MORNING PRAYER
The March 4, 1974, meeting of the Board of County Commissioners con
:30 a.m. with following members present: M. H. Brock, C. E. McLamb,
W. J. Cotton, Jr., Gilbert Brown and Bobby R. Etheridge. Also pres
ent was H. D. Carson, Jr., Clerk to the Board of Commissioners and
Edward McCormick, County Attorney.
Commissioner Etheridge led the morning prayer.
READING AND APPROVAL
OF MINUTES The minutes of the February mid -month meeting were read and approved.
!IEW PROCEDURES FOR
ROAD PETITIONS Donald Cooper from the State Highway Commission was unable to attend
the meeting, but the Board received new procedures for road petitions.
As of now, the Commissioners will send all petitions to the Highway
office for investigation prior to their approving for addition to the
system or for paving. The Highway Commission will return the petitions
to the Board for consideration after the investigation.
LANDFILL ROADS In referenct to the roads leading to the two landfill areas that were
approved earlier, the Board decided to bring them to focus again in
July for possible recommendation as to service for the roads at
that time. The Commissioners asked that Chairman Brock inquire as to
the disposition of the $26,000. contingency fund.
TAX COLLECTOR'S REPORT
W. Earl Jones, Tax Collector, gave the report for his department. The
Board expressed their appreciation for the report. He then reminded
the Board that the matter of discounts would be coming up soon if any
action was to be considered.
Mr. Jones told the Bbard that the Carnival people who had applied for
license at the last meeting had complied fully with the ordinance,
and had secured the license necessary to their performance.
He informed the Board that the Sheriff had been contacted of the action.
TAX SUPERVISOR'S REPORT
Thomas Allen, Tax Supervisor, gave a report for his department. He had
no requests for refunds or releases of taxes. He did present some re-
quests for extension of time to list confidential inventories of bus-
inesses for action and consideration of the Board in compliance with
the new Machinery Act.: The request for an extension will be until
March 1, 1974:

Commissioner Cotton made a motion that the foregoing listed requests
be granted and time for listing be extended until March 1, 1974,
Commissioner McLamb seconded the motion and it passed.

ERSONNEL CHANGES 55
DEPARTMENT Commissioner Brown, Chairman of the Social Services Board, presented
the Board with a plan of change of some personnel and filling a vac-
ancy for position in the Social Services Department. The Board
Accepted the plan, no action was necessary.
OATS RESCUE SQUAD

BIDS
Re: request from Coats Rescue Area, they presented their charter and
other necessary criteria that made the area eligible to rate as the
Coats Rescue Squad. They made a request of $1,500. of the county,
as the county does allocate this amount to each rescue unit within the
county. Commissioner Mclamb made a motion that the $1,500. be alloc-
acted to the Coats Rescue Unit, Inc, and thereby amend the 1973 -74
budget in the same amount to take care of the expenditure.
Commissioner Brown seconded the motion and the issue passed.
After discussion by the Board, as to the person to serve as Harnett
County's representative to the Council to be formed to serve for the
consortium, Commissioner Cotton moved that Tony Tucker be appointed
to serve as the county's representative to the committee, Commission-
er Etheridge seconded the motion and it carried.
The Board gave authority to the Chairman and the County Attorney,
along with the purchasing officer, to let the bids for the metal buil
ings as soon as the proper specifications and legal notices are pre-
pared, this done by motion of Commissioner McLamb, second by Comm-
issioner Etheridge.
AX & WELFARE LIEN ATTORNEY
Tax & Welfare Lien Attorney had no report for the month of February,'74.
HB 1833 "SCHOOL BUDGET & FISCAL
ONTROL ACT" After discussion of the HB 1833, "School Budget & Fiscal Control Act"
by the Board Commissioner Cotton moved that the senators, represent-
atives and the North Carolina Association of Courtly Commissioners be
notified that the Harnett County Board of Commissioners does not fee
this bill is in the best interest of the people of the county, in that
its contents tend to tear down the foundation of control the commiss-
ioners have onthe expenditures of the monies collected from the cit-
izens of the county, which it considers one of its prime responsib-
ilities, and that Harnett County opposes the enactment of this bill,
entitled "School Budget & Fiscal Control Act, HB 1833 ".
Commissioner Etheridge seconded the motion and the issue passed.
COMMENDATION RE:
FINANCE OFFICER
i.D.Carson,Jr. Chairman Brock offered the following recommendation for the pleasure
of the Board:
General Statute 159 -24, provides that local government shall appoint
a "finance officer" to hold office at the pleasure of the board. thi
is a matter of routine action under the Local Government Budget and
Fiscal Control Act, and serves to replace the title of accountant wit
the title of Finance Officer. The law is not quite clear as to who
actually appoints the finance officer, however it is clear that he is
to serve at the pleasure of the Board. In an effort then to comply
explicitly with the statute, I recommend that H. D. Carson, Jr., who now ser-
ves in the capacity of County Auditor, be appointed by this Board now
assembled to County Finance Officer, to serve at the pleasure of the
Board., this the 4th day of March, 1974.

er McLamb seconded the motion and it passed.
RESOLUTION RE:
CHOOL COMMITTEE MEMBERS
The following resolution, prepared by the countyfaaorney, was
presented for the pleasure of the Board. After its reading, the
resolution was adopted by a motion of Commissioner Cotton, a second
by Commissioner Etheridge and unanimous vote. Suggestion was made
that each member of the committee be mailed a copy.
BOARD OF COUNTY COMMISSIONERS OF HARNETT COUNTY
THAT, WHEREAS, the twelve members of the Harnett Education Study
Commission spent many hours studying the educational needs of Harnett
County; and
WHEREAS, the Committee has produced a valuable document of facts that
will enable the Board of Commissioners to better understand the pres-
ent Harnett County Educational System; and
WHEREAS, be committee has by its tireless efforts suggested a procedu
framework for budgeting that will help public officials know and unde
stand relevant facts;

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF HARNETT
COUNTY, THAT:
1. All members of the Harnett County Education Study Commission be
and they are hereby commended for their report.
2. The Study Commission stated a principle of budgetary procedure
call inf for "....a line item budget showing details of all expected
income from local, state, and federal sources, and details of expen-
ditures of those funds ...." is sound and is recognized by the
Board of Commissioners of Harnett County as the Polar Star Rule to
guide it to a factual basis for consideration of projected school
policies that call for expenditures of public funds.
JOINT MEETING ANNOUNCED
A joint meeting with Planning Board was announced for March 6, 1974,
7:30 p.m., Courthouse, Lillington.
WORKMENS COMP.
Commissioners were informed that Workmens Compensation went in
effect on March 1, 1974.
NEW CARS FOR THE
SHERIFF'S DEPT. New cars were delivered to Sheriff's Department and placed into
operation on March 1, 1974.
COUNTY INSURANCE STUDY
BEGUN The Board was informed that all coverages of county property holdings
and liabilities are being compiled for study. Fiscal Control Act,
allows the policy to be a comprehensive policy and allows combination
of several facets of insurence needs. The meeting will be announced
later.
RE:FENCE FOR SHELTERED
WORKSHOP Commissioner McLamb 'made a request for a fence for the Sheltered Work-
Shop for security purposes. The Board authorized him to get an
estimated amount of cost for the fence and bring to the Board for
consideration.
PETITION FOR ADDITIONAL
GAS Commissioner McLamb introduced a need for the Board to petition
for additional quotos in the gas area. The Board authorized the
following letter.

Dear General Tolson:
The Harnett County Board of Commissioners, in session
this date, reviewed the serious shortage of gasoline with which our
citizens are faced. We are writing to urgently request that you
take immediate action to greatly increase the Harnett County Allotmegt.
As a former commander at neighboring Fort Bragg, I am sure you are
aware of the fact that literally hundreds of Harnett County Citizens
employed at Fort Bragg in civilian positions; also many service
men stationed at Bragg and their families reside in Harnett County.
Hundreds of other Harnett County citizens are employed at Seymour
Johnson Air Base, in vital positions with the state and Federal
government in Raleigh, in important positions with various agencies
in the Research Triangle. They simply must have gasoline to get to
their places of employment.
I might respectfully point out that the critical gasoline shortage
in Harnett County is further heightened by the fact that two main
highways cross Harnett, I -95 north and South, and 421, East and West,
These passing tourists create a further drain on our already dras-
tically short fuel supply. All of these factors have legthened the
gasoline lines at Harnett service stations, causing our citizens un-
told hours of lost waiting time, great inconveniences, delary and
resulting financial hardships.
