05031948A regular meeting of the Board of Commissioners for the County of Harnett conven- ed at the CountyCourthouse in Lillington, North Carolina, the regular place of meeting at 10 o'clock, A. "T., May 3, 1948. Present: Chairman Angus A Cameron, and Commissioners, L.R. Byrd, L D. Jackson and R.L. Pate. Absent: None. Tart, Ferd Thereupon Commissioner Ferd D Jackson, introduced the following resolution which. was read: RESOLUTION PROVIDING FOR THE ISSUANCE OF $308,000 SCHOOL BUILDING BONDS, SERIES C. BE IT RESOLVED, by the Board of Commissioners for the County of Harnett: Section 1. That the Board of Commissioners has determined and does hereby find and declare: (a) That on October 6, 1947 the Board of Commissioners for the County of Harnett passed a resolution fixing the details and form and manner of execution of $750,000 school building bonds authorized by an order finally passed on July 1, 1946, which or- der was approved by the vote of a majority of the qualified voters of said County who voted at an election duly called and held on August 6, 1946. (b) That the following bonds have been issued pursuant to said resolution and order: (i) $231,000 bonds, designated "School Building Bonds, Series A ", consis of 231 bonds of the denomination of $1,000 each, numbered 1, to 231, inclusive maturing annually May 1, in numerical order, lowest numbers first, %;7,000 1949 inclusive, $9,000 1952, $13,000 1953, $12,000 1954, $10,000 1955, to 1968, Inc and $12,000 1969 to 1971, inclusive, without option of prior payment. (ii) $211000bonds, designated "School Building Bonds, Series B ", 211 bonds of the denomination of $1,000 each, numbered 1 to 211, inclu. annually, May 1, in numerical order, lowest numbers first, $8,000 1949 to 1957, $10,000 1958 to 1968, and $15,000 1969 to 1971, all inclusive of prior payment. ting , and to 1951, lusive, consisting of sive, and mattri , $6,000 1950 , without option (0) That it is necessary that Harnett County, acting as an administrative agent of the State in providing a State system of public schools, issue at this time all of the unissued X308,000 school building bonds. Section 2. That there shall be issued all of the unissued $30E,000 school build- ing bonds, which $308,000 bonds shall be designated "school Building Bonds, Series C ", shall consist of 308 bonds of the denomination of #2,000 each, numbered 1 to 308, in- clusive, and shall mature annually, May 1, in numerical order, lowest numbers first, 42,000 1950, $2,000 1951, $5,000 1952, $11,000 1953, $8,000 1954, $21,000 1955 to 1957 inclusive, $17,000 1958 to 1968, inclusive, and :410,000 1969 to 1971, inclusive, with - outoption of prior payment. Section 3. That the action of the County Attorney in applying the Local Govern- ment Commission to advertise and sell said $308,000 School Building Bonds, Series 0, be and the same is hereby ratified and confirmed. Upon motion of Commissioner R L Pate, seconded by Commissioner LA Tart, the fore- going resolution entitled "Resolution providing for the issuance of $308,0)0 School Building Bonds, Series C ", was passed by the following vote: Ayes: Commissioners L R Byrd, L A Tart, Ferd D Jackson, and R L Pate. Noes: None. NORTH CAROLINA HARNETT COUNTY R E S O L U T I O N WHEREAS, it has come to the attention of the Board of Commissioners of Harnett County, North Carolina, that two tobacco sales warehouses at Dunn, North Carolina, are under construction and nearing completion; and WHEREAS, during the year 1947, there was sold 31,01)0,000 pounds of flue clured leaf tobacco which was grown and produced in Harnett County, North Carolina; and WHEREAS, Harnett County appears to be one of the thirteen largest leaf tobacco producing counties in the United States, and the other twelve producing counties have an average of three and one -half sets of buyers each, including Wake, .Johnston and Sampson Counties, which said named counties are short four and one -half sets of buyers as compared with the other nine said counties, based on production of tobacco; and Harnett County is the only County of the thirteen largest tobacco producing counties in the United States which does not have tobacco marketing facilities, and the farmers of Harnett County have been denied first choice of tobacco selling floor space of necessity; and 409 WHEREAS, Dunn is located on Atlantic Coast Line Railway Company's main line and on Durham & southern Railway Company's direct line into tobacco manufacturing cities of North Carolina, and is well located geographically for a tobacco market to serve the farmers of Harnett County; and WHEREAS, the farmers of Harnett ('cunt-- and ether groups dependent upon the Product ion and sale of leaf tobacco are urging the destablishment of a tobacco market at Dunn, North Carolina, to facilitate the sale of tobacco; NOSQ, THIEREFORE, PE IT RESOLVED by the board of Oommissioners of riarrett County, that it is the opinion of this Board that the establishment of a tobacco sales market at Dunn, in Harnett County, would facilitate the sale of tobacco by tha farmersnf Barnett County ana would obviate the necessity of expense and the t me involved by otherwise having to haul tobacco to distant markets where first - choice floor space is of necessity denied them; and that such a market would greatly benefit the tobacco farm ors of our County. PE IT FURTHER RESOLVED that the tobacco buying companies be urged to arrange to send buyers to the Dunn tobacco market fcr the opening of the 1948 tobacco sales season. It is ordered that the filing fee of 516.80 paid by E L Doffermyre for candidacy for Judge of the Recorders Court of Dunn, be refunded to him, he having withdrawn as a candidate before printing of tickets. It is ordered that the lot of land 100 x 150 ft. on Lemon St. Coats, Grove Twp, listed by Florence Massey, Col., for taxation in 1938 and prior years, as described in Judgment No. A- 1293, office of C.S.C., be conveyed as to the interest of Harnett County to Florence Massey upon receipt by the County of x:82.00 including taxes for the year 1947, and upon receiving said sum the Chairman of the board of Commissioners is author- ized to execute in name of County deed and the Clerk to the Board willLsattest the same. Be it resolved that that property located in the Town of Dunn and being one lot one North Fayetteville Avenue 67 x.163 feet and acquired by Harnett County and the Town of Dunn at a tax foreclosure sale under Judgment A -952 and formerly owned by Michael A Williams, be sold to Narcissus Melvin for the sum of 42)0.00 cash. The Chair- man of the Board is hereby authorized to execute deed to Narcissus Melvin and attest the same. Be it resolved that that certain lots Number 39 and 41 east side of Ham Street, Fayetteville Street extension, and acquired by Harnett County and the Town of Dunn at a tax - foreclosure sale under Judgment No. A -1096 be sold to Callie Smith Tew for the total sum of 4200.00,'465.00 cash with this offerrand and balance to be paid April 16, 1949.
