030119651) 1 MARCH 1st. 1965 The Board of Commissioners met in regular session on Monday, March 1st. at 10:00 A.M., with all members present. Also present were the County Attorney, the Auditor and the Clerk to the Board. Chairman Brook called the meeting to order and Commissioner Mixon offered the invocation. Newton as Principal in the amount of $1000.00, as Deputy Sheriff, of Harnett County, was approved and filed with Clerk Superior Court. Mr. Proffit and Mr. Gray, from the Board of Education, appeared before the Board of Commissioners with Mr. Porter, the Economic Opportunity Consultant, and informed the Board of the possibility of adult classes to be taught and also informed the Board that the Board of Education would need additional funds for the repairs of certain buildings and additional funds for the supplement of salaries for the hours the teachers would work in these classes. The Board granted authority to Elizabeth F. Matthews, Clerk of Superior Court, to destroy certain records which have been certified by the State Department of Archives and History as having no value for official or administrative purposes. C. R. Ammons, Director of Agricultural Extension Service in Harnett County, appeared and stated to the Board that the television set in that' office and the viewing of farm programs is most beneficial to that department. The Following Road Petitions Were Presented and Approved: (1) To add to the State System that road in Kipling which runs by the home of W. J. Cotten a distance of 2/10 miles. (Petition given to Mr. Cotten for presentation) (2) To add to the State System that road which will connect road # 1741 to road # 1739 a distance of 02100 miles. (Pbtition mailed) Upon recommendation by Thomas Allen, Supervisor of Tax Office, the following refunds were ordered. To the Wellons Foundation Inc. Box 739, Dunn, N. C. a refund on 2 lots of assessed value of $2,042.00 in the amount of $25,93 less 264 discount, total refund $25.67 in Averasboro twp. A refund to Billy Wilkins Rt. 1 Box 66, Spring Lake N C. on a house trailer assessed value $702.00 amount of tax $8.07 less 8¢ discount, total refund $7.99 in Anderson Creek Township. A refund to Mrs. Walter G. Turner, Rt. 3, Dunn N 0 a refund on a tobacco factor assessed value $743.00 amount of refund $8.54 in Grove Twp. A refund to Charlotte S. Allen, o/o Lottie Ruth Allen Pick, 1833 Stockton Drive, Fayetteville, N. C. on $1,200.00 assessed value amount of tax $13.80 less 14¢ disoount, total amount of refund $13.66. Mr. Eugene Selvage, Architect, and Mr. Hunt, representing the Hunt Construction Company, and builders of the addition of the Courthouse appeared before the Board and discussed the repairing of certain parts in the courthouse. Further informa- tion and plans to be presented by Mr. Hunt to the building committee will be made at a later date. The Board ordered and set a tentative Tax Ratio of 60% for Harnett County for the year 1965. Dr. Blackman, with Dr. Moore presented the possibilities of County Hospital and presented t eels of land. The Board ordere of Deeds office. and Dr. Eyerman appeared before the Board and a suitable site for the building of a Harnett hree options duly exeouted to purchase certain yar- d the three options to be recorded in the Register 312 Abe Elmore, Chairman, with ht committee appeared in the interest of Harnett County's One Hundredth year commemoration of The Battle of Averasboro which will be held on March 20th. 1965, axed adked for a donation from the county for the expenses of this celebration. Commission Mixon moved, seoonded by Commissioner O'Quinn, to donate $1,000.00 to the Battle of Averasboro celebration with the stipulation that all the schools of Harnett County be issued an invitation and appraised of the program on Maroh 20th. Motion carried. Commissioner Mixon moved, seconded by Commissioner O'Quinn, to excuse Mr. Enoch Godwin of the late listing of his county property -for taxation for reasons of a mental condition existing and surrounding an illness. Motion carried. Commissioner Cotten moved, seconded by Commissioner Mixon, to designate Harold Upchurch as Superintendent of courthouse buildings and grounds and to increase his salary from $73.50 to $80.00 per week. Upon the recommendation of Frank Lewis, Assistant Civil Defense Director, the Board appointed Jack Brock as Chairman of Harnett County Fire District Commission and re- appointed R. N. New and Frank Hockaday as members of the Harnett County Fire Distriot Commission. The following Resolutions as presented by Frank Lewis, Assistant Civil Defense Director, was ordered placed on the minutes of this meeting. R E S O L U T I O N WHEREAS, tke President, by Executive Order No. 10427, dated January 16, 1953, add later executive orders has directed the Office of Emergency Planning to ex- ercise certain designated authority vested in the President by Public Law 875 (81st Congress) as amended: WHEREAS, Public Law 875 provides for a continuing means of assistance by the Federal Government.to state and local governments, in carrying out their responsi- bilities to alleviate suffering and damage resulting from major natural disasters, to repair essential public facilities and to foster the development of State and local organizations and plans to cope with such disasters: WHEREAS, Section 166 -11 of Chapter 166 of North Carolina Statues provides t'In parrying out the provisions of this Chapter, the Governor is authorized to utilize the services, equipment, supplies, and facilities of existing departments, offices, and agencies of the State of the political subdivisions t hereof, and the governing bodies of the political subdivision of the State are authorized to utilize the services, equipment, supplies, and facilities of their respective subdivision, to the maximum extend practicable, and the officers and personnel of all such departments, offices, and agencies required to co- operate with and extend such ser- vices and facilities to the Governor and to the Cirvil Defense Organization of the State upon request. This authority shall extend to all disasters and for Civil Defense training purposes. (1957,0950,35); NOW, THEREFORE, Eh; IT RESOLVED, that in order to utilize the resources of Harnett County, its municipalities, the State of North Carolina,.and, those of the Federal Government to the greatest advantage, and bring about a clear intregation of all these activities, with those carried out by the cities, towns, nearby counties, the American Red Cross, and other similar agencies that function during dilaters in Harnett County. Civil Defense Director of Harnett County is hereby designated as the person charged with the coordination of Federal and State Assistance in natural diasters within the purview of PL 875 and other applicable Federal Regulations. THE CIVIL DEFENSE DIRECTOR SHALL: 1. In accordance with instructions given by the County Commissioners Harnett County and'the Chairman, Civil Defense Council, Harnett County, coordinate all relief activities in major disasters. Operating responsibilities shall remain with those agencies that are at present charged by law with such responsibilites. 2. Coordinate plans of County and Municipal agencies made in anticipation of their responsibilities in the event of any major disaster. 3. Foster the development of such local organizations and plans as may be necessary to cope with any major disaster. 4. Brock Chairman of theBoard of Commissioners. 313 R E S O L U T I O N WHEREAS, the General Assembly of the State of North Carolina did provide under Chapter 314, Session Law of 1959, an act to provide in the event of enemy attack upon the State of North Carolina for the oontinuity of the orderly functions of the government of local sub - divisions of the state; by authorized local polibical sub - divisions to enact resolutions relating to succession for all officers having emergency government functions: WHEREAS, this bill was passed and ratified on the 21st. day of April, 1959, by said general assembly. NOW, THEREFORE, EE IT RESOLVED: 1. Board of County Commissioners. In the event of the death, absence, physical, or mental incapacity of the Chairman of the Board of County Commissioners, then the next senior member shall assume such office. If there is no clear line of seniority, then an election shall be held immediately to select a temporary chairman. In the event of the death, absenne or physical or mental disability of a sufficient number of regularly elented commissioners to constitute a quorum, then the board shall be filled by the elented mayors of incorporated municipalities within Harnett County. If a sufficient number of these mayors are not available under the conditions cited, then the boat}d shall be filled by regularly elected county officers, such as the Sheriff, Clerk of Court, Register of Deeds, etc. If by reasons of the death, absenne, phy- sical or mental disability of these county elected officers, then the board shall be filled by appointive officers who are the heads or directors of departments of the County Government. These temporary members of the Board of Commissioners shall serve until the end of the emergency, or until regular elections can be held, which ever is sooner, except that they shall not be relieved of their temporary appoint- ment as Commissioner, until or unless there is a sufficient number of regularly electe Commissioners available for duty. 2. Other County Officers. In the event of the death, absence, physical or mental disability of any elected or appointed officer, or any department head serving to such capacity in Harnett County; the Board of County Commissioners, as constituted under this resolution, shall appoint a qualified deputy or other qualified person to serve in that office until the return, or the recovery of the regularly elected or appointed officer, or until regular elections have been held to fill elective vacancies when they occur. 3. In the event of the return, in the case in the case of ill officials they shall resume appointed commissioner or county officer shall temporary appointment.
