The poard of Commissioners met in regular session on Manday larch 4, 1946 at
10 :00 A M with all members present also the Clerk to Board and County Attorney.
The, report of Howard Godwin, C S C was approved and ordered filed.
The report of Inez Harrington Register of Deeds was approved and ordered filed.
The report of W D Harrington, Tax Collector was approved and ordered filed.
Be it resolved that the lot on North Layton Avenue size 60 x 140 Peet recorded
in Book 218, page 249 Harnett County, Register of Deeds and later deeded to Rosalie
Goldstein Newberry, recorded in Book 242, page2 and acquired by harnett County and the
Town of Dunn at a Tax foreclosure sale under Judgment No A -1272 (242 -2) be sold to
L A Tart, Jr /, for the sum of $250.00 cash with this offer. The Chairman of the
Board is here authorized to executed deed to L A Tart, Jr., and the Clerk to the
Board will attest same.
The following Road Petition was approved and ordered forwarded bo the State
Highway and Public Workd Commission.
(1) Road which starts at the corner of Mrs. Gertrude Barnes West's property and land
owned by E H Norris Sr. and ends at the property owned by Mrs. Susan Barnes. There
are eight property owners, whose land adjoing this toad.
(2) that road from Leanders Lee's home to below P N Brown's home.
It appearing to the Board of Harnett County Commissioners that 384,544acres of
land, more or less, in Lil lington- Township, listed to N C Joint Stock Land Bankfvr
1932 and 1941 and to Casper Tart for the years 1942, 1943, 1944 and 1945 at a
valuation of $19,215.00, evidently included some lands other than those referred to,
and that a reasonable and proper valuation of said propertydduring said years should
be 58.00 per acre, and that the correct acreage involved should be 371 acres:
It is thereon ordered that said 371 acres listed to N C Joint Stock Land Bank
for 1932 and 1941 and to Casper Tart for the years 1942, 1943, 1944 and 1945 be
valued at :.00 per acre, and the taxes based on said valuation be paid, to wit
$304.12 be paid.
BE IT RESOLVED by the Board of Commissioners of Harnett'County that they call to
the attention of the State Highway & Public Works Commission9 and sponsor the taking
over of a road leading from -the home of J B Warrick to near the home of C W Howard, in
Barbecue Township, Harnett County, a distance of about 3/4 mile, a portion of said
road about'3 /4 mile having been already built, and that the said road be henceforth
maintained by the State/
It appearing to the harnett County Board of Commissioner that on Dec 3, 1945
an order was entered Whereby approximately 55 acres of land in Lillington Township
was after listed to B H Spears for the then current and five preceding years, and
that the taxes therefor were duly paid in the month of December 1945; and it further
appearing that soon thereafter taxes on the said land, together with those on other
landx, were paid to the County of ta.rnett for the year 1927 in the amount of $121.63
and that taxes on said land were paid for the years 1928, 1929, 1931,aaf 1932, amount -
ing to $130.21, making a total of $252.04 which the County of "arnett received on
January.21, 1946; and it further appearing that personal property taxes by the said
B H Spears for the years 1928, 1929, 1931, and 1932 a:aounting to $32.52 were properly
chargeable to the said B H Spears and paid:
And it further appearing that proper adjudtment of this matter requires that
a refund by the County of ' 1arnett be:made to the said B 1 Spears in the amount of ,
'&165.10.
It is therefore ordered that the County of harnett refund bo B H Spears the sum
of $164.10.

NORTH CAROLINA RESOLUTION BY HARNETT COUNTY BOARD OF
HARNETT COUNTY EDUCATION
WHEREAS, it appears to the satisfaction of the Aiarnett County Board of Education
that for the conduct and maintenance of the Barnett County Public School Systeip for
the constitutional ter: of Six (6) months, it is necessary to raise and expend
$750,000.00 for the erection of needed school buildings, repairs and additions to
existing school building, and to purcnase land to be used by the said Public School
System; and to provide needed equipment for said System; and
WHEREAS, it is the opinion of said Harnett County Board of Education that said
funds might be advantageously obtained by a county wide bond issue for said purposes
in lieu of attempting to raise so large a sum by direct and immediate taxation during
the ensuing fiscal year; and
WHEREAS, it appears that a special election should be called for the purpose::.of
submitting to the Voters of Harnett County the question of issuing Harnett County
Bonds in the amount of $750,000.00;
NOW, THEREFORE, be it resolved by tfle Harnett County Board of Education as
follows:
"'o. 1 That the Board of CountyCormissioie rs of "arnett Countybe, and the same
are hereby requested to cause proper steps to be taken to the end that the question
of issuing bonds of "arnett County in the sum of $750,000.00 to be submitted to
the voters of said County for their approval or rejection at a special election to
be held for that purpose.
No, 2 That it is Hereby declared necessary for the maintenance and conduct of the
public School System of harnett County, for the constitutional term of nine months
that the said sure of $750,000.00 be raised and expended to provide the necessary
land, erection of necessary school buildings, alterations and additions to existing
buildings and equipment for same, in the below named school districts of said County:
District -No 1, Anderson Creek - Repairs and alterations to present buildings,

District No 2, Dunn - Repairs and alterations to present buildings, Additional

The Board of CountyCommissioters met in the Court House on Monday march 18, 1946
at 10:00 O'clock, sitting as a Board of Equalization and Review, for hhe first meeting
of the year 1946, with all members present.
The Board of Equalization and Review consists of the following members: J. B.
Ennis, Angus A Cameron, R L Pate, L R Byrd, and Ferd D Jackson, Commissioners; A F
Fowler and C H Thornton, -ounty Appraisers; H C Strickland, County Attorney, and
Berles C Johnson, Clerk.
Mrs. Lovelia Lee was granted a reduction on buildings in Averasboro Township from
$2,350.00 to 02050.00.
John Suggs was granted a reduction on spme of his lots in Averasboro Township
from 01,725 to $1620.
The Board ordered the Appraisers to investigate 800 acres of Babcock Lumber 00
land located in Anderson Creek Township and valued at $7.20 per acre to determine its
right to a reduction in rate to that of cut -over timber land.
The Board also ordered the Appraisers to investigate 500 acres of Babcock Lumber
Co land located in Johnsonville Township and valued at 08.50 per acre to determine
its right to a reduction ih rate to that of cut -over timber land.
J M Canoy of Lillington Township asked for an investigation by the County Appraise
as to the equalization of some of his property located in Barbecue Township.
There being no further business the Board recessed until Monday March 25, 1946.

with all members present.
Some Minor cases were brought before the Board and were explained and cleared up
to the taxpayers' satisfaction, No action was taken.
There being no further business, the Board recessed until Monday April 1, 1946.

with all members present.
There were no complaints brought before the Board. The work of the Equalization
Board in general was discussed.

The, Board of Equalization and Review met for its final sitting on Monday
April 8, 1946 at 10:00 o'clock with all members present.
It was advised that two acres of land in Johnsonville Township heretofore listed
to C A Hamilton for Taxation of Olivia for for year 1946 and five preceding years at
valuation shown on tax abstracts and that upon payment to the 'LJounty of Harnett of
said taxes, penalties, and cost, the lien of taxes against said property be dis-
charged.

20, 1946 at the Harnett County Courthouse at 2 o'clock P M upon expiration of the
