01041965295 JANUARY 4th. 1965 The Board of Commissioners met in regular session on Monday, January 4th. with all members present also present were the County Attorney, the Auditor and the Clerk to the Board. H. M. Brook, Chairman, called the meeting to order and Commissioner Womble offered the invocation. The following reports of the county officers were approved and filed: Inez Harrington Elizabeth F. Matthews Kyle Harrington Jean Maness W H Stewart W. Earl Jones B H Sellers Roy Godwin L. Perry Cameron Register of Deeds Clerk Superior Court Clerk Recorders Court Veterans Service Officer Sheriff Tax Collector Electrical Inspector Electrical Inspector Electrical Inspector Melvin Turlington of the Harnett Agri- Business Development Cpmmittee appeared before the Board and reported progress of the Commission Neill and Leon Kelly, owners and operators, of Lillington Roller Mills appeared before the Board and discussed the return of Surplus Food Program and the effect on the industry in the county and suggested the possibility of the Food Stamp Act. After the discussion the matter was deferred to the February meeting The Following Road Petitions were approved: (1) To add to tte system that road in Erwin, a distance of 1 /10 mile known as East "C" Street. Petition mailed. (2) To add to the system that road in Duke Township on tract L -3 Sub- Division of Erwin Mills, Inc. a distance of 2/10 mile. Petition mailed to Mr. Brock for W.N. Porter, Box 397, Erwin, N. C. Bond with Willie Watkins Owens as Principal in the amount of $1000.00 as Constable in Black River Twp. was approved and filed with the Clerk Superior Court. Bond with Lemuel Carr Gregory, Jr. =as Principal in the amount of $1000.00, as Deputy Sheriff was approved and filed with Clerk Superior Court. Bond with Eugene Morgan as Principal in amount of $1000.00 as Constable was approved and filed with Clerk Superior Court. Bond with Hal W. Brown, as Principal in amount of $1000.00 as Constable, in Upper Little River Township wag approved and filed. Bond with Alonzo Williams, as Principal, as Constable in Neill's Creek Township was approved and filed with Clerk Supeior Court. Edward Breeden, a member of the VFW appeared before the Board in the interest of Veterans in Harnett County and suggested that a man be named as the Veterans Service Officer in Harnett County. The Board of Commissioners will join the Board of Education on February llth. to tour the County Schools. Commissioner O'Quinn moved, seconded by Commission Womble, that Glyness Meeks be given a salary increase of $16.00 per month, effective January 1st. 1965. Motion carried. R. A. Gray, Chairman, and Dr. J. K. Williford of the Harnett County Mental Health Advisory Board appeared before the Board and explained the program and the services which the county would receive from the Mental Health Program. Commissioner O'Quinn moved, seconded by Commissioner Mixon, that Harnett County support the program and advised that the Mental Health Advisory Board proceed with plans and present a budget for consideration. Motion carried. Commissioner Cotten moved, seconded by Commissioner Womble, that a young person be paid $2.00 for the drawing of the jurors from the jury box. Motion carried. H. M. Brock, Phairman, called a meeting of the Board on Thursday January 14th. for the purpose of attending aDistrict Meeting of N. C.
