10221964262 OCTOBER -22, 1964 The Board of Commissioners met in a call, session on Thursday, October, 22nd. at 2 :00 P. M. with all members present except Commissioner Barefoot, who was absent on account of illness, Neill McKay Ross, County Attorney, and Inez Harrington, Clerk to the Board were also present. Chairman Alex Cameron presided over the meeting. Thomas Alien, Tax Supervisor, appeared before the Board and, discussed with them clerical errors on the tax revaluation cards. The Board ordered that refunds be granted to the following on account of clerical errors on the revaluation cards. Hectorts Creek Twp. M. L. BY LAWS OF HARNETT AGRI BUSINESS DEVELOPMENT COMMISSION ARTICLE 1 (Name and Organization) The Harnett Agri - Business Development Commission was formed and organized pursuant to and by virtue of the authority of Chapter 158 of the 1963 Session of the North Carolina legislature and shall hereinafter be known as the Harnett Agri- Business Development Comm- ission. ARTICLE 11 (Limitations) The Harnett Agri- Business Development Commission in its activities shall be non - partisan, non - sectarian and non - political. ARTICLE 111 (Objective) Objectives of the Harnett Agri - Business Development Commission are: To formulate projects for carrying out such economic dev- elopment programs as will be beneficial to the County of Hannett. To conduct industrial surveys as needed, advertise in periodicals vr other communication media. To furnish advice and necessary assistance to those seeking to enlarge and expand existing business or to establish new business or industry or engage in related activities. To encourage the formation of private business development corpora- tions or associations which may develop such projects as securing and preparing sites for industrial development and to carry out such other activities as the Commission may deem necessary to the proper exercise of the functions.described herein. No money, property or funds of the Commission shall be used directly or indirectly as a subsidy nor invested in the capital stock of a business, industry or any other business venture. ARTICLE 1V (Purpose) The purpose of the Harnett Agri- Business Development Commission shall be: To encourage and promote in Harnett County, the development of existing and new business and industry of all types, including the processing of agricultural products, the development of recrea- tional and retirement areas, and to attract tourists, through pro- moting the use of either local or foreign capital in any and all ways which may be deemed advisable by the Commission; that the Commission shall employ personnel for its effective operation; that the Comm- ission lease, rent, purchase or otherwise obtain suitable quarters and offices space for the Harnett Agri - Business Development Commission; that the Commission purchase necessary furniture, fixtures and other equipment for its proper operation; that the Commission purchase adver- tising space in periodicals which may be selected for that purpose, and to otherwise engage in any and all activities which shall, .in .its discretion, promote the business, tourist, recreational and industrial development and general economic welfare of Harnett County; and that the Commission exercise any and all other proper authority it may have to carry out its purpose and duties not expressly mentioned herein. ARTICLE V (Members) The Harnett Agri- Business Development Commission shall be composed of five non - partisan members to be named by the Harnett County Board of Commissioner. One member shall come from each of the five districts in Harnett Cpunty. From and after September 1, of each year, all persons named to this Commission shall serve for a period of two years except as provided for unexpired terms and at the expiration of their two year appointment shall continue to. serve until their successors have been appointed and qualified. Each member can succeed himself upon reappointment by the County Commissions. Should a person be appointed to fill an unexpired term, then this person shall serve only for the period of this unexpired term and until his successor shall have been appointed and qualified. All appointments for unexpired terms resulting from resignation, death or other causes shall be made by the Harnett County Board of Commissioners. ARTICLE VI (Officers) The officers of the Harnett Agri - Business Development Commission shall be a chairman, Vice- Chairman and secretary- treasurer, who shall be elected from among the members of this commission and who shall serve for a period of 2 years and until his successor has been elected and qualified. Each officer so elected shanks eligible to succeed himself. ARTICLE VII (Duties of the Officers) The dm -ties of the officers shall be, in addition to those enumerated in Chapter 158 of the 1963 Session of the North Carolina legislature, as herein set out, but shall in no manner be limited thereto. (a) Chairman- The Chairman shall be the chief officer of the Commission and sha -11 reside at meetings of the Commission, shalll:hawe general supervision of the business affairs of the commission, shall assist in formulating the general program of the commission and promoting same, and shall, subject to the approval of the commission, appoint all committees. He shall be an ex- officio member of all committees of the commission. He shall, with the secretary- treasurer, sign all contracts and obligations of the commission. (b) Vice- Chairman- The Vice Chairman may be delegated by the chairman to perform duties of the chairman -in the event of his tem- porary disability or absence from meetings. The Vice- Chairman may perform any other duties delegated by the chairman. Should the chairman at any time, for any reason, be unable to con- tinue as a member of this commission, the vice - chairman shall act as chairman, until a successor has been elected and qualified to fill the unexpired term of the chairman. (c) Secretary- Treasurer- It shall be the duty of the secretary - treasurer to record minutes of all meetings and maintain all records of the commission. The secretary- treasurer shall, with the chairman, sign all contracts and obligations of the commission. The secretary- treasurer, together with the chairman, shall have prepared a budget controlling the expenditure of the funds appropriated by the Board of County Commissioners each year. He shall deposit, with the Harnett County Treasurer's Office, all monies coming into his hands for the commission in order that this money shall be deposited under a special account, and under the name of the Harnett Agri- Business Development Commission. The records of the secretary- treasurer shall be set up accord- ing to acceptable accounting methods and shall be complete and current at all times. The records of the secretary- treasurer shall be made avilable at any time requested for the use of the commission or for aodaty auditor. ARTICLE VIII (Fiscal Year) The fiscal year of the Commission shall correspond with the fiscal year of the county. ARTICLE IX c Quorum) A quorum for a commission meeting shall be a majority of those who have been appointed by the Board of County Commissioners. 2n -c ARTICLE X (Meetings) Meetings of this Commission shall be held as often as calls d by the Chairman. At least one regular monthly meeting will be held on the last Tuesday of each month. All meetings shall be at tie place designated by the chairman or in the offices of the commission. Special meetings of the commission may be called by the chairman or at the request of two (2) members of the commission at any time. Notice of both regular and special meetings shall be given by phone or mail to each member of the commission. Regular meetings of the commission may be cancelled by proper notice. No meetings of the commission shall be valid (either a regular or special meeting) unless every member of the commission has had notice of such meeting Absence from three (3) consecutive meetings, without a valid excuse, which is recorded by the commission, shall be construed as a resignation. The commission shall direct the chairman to request the Harnett County Board of Commissioners to appoint a new member to serve out the unexpired term of their next regular meeting.
