11031947NOVEMBER 3, 1947 MINUTES OF MEETING OF BOARD OF HARNETT COUNTY COMMISSIONERS HELD MONDAY, NOVEMBER 3, 1947, AT THE OFFICE -IN THE COURTHOUSE IN-LILLINGTON, NORTH CAROLINA. The Board of Harnett County Commissioners met in regular session, in continuation of the recess taken at its regular meeting held October 6, 1947, at the Courthouse in Lillington, N. C., on Monday, November 3, 1947, it being the first Monday`in November 1947. Present: Commissioners R.-L. Byrd, L. A. Tart, F. D. Jackson, R. L. Pate, and Chairman Angus A. Cameron. - Absent: None. The following business was transacted: At 11 oiclock the Board of Commissioners received the official returns of the special election in Dunn School District of Harnett County, whit were transmitted by mail and also in person by Mr. A. N. Hudson, the Registrar. The Board of Harnett County Commissioners determines and finds as facts that the said election was duly and properly held on October 14, 1947; That the total number of qualified voters who registered to vote in the said Dunn School District Special Election was 331; That the total number of qualified voters who cast ballots in favor of the levy of the 15c/ special school tax'was 237; That the total number of qualified voters who cast ballots against the levy of the 15c special school tax was 42; That the total number of votes or ballots cast in the said Dunn School District Special Election was 279; That E. V. Gainey, one of the Judges originally determined to hold said election, failed to appear and perform his duties on said election ,day, and thereupon S. R. Naylor was appointed by the Registrar, with the consent of the Commissioners of Harnett County, to serve in the place of said E. V. Gainey, and that he did qualify and serve as Judge of Election, and his service is hereby ratified and approved. And upon the canvass of ,the returns of said election and results thereof the Board of Commissioners of Harnett County judicially determined that the ,question of the levy of a local tax of 15O' on the $100. valuation of property in Dunn School District of Harnett County, North Carolina, was carried by a majority of the qualified voters of the said District appearing upon the special registration book, and upon motion of Commissioner L. A. Tart, seconded by Commissioner R. L. Pate, the findings as above made were unanimously adopted, and thesame ordered recorded on the Minutes. The report of Howard Godwin, C. S.:.:C.,'was approved and ordered filed. The report of Inez Harrington, Register of Deeds, was approved and ordered filed. The report of W. D. Harrington, was approved and ordered filed. The report of L. B. McLean, Veteran Service Officer, was approved and ordered filed. It is ordered that, upon payment to the County of Harnett duing the current month, by Colon McKay, of the sum of $173.15, that property listed to him for taxation for the years 1930 -1947, in Grove Tavnship; Harnett County, N. C., described in that certain judgment No. A -948, office of the Clerk of the Superior Court of Harnett County, be quit claimed by the County by deed to said Colon McKay; and the Chairman of theBoard of Commissioners is hereby authorized and directed to execute said deed on the part of the County of Harnett, and the Clerk to the Board will attest the same by signature and corporate seal, upon payment and receipt of the consideration mentioned. Ferd D. Jackson made a motion seconded by L. A. Tart that Auditor by authorized to provide from the County Fund the amount of $1000.00 for the Welfare Dept. budget, so that they can participate in the additional fund for Aid to Dependent Children. The Board ordered that Grant McNeill, Erwin, #1, c/o Isaac Grady, be allowed $20.00 per month on account of physical disability. 371 1 1 1 1 It appearing that there is no electrical inspector readily available in the Erwin area and vicinity, Mr. C. Y. Crawford is hereby designated as a Harnett County electrical inspector. Bond of Clell D. McDowell in amount of $1000.00 with Maryland Casualty Co. duly appointed Constable of Stewart's Creek Township. McDowell, R #1, Erwin, North Carolina, as Principal, and the Maryland Casualty Company of Baltimore, as Surety, are held and firmly bound unto theState of North Carolina in thesum of One Thousand and 00 /100 $1,000.00) Dollars, to the true and faithful payment whereof we bind ourselves, our heirs, personal representatives and assigns, jointly and severally, firmly by these presents. The condition of this obligation is such that whereas the above bounden has been duly appointed a Constable for Stewart's Creek Township in and for the County of Harnett, for a term of one year from and after the 9th day of October, 1947. Now, Therefore, if the said Clell D. McDowell, shall diligently endeavor to collect all claims put into his hands for collection, and shall faithfully pay over all sums thereon received, either with or without suit, unto the persons to whom the same may be due, and shall from time to time, and at all times during his continuance in office, faithfully discharge his duties as Constable according to law, then the above obligation is void; otherwise to remain in full force and virtue. Davis A delegation of Citizens from Buckhorn Township appeared before the Board seeking information as to the program of State Highway & Public Works Commission in Buckhorn Township regarding roads. Motion made by Commissioner Byrd seconded by Commissioner Jackson that Chairman Angus A. Cameron communicate with L. E. Whitfield, District Engineer of the State Highway Commission to have him set a date at his earliest convenience either in Harnett County or in Ashboro for the Board of Commissioners and a delegation from Buckhorn Township in regards to hard surfacing a road starting at Christian LightChurch to the Chatham County line. License were granted to J. J. Weaver Dunn, N. C. #2 Hall at J. J. Weaver Dance Hall one mile east of Dunn Beer license were granted to Floyd Adcox, Dunn, N.0 the Dunn -Erwin Highway. to operate a public Dance on Jonesboro Road. . #3, at Floyd's Cafe, on Beer license were granted to J. A. Honeycutt, Erwin, N. C., at Joe's Place, 3 miles out of Dunn on Highway #301. Beer license were granted to Julian Wade Mabry, Angier #2, at Mabry's Service Station, on Highway #55, 3 miles south of Angier. The following road petitions were approved and ordered filed to the State Highway and Public korks Commission. (1) That certain road in Duke Township reaching from the W M Moore and R A West cross road on temporary highway #82 and following the Route of said highway to the Cumberland County line, and thence to Godwin, N.C., a distance of 2.9 miles. 4 n (2) That certain road in Buckhorn Township reaching from Tyree Dewarson Nor there ferry road to Paul Lanier's residence, a distance of approximately 2 miles. (3) That certain road reaching from McLamb's road at J. P. McLamb's residence to the Wire Road at Hannah Ferguson's residence. (4) That certain road beginning at Theodore McLamb's home, running south -east across the old Yadkin Road and ending at the old Wire road, somewhere near Johnnie Walker's home, a distance of about 22 miles. The Board finding that time will not permit the transacting of all business befor it, the Board recessed to reconvene and continue the dispatch of its business upon call of the Chairman, of which due notice will be given. NOVEMBER 19, 1947 The Board of Commissioners met in a call session on Wednesday November 19, 1947 at 10:00 o'clock A M with all members present. Also present were.the'County Atty. and the Clerk to Board. It is ordered that K. C. Matthews, jailer be allowed additional salary of 60.00 per month beginning Nov. lst.,1947. Mr. E. C. Byrd tendered his resignation as Superintendant of the Harnett - County Home to be effective the first Monday in December, 1947. The members of the Board accepted the resignation and The Board recessed.
