02061961453 FEBRUARY 6th. 1961 The Board of Commissioners met in regular session on Monday, February 6th. 1961, with all members present also present were the Clerk to Board, the County Attorney, and the County Auditor. McLean Ray Thomas Ken Black B H Sellers Roy Godwin W H Stewart Register of Deeds Clerk Superior Court Tax Collector Clerk Recorders Court Service Officer Dog Warden Dog Warden Electrical Inspector Electrical Inspector Sheriff Mrs. Ruby Parker appeared before the Board and gave a report of the work in her office. Bond No. T- 150524 with Bruce D. Stewart principal as Deputy Sheriff in amount of $1000,00 with Fidelity and Casualty Co of N Y was approved and filed. The Board ordered that W. P. Pope, Angier Rt. 2, be refunded $82.96 for taxes charged in error to Pope's 5 -10- 25¢ Store in Angier for year 1960 in Black River Township. The Board ordered that Mrs. Hazel W. Lee, Exec. of Jesse B. Lee Estate, be refunded $46.983 for taxes charged in error to the state for years 1959 & 1960. in Averasboro Township. 454 Dr. Belmont Kittrell appeared before the Board and presented plans for rabies vaccination fees in Harnett County Commissioner Byrd moved, seconded by Commissioner Cameron, that rabies vaccina- tion fees for three years be $1.50 per dog during the clinics, which will be held in different sections of the County. Motion carried The foliating road petitions were approved: (1) To add to State Highway commission that road in Johnsonville Twp. known as H. L. West Road. Petition mailed to State Highway Commission, Fayetteville) (2) To pull up that road in Neills Creek Twp. which runs from # 1516 north # 1537 known as # 1534 a distance of 12 miles. Petition mailed (3) To acid to system that dead end Street in Erwin on south 17th Street Petition mailed. Commissioner Cameron moved, seconded by Commissioner Warren, that an additional $2,000.00 be allotted for hospitalization to cover the medical indigent at a rate of $10.00 per day minus available funds. Bragg, North Carolina, is of such a hazardous nature that the people living along said highway are continuously filing complaints about same, and, WHEREAS, there have been approximately twenty -five or thirty deaths on this stretch of highway since the year 1947, due to the numerous hills and short sight distances that exist along said highway, and, WHEREAS, conditions which now exist and have for many years are so hazardous that a committee has been appointed and named Mr. Bobby Kennedy as Chairman to contact the Highway Commission in an effort to get the existing conditthon corrected, and, WHEREAS, Mr. Bobby Kennedy has been in contact with Mr. J. W. Spruill, Division Engineer, and has been advised by Mr. Spruill }hhat in looking over the fifteen year report he could find no reference to any improvement on North Carolina Highway # 210 as a previous study indicated this section' was adequate for the projected traffic up to the year 1975, and, WHEREAS, traffic has been so heavy over this particular stretch of highway due to the personnel of Ft. Bragg as well as the civilian employees and others using the same with particular reference to Ft. Bragg personnel using the same to go North on week ends and other times that one's life is continuously in danger when traveling over this stretch of highway, especially during the hours of sun- set to dawn, due to the many hills and short sight distances that prevail along said highway, NOW THEREFORE BE IT RESOLVED that the Harnett County Board of Commissioners earnestly request and hereby petition the said Highway Commission to make an immediate re -study of this section of the road in view of the many deaths that have occurred thereon in an effort to correct the present existing conditions and make the said highway safe for the traveling public.
