042119592611 APRIL 21st. 1959 The Board of Commissioners met Tuesday April 21st. 1959 at 7:30 P. M., with all members present. The County Attorney was also present. RESOLUTION OF THE HAHNETT COUNTY BOARD OF COMMISSIONERS CALLING A SPECIAL ELECTION ON THE QUESTION OF A SPECIAL TAX TO SUPPLEMENT THE CURRENT SCHOOL EXPENSE FUNDS FROM STATE AND COUNTY FOR SCHOOL DISTRICT NUMBER FOUR The following resolution was intruduced by Commissioner Joe Curran: Whereas, the School Committee of the Harnett County School District Number Cour, commonly known as the Angier School District, has petitioned the Board of Education of Harnett County to call a special election in the said school District to ascertain the will of the voters as to whether there shall be levied and collected a special tax in the said district to supplement the current expense funds from State and County allotments; and Whereas, the said petition was presented to the Harnett County Board of Education at its regular meeting on the 6th. day of April, 1959, and the said Board in its discretion approved the said petition and the chairman and the Secretary of the board endorsed the same and a record Of the said endorsement was made in the minutes of the said Board; and Whereas, the said petition, as approved and endorsed by the Harnett County Board of Education, was presented to the Board of Commissioners of Harnett County on the said 6th. day of April, 1959, and the said Board did, pursuant to Ssotion 115 -1 1 of the General Statutes of North Carolina, call an election for . the purposes stated in said petition; and Whereas, S*ction 115 -122 of the General Statutes of North., r2Qlina, imposed upon the Board of County Commissioners the duty of designattfft hce or places, appointing the registrar's and judges of election, convassing and judicially determining the results of the said election when the returns nave been filed with them by the officers holding the election, and record such determination on their records; and NOW THEREFORE, be it resolved by the Board of theCounty Commissioners of Harnett County: That a special election is hereby called to be held in Harnett County School District number four, otherwise designated as Angier School District, and more particularly designated and described as follows: Beginning at a corner on Neill's Creek, said corner being just south of the road leading from Kipling to N. C. Highway 210 at the intersection of Stewart Matthews' service station and being the southwett corner of the tract of land belonging to Glenn Johnson, and runs thence easterly along the southern rignt of way of the said road to N. C. Highway 210, including the properties located along the said line of P. L. Campbell, Stewart Matthews and Butler Day; thence easterly along the southern right of way of the rural paved road leading from N. C. Highway 210 at Stewart Matthews' store to the rural paved road leading from N. C. Highway 421 at the old J. A. Campbell place to N. C. Highway 55 at Cadwell Adams' farm and includes all of the properties along said road belonging to Mrs. N. A. Matthews, Jim Wilkins, Caul Matthews, Leo Wimberly, Joseph Dupree, Mrs. Bessie Wilbourne, Jarvis Jones and brothers, Coy Butts, Lois Wimberly, H. T. Butts, C. R. Gregory and Ingram Butts, thence along a line approximately south 85 deg. east to East Buies Creek; thence up the said creek in a northerly direction to the northern boundary of the Sue Johnson property located on Highway 55, including the properties along said line belong- ing to C. R. Gregory, E. E. Matthews, J. E. Butts estate, Walter Reardon estate, Floyd Blalock, Frank Mabry, Mrs. J. C. Mabry, and Grady Earp; thence along a line in a northeasterly direction to Bar - claysville including the properties located at or near said line of Tommy Hedgepeth, Roger Mabry and C. C. Adams; thence along the line approximately north 80 deg. east, crossing Pope's Pond and Black River to the Harnett- Johnston County line at a point north of the rural paved road leading from Barclaysville to the county line, including the properties located at or near said line of D. L. Adams, Sally Council, S. G. Adams estate, J. K. Adams estate, Oscar Young, H. P. Young estate, B. D. Dupree, Carey Dupree, Lavander Stephenson, Ralph Partin, and R. A. Stephenson; thence following the Harnett- Johnston County line in a northwesterly direction to the intersection of the Wake- Johnston and Harnett County lines; thence in a northwest direction along the Wake - Harnett County line to the northwest corner of the E. H. Smith property located at or near the rural paved road leading from Herman Holloway's to Fuquay Springs; thence along a line approximately South 5 deg. west to a point on Neill's Creek and including the properties along the said line of G. F. Howard, Clay Howard, Lewis and Henry Wells, Snow Hill Blalock, F. T, Dupree, Mrs. Fannie Jordan, E. W. Stephenson, and Norwood Adams; thence along the run of the said creek in a southerly direction to the beginning corner, it being School District No. 4.as delineated on the map of Harnett County as officially adopted by the Harnett County Board of Education and certified to ' the State School Commission on July 3,'1933 on file in the office of the State Board of Education at Raleigh, N. C., an authenticated copy of said map being on file in the office of the Board of Education by Harnett County, and reference is hereby made to the said map and the aforesaid certified copy.for the boundar -. ies of said school District as shows thereon as fully as if, the same were copied herein, 11 That said election shall be held on May 26th. 1959, from the hours of 6:30 A. M. to 6:30 P. M,, eastern standard time, and its purpose is to as- certain the will of the voters in Harnett County School District nurrb er four,, ^commonly known as the Angier School District, as to whether there -shall be levied and collected in said school district a special tax not exceeding twenty -five cents on the One Hundred Dollars ($100.00) valuation of property, real and personal, to supplement the current expense funds from State -and County allotments and thereby operate schools of a higher standard by supple- menting any,item of expenditure in the school budget. 111 That a new registration is hereby called for this election; and no person may vote in said elction unless' he or she shall register as hereinafter pro- vided. lV That the officers of said election shall be as follows: REGISTRAR: Lenoard I. Ogburn, Angier, Judges of election: Gerald Pate and A. C. Barefoot V That the period of registration shall be from April 21, 1959, tgg MII 16, 1959, inclusive. On every Saturday during said period the Poll Bootee at the Polling place from 9 :00 o'clock A. M, to sundown, at which time and place any qualified elector shall register, and qualified electors shall register at any other time in said, district when the registrar may be found with the registration book. That the books shall closed at sundown, May 16, 1959, and no one may register after that time unlesssaid elector became twenty one years old after the'registOration books closed; and in such event said elector may registernon election day acid vote. Saturday, May 23, 1959; shall be challenge day. acid the, registrar shall have the registration'book at the polling place from 9 :00 o'clock ,A. M. to 3 :00 o'clock P. M. to hear. challengers. V111 There shall be only one polling place, and it, shall be the Town Hall in the Town of Angier. Due notice of said election shall be given as requiredby, law; lx L. A. Tart, Chairman of the Board of County Commissioners shall have supervision of said election; and in case a vacancy shall occur in an office, he shall file the same, in said election ballot shall be used upon which shall be printed or written . the following: "For Local tax supplementing the current expense fund budget, not exceeding twenty -five cents on the One Hundred Dollars ($100.00) valuation property "; and 263.\ "Against local tax for supplementing current expense fund budget not ex- ceeding fifty cents on the One Hundred Dollars valuation of property." The returns from the election shall be canvass7by the Board of County Commissioners of Harnett County on June 1, 1959, at 11:00 o'clock A. M. and the results of the election declared by it. X11 if a majority of ballots voted in the said election are "for local tax for supplementing the current expense budget not to exceed twenty -five cent on the One Hundred Dollars ($100.00) valuation of property, "the tax so authorized, not to exceed twenty -five cents per One Hundred Dollar ($100.00) valuation of prop- erty, shall be levied and collected beginning with the fiscal year commencing July 1, 1959. X111 If a majority of the ballots voted in said election shall be "against local tax for supplementing the current expense fund budget not to exceed twenty -five cents on the One Hundred Dollar ($100.00) valuation of property," then and in that event no special school tax shall be levied in the area described above. The foregoing resolution was seconded by Alex Cameron and unanimously adopted by the Board. NOTICE OF ELECTION CONCERNING THE LEVYING OF A SPECIAL TAX TO SUPPLEMENT THE CURRENT SCHOOL EXPENSE BUDGET IN HARNETT COUNTY SCHOOL DISTRICT NUMBER FOUR. NOTICE IS HEREBY GIVEN: 1. That a special election is hereby called to be held in Harnett County School District Nunber Four, otherwise designated as Angier School District, and more particularly designated and described as follows: Beginning at a corner on Neill's Creek, said corner being just south of the road leading from Kipling to N. C. Highway 210 at the intersection of Stewart Matthews' service station and being the southwest corner of the tract of land belonging to Glenn Johnson, and runs thence easterly along the southern right of way of the said road to N. C. Highway 210, including the properties located along the said line of P. L. X1 The returns from the election shall be convassed by the Board of County Commissioners of Harnett County on June 1, 1959, at 11:00 o'clock A. M. and the results of the election declared by it. X11 If a majority of ballots voted in the said election are "for local tax for supplementing the current expense budget mot to exceed twenty -five cents on ttn one hundred dollar ($100.00) valuation of property," the tax so authorized, not to exceed twenty -five cents per one hundred dollars ($1.00) valuation of property, shall be levied and eollected beginning with the fiscal year commending July 1, 1959. X111 if a majority of the ballots voted in said election shall be "against local tax for supplementing the current expense fund budget not to exceed twenty -five cents on the One Hundred Dollar ($1.00) valuation of property, " then and in that event no special school tax shall be levied in the area described above.
