that no single food orders to exceed $5.00 and not more than three orders pDr family per month be dssued. The Welfare department to be notified of this order. The. Board ordered that a food order for Twenty Five Dollars per be- :issued to Mr and Mrs W T Ferguson, Broadway # 1, in Upper Little River Township, Miss -Wilke Williams was authorized to cothtact Mr and Pdrs Ferguson in regards to them making a deed for their farm Co theCounty of Harnett and entering the County Home for further care. 46■ 1 1 The Board granted the listing period for taxation of the property of the Erwin Cottons Mills Co. be extended to April 1, 1949. The Board ordered that J Carlyle Williams, Erwin E 1, be not released of penalty for the late listing of the estate of Mrs John Williams, and ordered thoit a Committee investigate the tax valuation of this property. Commissioner Carson Gregory introduced the following resolution: That: WHEREAS Preston Porter was elected by the voters of Duke Township at the November election as Constable of the said Township and WHEREAS that Preston Porter has failed to post bond as required by G.S. 151 -3 even though he has been requested by the Board of Commissioners to post this bond and thereby qualify as Constable and WHEREAS there is a pr;ssing need in the said Township for a Constable duly quali- fied and empowered to inforce crominal laws of the State of North Carolina. AND therefore be it resolved that there is a vacancy of in the office of Consta- ble in Duke Township and be it further resolved that Haywood Butler is hereby apnoint- ed to fill the said vacancy for the remainder of the term; provided, however, that Haywood Butler shall give a bond in the amount of One Thousand Dollars conditioned at as provided by law before entering upon his duties as the Constable and shall also take oath of office provided by law for Constables. Un ^n motion of C G Fields, seconded by J ASenter the foregoing resolution was unanimously passed. J A Senter moved, seconded by Paul Tysinger that Honorable Howard Parker, Repre- sentative, be requested to introduce in the General Assembly of North Carolinaabill providing that after July 1, 1950, no advelorum Taxes, either real or personal shall be collected after the said taxes have been due more than ten years and no legal action for the collection thereof has been instituted. The vote was unanimous. Commissioners Carson Gregory moved, seconded by Paul Tysingar that the Board go on record as being opposed to tie North Carolina Mechanical Inspection Law as present- ly written and acnilnistered, and that Representative Parker be advised tf the Board's attitude on this matter. The Board ordered that the salary of L K Boston, Negro Farm Agent be raised to Fifty Dollars per month and that the salary of the Negro Home Demonstration Agent be increased twenty five dollars per month effective January 1st, 1949. C G Fields made a motion, seconded by J A Senter, that the Poard of Commissioners meet February Loth from 10:00 to 12:00 AM to study the budget for the year 1948 and 194 and see what the budget amounts to and what apnropriatinns may be altered. No other business to be transacted at this meeting. The Board ordered that the Sheriff immediately tale up the Beer License of John Allen Smith at the Coats Airport Station. (6) Take over, work and maintain as a part of its public road system that certain read in Upper Little River Township, Harnett County, leading northwest from the John- sonville Road at the residence of Mr Edgar Smith, and running about two and one -half miles to a point where said road intersects the Spring Hill - Mamers Road about 200 yards south of Spring Hill Methodist Church. (7) That the old Secondary Highway 82 to go straight as was once known as the Old Fayetteville and Raleigh Stage coach road through Averasboro. (8) To lay off, open up, and prepare for travel a public road beginning, at a point on tithe old state or Telegraph Road in Harnett County, and at or near the point where the neighborhood road enters or intersects the said Stage road, and a short dis- tance north of the residence of Herman Fish, and thence easterly and as of or near the said Neighborhood road, over the lands of Cameron Partin, Ezell Partin, Mildred Partin Carl Partin, Corinna Partin, Jeff Woodall, B S Adams, Alda Johnson, Frank Johnson, Lloyd Holland, Laucy Johnson, the Hailey Dupree land, Mack Dapreeland, the Marion Johnson land, and to a point at Lloyd Holland Service Station, and where the said proposed road intersects with the County Line Road. (9) Add to the State Highway at a point at Joe Hawley's Filling and' runs south west coming back to of approximately 1*2 miles. that certain road in Johnsonville Township, beginnin Station located on that road from Pineview to Vass, a point on the said road at Buffalo Creek a distance y 47 (10) To take over maintain that certain road beginning at a point about half way between Erwin Dunn to at a point on the newer Dunn -Erwin Highway near the home of Coy Lucas and runs snuthwardly passing the homes of T A Johnson, Talbert Faircloth, Mr Carey Lucas and others and to the old Dunn -Erwin Highway to a point near the old J D Phillips home place a distance of approximately 3/4 miles. (11) Take over and maintain that certain road in Upper Little River, Harnett County and described as follows: Beginning at a point on that road leading from the Johnsonville Road to the Warrington Foad near the home of Dayton Brown and runs North to a point on that road leading from the Johnsonville road to Highway # 421 near the home of F J McLean a distance of 9/10 mile. (12) Take over and maintain as a part of its public road system that certa in roa situate at fn Stewarts Creek Township HarnettCounty, N.C., beginning at McLean's Chppel two miles west of x'unnlevel, N.C., and running thance a distance of one and one fourth (12) miles to Dave McLeati_s house. (13) To construct and maintain an all weather road in Grove Township, Harnett County, leading from Coats and beginningat a point in front of W H Coats home, and passing by G C Langdon, M E Ennis and others to the old Smithfield Averasboro Road near Parley Wood's home, a distance of about 32 miles. (14) The improvement of our road to be hard surfaced leading from Highway # 210 to Shawtown School and from the Johnsonville Highway to Shawtown School. (15) Beginning at a point southeast of US # 310 on the Cm my road leading from Mary Stewart School near Mrs J S Neighbors and runs as an old road about 1.9 miles to the Dunn- Peacock Cross Roads road near C r 1 Webb. (16) To hard surface or cause to made an all weather road in Grove Township, beginning in the town of Coats, and ldading out from the Coats in a northeasterly direction to the Johnson County line and known as the Coats - Bethel Church hoad, a dis- tance of approximately 4 miles. (17) That the public road leading from E M Currin's store an Hlghway 55 about three miles south of Angier northeasterly by Mrs E R Mabry and the Homes of t!r late -A B Guy, Coy Guy, Joe Gardner and others to the Highway leaning from Angier to Benson an allweather surfaced and treated. (18) For a road to be built from the old Residence of the late ➢1 M Johnson, now occupied by Mr and Mrs M H O'Quinn, running the old road by Mrs M E Wilder Tenant House coming out at the Resident of Mr and Mrs T J Deal. (19) That the road in Neills Creek Township, said county leading from the public road, which runs from Neills Creek Church to Milton Wilborn's Filling Station, by way of the homes of Rufus Mangum, J C Gilbert, Victor Mangum and others, to a point on the Stew r t Matthews Johnson Pond road at the home of Milton Matthews, be taken over, worked up and improved, the total distance being about one mile. (20) That the old public road, leading northward from the road between Barclay - ville and the Green Ford by way of the Alex Flowers place, and old Honeycutt pond, and to the Angier- Benson Road near the home of Mrs Kirkwood Adams, a distance of approxima- ter* two miles be graded and so treated that it will afford all weather travel. BE IT FURTHER RESOLVED, thatthis resolution be spread from upon the minutes of the Board of Commissioners a copy given to the press, and a copy sent to the deceased family.
