040819692d.3 * L. pril 8, 1969 egular The Harnett County Board of County Commissioners met in regular eeting session Tuesday, April 8, 1969 in the Commissioners' Room, Courthouse Lillington, North Carolina. Those present were: Messrs. M. H. Brock, D. P. Ray, Jr., W. J. Cotton, Jr., C. E. McLamb and Gilbert Brown, members of the Board; also present Mr. Gerald Arnold, County Attorney and Mr. Herbert Carson, Clerk to the Board. ALL TO ORDER The meeting was called to order at 9:20 p.m. by Chairman Brock, presiding officer. The morning prayer was offered by Mr. William Pittman of Sanford. INUTES The minutes of the regular meeting of March 4 and special meetings of March 19 and March 26 were read and approved. R #1524 Item 1. Buie's Creek) Mr. William Pittman appeared before the Board on behalf of Mr. Archie Taylor opposing the closing of SR # 1524 located in Buie's Creek, North Carolina. He requested that the road be kept open. Action: No action taken AX & WELFARE IEN REPORT Item 2. (Final sales price of $2307.50) As soon as all expenses of sale are paid and the necessity of paying the funeral bill of Mr. Altman has been settled, the balance of the sale proceeds will be paid over to the County Auditor. MBULANCE SERVICE Item 3. Whittington) Mr. Delmas Whittington appeared before the Board and requested that the Board subsidize, to a greater degree, the ambulance service which he operates. After discussion, Mr. Brock informed Mr. Whittington that: 1. In view of the fact that some bills submitted by Mr. Whittington had been paid more than one time, it would in the future accept only current bills. 2. Payment would be made only for bonafide welfare recipients within Harnett County, and 3. the Board would not further subsidize the ambulance service. 280 April 8, 1969 TAX SUPERVISOR REPORT COUNTY CORONER r. Mr. Thomas Allen, Tax Supervisor, presented the departmental report of his office.The following requests for refunds were pre- sented to the Board: Donald Ray Fish, Hope Mills, N. which was double listed - George W. Green, Cameron, N. C. pickup listed as 67 model C. - Refund on 67 Chevrolet Amount of refund $32.62 - Refund on 57 Chevrolet z Amount of refund $18.63 Action: Mr. Cotton moved that, upon the recommendation of the Tax Supervisor, the above refunds be granted. Motion was seconded by Mr. Brown and carried unanimously. The meeting of the Board of Equalization and Review was set for Monday, April 28, 1969. Item 5. Mr. Paul Drew, County Coroner, reported to the Board on the existing situation concerning the securing of required pathological services necessary to the office of the coroner. He presented a proposed agreement between Dr. James A. Maher of Goldsboro and the Board of County Commissioners for consideration by the Board. After some discussion, the Board instructed Mr. Arnold to study the situation and to take actions which will alleviate the problem. Item 6. Mr. Earl Jones, Tax Collector, presented the departmental report of his office. The following resolution was presented to the Board. April 8, 1969 TO THE HONORABLE BOARD OF COUNTY COMMISSIONERS: HARNETT COUNTY NORTH CAROLINA In accordance with M.A. 1715 (GS 105 -387) I respectfully submit to you, the governing body of Harnett County, this report of delin- quet taxes for 1969 which are liens on real property. I furthermore respectfully request that you pass the following resolution: "Be it resolved that the governing body of Harnett County hereby orders and directs the Tax Collector to conduct a Tax Lien Sale at the Courthouse door on the first Monday in May 1969 between the hours of 10:00 a.m. and 2:00 p.m. pursuant to G.S. 105 -387" Respectfully submitted, s/t W. Earl Jones Tax Collector Action: Upon a motion by Mr. Ray, seconded by Mr. Cotton the above resolution was duly adopted. Item 7. Mrs. Inez Harrington, Registrar of Deeds, requested authorization to hire additional help for vital statistics work. This was brought to the attention of the Board by Mr. Cotton. Action: Upon a motion by Mr. Cotton, seconded by Mr. McLamb, the above request was granted. Motion carried. Item 8. Mr. J. Ed Williams, Town Manager, Town of Erwin sent a letter of request to the Board asking that the name of Mr. Bruce Gomedella be withdrawn from the Planning Board membership and that Mr. Thomas Stewart be appointed to serve in his place. Action: Mr. Cotton moved, seconded by Mr. Ray that the appoint- ment be approved. Motion carried unanimously. vist 281 April 8, 1969 le OWN OF DUNN Item 9. LANNING BOARD e: members A letter was received from Mr. A. B. Uzzle, Town Manager, Town of Dunn requesting the Board of Commissioners to recommend two persons to serve on the Dunn Area Planning Board to replace Mr. Belvin Strickland and Mr. Casper Tart who are ineligible to serve on the board. Action: Upon a motion by Mr. McLamb, Mr. Alsey Johnson and Mr. George Glover were recommended to fill the positions. Motion was seconded by Mr. Ray and carried unanimously. OAD PETITIONS Item 10. The following road petitions were presented: 1. Rural Dirt Road # 1111 (Marks Road) Harnett County 2. Pate Road, Anderson Creek Township between 1116 & 1117 beside Union Methodist Church, Route 3, Lillington. 3. About 2.0 miles north of Dunn and 0.6 miles east of old U.S. 301 near Mary Stewart School and Stewart Methodist Church in Averasboro township. Action: Upon a motion by Mr. McLamb seconded by Mr. Brown, above petitions were approved. UILDINGS AND Item 11. ROUNDS COMMITTEE EPORT It was reported by Mr. Ray and Mr. Brown, Building and Grounds Committee that work has started on the Health Building in Dunn and that work on the courthouse is proceeding as scheduled. OUNTY ATTORNEY's Item 12. EPORT Mr. Gerald Arnold, County Attorney, reported on his findings relative to the financial details concerning construction of the proposed county building. AMING OF Item 13. OADS Action pending. AW AND ORDER Item 13. EPORT r. McLamb Mr. McLamb reported to the Board on the Governor's Law and Order Committee. ESOLUTION Item 14. IVESTOCK RENA The following resolution was presented to the Board for action: NORTH CAROLINA HARNETT COUNTY RESOLUTION WHEREAS, there is a need within the county of Harnett for a livestock arena, and WHEREAS, a group known as the Harnett Livestock Arena, Incorporated, has been organized, and WHEREAS, the promotion of new undertakings within the county will enhance the general economy, and WHEREAS, the Board of County Commissioners of Harnett County has agreed, subject to approval by the General Assembly, to endorse the note of the Harnett Livestock Arena, Incorporated in an amount not to exceed twenty -two thousand dollars ($22,000.00) for said arena construction. THEREFORE, BE IT RESOLVED, That the Harnett County Representative be requested to introduce local legislation authorizing the Harnett County Board of Commissioners to endorse the aforementioned note in the amount stipulated. BE IT FURTHER RESOLVED, That an annual report shall be submitted by the president of the Arena on the occasion of each anniversary of the loan until such loan, including the principal and interest, shall have been satisfied. HABDC QUARTERLY The following report of the Harnett Agri- Business Development REPORT Commission was submitted by the Director, David W. Alexander: HARNETT AGRI- BUSINESS DEVELOPMENT COMMISSION FY 69 THIRD QUARTER REPORT January 1 To March 31, 1969 TO: THE CHAIRMAN, COUNTY COMMISSIONERS I. GENERAL Prospects' inquiries continue to be higher than usual in spite of the high interest rate which has recently reached a forty year high. This together with spiraling inflation (more than 5% per year) must have an adverse affect on industrial development. II. TRAINING Nine courses under the Manpower Development Training Act have been requested for FY 70. They are: 1. Electrician 7. Bricklayer 2. Plumber 8. Mobile Home Repairman 3. Stenographer 9. Carpenter 4. Maintenance Man, Building 5. House -hold Appliance Repairman 6. Farm Equipment Mechanic It is hoped that we will obtain at least six (6) of these courses. III. NEW INDUSTRY During the month of January Champion Home Builders of Dryden, Michigan decided upon Lillington for the establish- ment of a new plant. This plant will be 70,000 square feet, employing approximately seventy (70) persons. Starting date has been established as June 69. IV. OUTLOOK Industrial construction will be slowed because of the actions of the Federal Government. This slowing down of the economy is necessary in arresting the inflationary spiral and bringing about a slower rate of expansion. In the long run the programs will be beneficial to the industrial and economic growth of the country. The slow down will probably reach its peak in August or September of 1969. HABDC REPORT DAVID W.
