01071946191 January 7, 1946 The Board oi' Commissioner met in regular session Monday January 7, 1946 with J B Ennis, Chm, R L Pate, Angus A Cameron, L R Byrd, Ferd D Jackson, henry C Strick- land, County Attorney and Inez Barrington, Clerk to the Board. The monthly report of W D narrington, Tax Collector, was approved and ordered filed. the monthly report of 'award Godwin, C S C was approved and ordered filed. The monthly report of Inez narrington, Register of Deeds, was approved and ordered filed. The following road petitions were presented and ordered forwarded to the State Highway and Public Works Commission. (1) take over and maintain that certain road in Black River Township beginning at a point near the home of 0 B Currin and runs east to the old stage road near the home of N D1cLean and Henry Weaver passi; g the home of J E Capps a distance of one mile and one -half. (2) maintain that road leading off of the,Angier -Buses Creek Highway at a point just North of the residence of A G Johnson and running for a distance of approximately 1� miles to intersect the Li;llington -Coats highway at a point approximately 'j mile West of the residence of Joe Johnson. (3) Whereas the Cape Fear Conference of Free Will Baptist of Eastern North Carolina have established anu equipped an orphanage known and incorporated as the Dunn Free Will Baptist Orphanage of Dunn, North Carolina which institution is located on the site of the old Long Branch Scnool property in Averasboro Township, North Carolina; and, Whereas the establishment of the said institution has increased traffic and will tend to increase traffic over the county road leading East from State highway x}301 to the site of the institution, (which is known as the old Averasboro and Clinton Road) and: Whereas the said county road of eight tenths cf a mile, if conditioned and tar surfaced, would better serve the Dunn Free Will Baptist Orphanage, the Harnett County people, and the public generally: Now therefore the Undersigned Board of Directors of the Dunn Free Will Baptist Orphanage, and the Board of Trustees of the Dunn Free hill Baptist Orphanage, and the public generally hereby respectfully petition the Board of Commissioners of harm tt County to use its influence in securing a hard top surfacing of the section of tte road referr3d to at the earliest possible time. It is ordered that Beer and wine license be granted to Mrs. J M Bryant, at J M Bryant's Station in Stewart's Creek Township. It is ordered that Bud Lucas of Erwin, N C be admitted to the County Home as soon as a vacancy occurs there. It is orderdd that Quinton Harmon Neiils Creek Twp be relieved of Poll Tax for year 1945 and prior years on account of physical disability. Ib is ordered that A L Oldham Jr. Duke Twp be relieved of poll tax for year of 1945 and prior years on account of phy sical disability. A copy of the annual report of home Demonstration work in Harnett County was filed by Miss Jean Pegram, the Home Deionstration Agent, The report reflects much credit on the part of Miss Pegram. It is ordered that the Negro County Agent be allowed and paid $4O.O0 pay month travel expense, payable monthly beginning as of July 1, 1945. It is ordered tnat emplgyees of indexing office be raised to 60¢ per hour for eignt hours a day. Fire insurance Policy h1120 oh the County Jail was approved and ordered filed. The Board ordered that time for tax listing for 1946 be extended and including Feb 15, 1946. Report of Howard Godwin C S C was approved and ordered filed. The Board requested Tax Supervisor Berles Johnson to appraise at marked value a acre of land consisting of 3 lots in Pineview adjoining right of way of A C L Railroad on which ' C Douglass and wife resided and report td the Board. Be it re &olved that those lots formerly listed to may Tag Link Co and foreclosed for taxes by the County for non payment of taxes in 1938 be sold to W H Hamilton and 4'V B Williams for the sum of $100. and the Chairman is hereby authorized Eorexecute deed to 'VV H Hamilton and W B Williams, the Clerk to the Board will attest same. The following road petitions were approved and ordered forwarded to State Highway & Public Works Commission: (1) to construct a public road and maintain same, leading from the vicinity of the home of Malcolm Dickens in Upper Little River Twp to the Lee County line in the vicinity of Moore's Store a distance of 3 miles. (2) to work up and maintain that rlad called the Cameron road in Anderson Creek Township. Beginning at a .'pint on the east side of Sanford Fayetteville Highway at SpoutSprings and runs east by the John S Johnson old place and Apex Phail to a point on the road leading from Clark's Bridge to the Nursery a distance of approximately 4* miles. (3) Beginning on Erwin Bunnlevel Road about 150 yards beyond J R Byrd Farm and running .in a Southerly direction by Marvin Word's house then South Eastern by home of R G McNeill across the Casper Tart Farm to the old Averasboro Road then along this old road by or near the lands of E J Byrd, R o Kelly, J S Byrd and others to a point on the Erwin Linden Road just beyond the Bever Dam Canal Bridge a distance of 22 to 2:3/4 miles. (4) The road known as the Bradley Road and extends from a point near Cool. Springs Church in Upper Little River Township, on the road leading from Mamers toward Cape Fear and extends via Chapel Hill colored church to the Lee County Line, a total distance of about two and one half miles. 05) To work Keep up aged make passable that road leading from N C 210 between the home of J H Hayes, Jr., and Cetphas West to Bethel Church by the farms of Carl West R F Hayes, J B Hayes, Sr., 011ie Matthews, W G Elmore, Johnson Farms, and their tenant houses in Anderson Creek Township. (6) A Proposed road to be built in Upper Little River Township, Harm tt County, North Carolina, beginning at a point approximately two - tenths of a mile east of the McDougald Bridge of Upper Little River on the McDouglad Road, and running east a distance of approximately one and one half to two miles to intersect with the Spring Hill - Leaflet Road. WHEREAS, the Board of County Commissioners of £arnett County are informed that the State Highway & Public Workds0ommissionenow has an engineering party located at Lillington, and that it will be possible to use th s engineering service to locate some of the contemplated secondary road projects in this County: Now, Therefore, be it resolved, that we again respectfully urge upon the State i,. -r,: Highway & Public 4orks Commission the importance of giving early consideration to the development of the Johnsonville Road from the end of the present pavement to the Moore County line via Pineview, with a surfaced connection from Barbecue Church to Benhaven School, and to the proposed surfaced road from Buies Creek to Coats,
