08011966497 August lat. 1966 The Board of Commissioners met in regular session on Monday, August 1st. at 10:00 A.M., with all members present. Also present were the County Attorney, the Auditor and the Clerk to the Board. The Chairman called the meeting to order and Commissioner Womble offered the invocation. The Following Reports were approved and filed: REGISTER OF Deeds Clerk Superior Court Clerk Recorders Court Veterans Service Officer Tax Collector Electrical Inspector Electrical Inspector Inez Harrington Elizabeth Matthews Kyle Harrington Jean M. Irvin W. Earl Jones B H Seib rs L. Perry Cameron Sam Wilson, District Engineer and Roger Weaver of State Highway Commission appeared before the Board and discussed the road programs and the projects. Frank Lewis, Assistant Director of Civil Defense, appeared before the Board and discussed the County Planning Plans for Development in Harnett County. W. Earl Jones, Tax Collector, appeared before the Board and discussed the tax collections for the past year in the county. Fletcher Hubbard, Director of Welfare, appeared before the Board and dis- cussed the welfare problems and the duties of the welfare department. Thomas Allen, Tax Supervisor, reported on the completion of tax receipts for year 1966. C. R. Ammons, County Agent, appeared before the Board and outlined the plan that can be used to declare Harnett County a disaster area under the supervision of Harnett County Total Development Task Force. Commissioner Mixon moved, seconded by Commissioner O'Quinn, that a re be prepared for the Disaster Committee composed of Howard Watkins, H. D. and C. R. Ammons requesting that Harnett County be surveyed to determine is a disaster area. Motion carried solution Honeycutt if the county Commissioner Mixon moved, seconded by Commissioner Cotton, that a letter be written to eaoh political party restating interest of Harnett County in the New Hope Dam project so that the interest in this project will continue. Motion carried. Commissioner Cotton moved seconded by Commission Mixon that W. A. (Bill) Warren be and he is hereby appointed Constable in Neills Creek Township, upon filing a statutory bond and taking oath of office. Buokhorn Duke Duke Averasboro Grove Averasboro Grove Grove Barbecue Grove Johnsonville Duke Grove Grove Grove Averasboro Averasboro Grove Grove Grove Black River Lillington Duke Neills Creek Stewarts Creek Stewarts Creek Anderson Creek Stewarts Creek Grove Grove Duke Grove Grove Averasboro Neills Creek Averasboro Grove Duke Lillington Grove Duke Grove Black River Buc k ho rn le, that the a registration 9-99 R E S O L U T I O RT WHEREAS, certain resident freeholders living in Lillington, Neill's Creek, Upper Little River, Hector's Creek, and Anderson Creek Townships, Harnett County, North Carolina, have presented to the Board of Commissioners of Harnett County a Petition requesting said Board of Commissioners to call an election, as provided in Article 3A of Chapter 69 of the General Statutes of North Carolina, as amended, for the purpose of submitting to the qualified voters living within the area described and defined in said Petition the ques- tion of whether or not a special tax on all taxable property in said district, of not exceeding Fifteen Cents ($.15) on the One Hundred Dollars ($100.00) valuation of property, shall be levied for the purpose of providing fire pro- tection in said district; and, WHEREAS, said Board of Commissioners of Harnett County has examined said Petition and finds the same to be in due form and according to law, and further finds as a fact that the same contains the signatures of more than fifteen per cent (15 %) of the resident freeholders living in the area de- scribed in said Petition; And, WHEREAS, the Board of Commissioners of Harnett County desire, as required by law, to call an election in said Summerville Fire District for the purpose of submitting to the qualified voters therein the question of whether or not a tax shall be levied upon the taxable property therein for the purpose of pro- viding rural fire protection in said district as provided by law; NOW, THEREFORE, be it ordered and resolved by this Board of Commissioners for the County of Harnett: 1. That, pursuant to the provisions of Article 3A of Chapter 69 of the General Statutes of North Carolina, as amended, an election is hereby oalled to be held In that area designated and above described as "Summerville Fire District ", for the purpose of submitting to the qualified voters therein the question of levying and collecting a special tax on all taxable property in said district, not exceeding Fifteen Cents ($.15) on the One Hundred Dollars ($100.00) valuation of property, for the purpose of providing fire protection in said district. 2. That said election is hereby called to be held on Saturday, October 8, 1966, between 6:30 A.M. and 6:30 P.M., Eastern Standard Time, at which time there shall be submitted to the qualified voters in said district the following questions: "In favor of tax for fire protection in Summerville Fire District." "Against tax for fire protection in Summerville Fire District." 3, That for said election there shall be a new registration of the qualified voters living within said district, and for the registration of such voters, the registration book shall b opened from 9:00 A.M. until sunset on each day, beginning Saturday, $eptembert01966, and closing on September 24, 1966. On each Saturday during such registration period such books shall be open at the polling place. Saturday, October 1, 1966, shall be challenge day. 4. That the polling place for said election shall be Hatley's Store on Old 421, Route 3, Lillington, N. C. The Registrar for said eleotion shall be Faye C. Collins, andthe judges for such election shall be Staley Spence and Betsy Ross. 5. If said election is carried, the Board of County Commissioners of Harnett County shall be auth- orized and directed to levy and collect in said district a tax in such an amount as it may deem necessary, not exceeding Fifteen Cents ($.15) on the One Hundred Dollars ($100.00) valuation of property in said district from year to year to be used only for furnishing fire protection within said district. For said election a new registration of all qualifed. voters residing within said district shall be had, and the books for the registration of voters will be open from 9 :00 a.m. until sunset on each day beginning Saturday, ptat 10, 1966 and closing on Saturday, September 24, 1966.
