Re: Noise in Superior Court Courtroom
Dear Mr. Brock:
It is my pleasure to once again be the Presiding Judge over
the Superior Courts of Harnett County for the current six
(6) months. Having held my first court here in 1963, it is
nice to be back in familiar surroundings and in kind
territory.
Now, after having worked for one criminal term and one civil
term, I find that the highway noise arising from 'Highway 421-
401 out side of the courtroom windows has become unbearable
from the high frequency of traffic, and in particularly large
trucks, in coming and going upon the hill, that every few
minutes it is necessary to stop the witnesses testimony, wait
for the noise to subside, and then to start again. It is
highly inconveniencing the Court and causing unnecessary
disruption in the orderly presentation of evidence. Although
we are making use of the microphone, it does not completely
eliminate the noise situation.

Therefore, I.do formally request of the Board of County
Commissioners of Harnett County that steps be taken forwith
to provide some form of storm window, or similar suitable
insulation, to all of the windows there on the side next
to the highway so as to better insulate the courtroom from
outside noises.
I note that the window wells are deep in each instance. It
would be my observation that perhaps the storm window, or
other similar insulation, could be inserted on the inside of
the present . windows, instead of having to do it on the out
side of the building. I noted that this was successfully
done on President Thomas Jefferson's House, Monticello, upon
my visit to it several years ago.
The Court shall look forward to working with you in regard
to this subject matter.

The Commissioners indicated support for repairs as suggested.
The following road petitions were presented:
Anderson Creek Township SR 2048, .2 miles from #210, .3 miles in
4 occupied homes, request for addition.
Vera C. Ryals Road, 1 mile, 6 occupied homes, request for addition.
Commissioner Cotton moved to approve the foregoing petitions, Comm-
issioner Ray seconded the motion and it carried unanimously.
HIGHWAY
Donald Cooper, Engineer of the State Highway Commission came before
the Board. He indicated that he would be in the County on Thursday
for the benefit of any of the Commissioners in looking over roads,
etc. Edward McCormick, County Attorney, talked with Mr. Cooper re-
garding the stop light located near where the Old Piggly Wiggly Bore
was located. He said the Town of Lillington was in favor of leaving
the light there to check speed of large vehicles.

In reference to the new bridge that has been constructed on Hwy. 217
near Erwin, the following resolution was presented for the pleasure
of the Board:

RESOLUTION FOR
NEW BRIDGE NAME THAT, WHEREAS a new bridge across the Cape Fear River on N. C. Highway
217 will soon be completed, and
WHEREAS, this bridge has been constructed under the supervision of
James L. Norris, Assistant Chief Engineer for the North Carolina Bridge
Division, State Highway Commission, and
WHEREAS, James L. Norris began his career by working onthe existing
bridge which is on the old portion of N.C. 217 where it crosses the Cape
Fear River, and
WHEREAS, James L. Norris is retiring from his duties with the state
Highway Commission and this new bridge will be the last to be constructed
under his supervision, and
WHEREAS, James L. norris is a native of Dunn, Harnett County, North
Carolina; and
WHEREAS, he has made outstanding contributions to the State of North
Carolina in his chosen profession of Engineering and has thereby brought
great credit to his native county of Harnett; and
WHEREAS, The Board of County Commissioners wish to recognize these
outstanding contributions by naming the new bridge after him;

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF HARNETT COUNTY THAT:
1. The new bridge across the Cape Fear River on the newly located
portion of N.C. Highway 217 be and the same is hereby named
The "James L. Norris" bridge.
2. Copies of this be transmitted to all proper authorities so that
the name of the new bridge may be duly recorded on maps and
other state highway documents.
3. The original of this Resolution be sent to James L. Norris.
4. Copies of this resolution be sent to the media.

Commissioner Cotton made a motion to adopt the foregoing resolution,
Comm. Ray seconded the motion and it carried unanimously.
Richard Wallace, Director Farmers Home Administration appeared before
the Board and presented a progress report of FHA for the fiscal year
1971 -72. In closing, he expressed appreciation to the Board for
the help given to his department and he requested consideration to
two additional requests: 1. The County assume full responsibility
for telephone service to his department. 2. The instalation of
another telephone line and number.
Commissioner Cotton moved thatthe Board take the requests under consid-
eration and notify the FHA Department at a later date.
Neill Ross appeared before the Board to request a release granted to
D.H. Matthews to his tax receipt for the current. He stated that Mr.
Matthews was in the process of moving to Harnett County from his
home t Florida during the time of tax listing and he failed to list
his property on time. Mr. Ross indicated that due to the public re-
lations aspect, Mr. Matthews should be granted this release. The
Board took the matter under consideration.

TAX SUPERVIXOR
Refunds
Releases
K. W. Clark, Jr. Director of Harnett County Sheltered Workshop appear-
ed before the Board to present a resolution requesting permanent use
of the adjoining two cinder block buildings to Maple Grove School.
Commissioner McLamb made a motion to adopt the resolution, granting
permanent use of the two buildings, Commissioner Cotton seconded the
motion and it carried unanimously.
Thomas Allen, Tax Supervisor, presented the report of his department.
He presented the following requests for refunds: George W. and Elva
B. Stephens, Duke Township, fire tax charged in error, amount $3.60.
William Conley Pittman, Route 1, Broadway, refund for double listing
of 1965 Mercury, amount $6.89.
He requested the following releases: F.E. Pope Averasboro Township,
failure to list property when listing other properties.
J.S. & C.R. Bethune Heirs, Upper Little River Township, amount $37.75.
Commissioner Cotton moved to approve the foregoing requests for refunds
and releases, Commissioner McLamb seconded the move and it carried.

W. Earl Jones, Tax Collector presented the report for his department.
John E. Ingraham, Accountant for Harnett County, appeared before the
Board as a result of the audit of Fiscal year 1971 -72. He commended
the officials of the County for the monetary okxkx condition of the
County's affairs. Hemade the following comments and recommendations:

County Auditor - The books and records were in
excellent condition.
Re: Tax Supervisor The tax scrolls were in excellent
condition.

[COUNTY The Board approved the values of the County's fixed assets and
equipment for insuranc epurposes (10% increase).
ADJUSTMENT OF FIXED ASSETS.
Commissioner, Ray made a motion to adjust the amounts of fixed assets
on County Books to conform with those assessed by the Tax Supervisor
said amount to be as follows:

Commissioner McLamb seconded the motion and it carried unanimously.
The Board commended Mr. Ingraham for the fine report and thanked him
for the comments and recommendations.
BOARD OF EDUCATION
Harnett County Board of Education, Steering Committees of the County
met with the Board of Commissioners at 11:30 a.m. and presented the
following resolution:
(RESOLUTION CALLING FOR SUPPORT OF APPROVAL OF SCHOOL BONDS AND PLEDGING LEVY
OF ONE PER CENT SALES TAX TO BE USED IN CONNECTION WITH RETIRING SAID BONDS)
Whereas, at a joint meeting of the Harnett County Board
of Education and the Harnett County Board of Commissioners held
on July 6, 1972, the said Board of Education did request the
said Board of Commissioners to change the date for the $7,000,000.00
school bond election, previously requested by resolution, from
October 3, 1972 to January 9, 1973 and did further request the said
Board of Commissioners to call for a special election for the purpose
of submitting to the voters of the County the question of whether
a one per cent (1 %) sales and use tax, as provided by law, should
be levied, said election to be held also on January 9, 1973;
And, whereas, the Harnett County Board of Education has
determined that such previous request as presented was not to the
best interest of the people of Harnett County;
Now, Therefore, Be It Resolved by the Harnett County Board
of Education as follows:
That their previous request with respect to the one per
cent (1 %) sales tax election, heretofore referred to, be rescinded
and that the Harnett County Board of Commissioners pass a resolution
committing themselves to impose and levy a one per cnet (1 %) local
sales and use tax, as authorized by law, in the event the voters
of Harnett County do approve the $7,000,000.00 school bond issue,
the proceeds from said tax to be applied to the retirement of said
bonds. It is further reqaested of the Harnett County Board of
Commissioners that the said Commissioners pass a resolution favoring
the passage of the $7,000,000.00 school bond referendum.
Enacted at a meeting of the Board held on the 30th day of August, 1972.

Commissioner Cotton moved to receive the resolution from the Board
of Education, Commissioner McLamb seconded the motion and it passed.

The meeting convened at 10:00 a.m. in the Commissioners' Room,
with all members present, also, H. D. Carson, Jr., Clerk to the
Board.
Regarding a request from Town of Coats, (see page 49) in the
amount of $2740. to finance a water line, difference in 6" and
8 ", as per resolution recorded in August mindOs, Commissioner
Cotton moved that because it was not the policy of the County to
participate in water lines other than for industrial sites, this
request not be allowed, and that the Board refer the matter to
the County Planning Board for their consideration in allowing the
6" water line instead of the 8" water line.
Commissioner McLamb seconded the motion and it passed unanimously.
INDEXING FOR REGISTER OF
DEEDS OFFICE
(see August minutes) The previously tabled matter regarding a new indexing system for
the Register of Deeds office was brought to the floor. Plans
were made for the Commissioners to visit the Register of Deeds
Office in Lee County to View their system of indexing. The date
was set for Wednesday, September 13, 1972. The Commissioners
planned to meet at the Courthouse at 10:00, with the exception of
Mr. Brown, wkmx and he was to meet them at the viewing site.
RICHARD WALLACE, FHA
DIRECTOR Mr. Richard Wallace, Director of Farmers Home Administration came
to the Board at their September meeting to request the County to
assume the full payment of the telephone expense in the FHA Office,
and for the installation of a second line for his department.
Commissioner McLamb moved that no action be taken regarding this
request due to the fact that the FY budget did not include an
expenditure of this sort and no provision had been made to qualify
the expense during budget preparation. He asked that Mr. Wallace
be made aware of this action so that he could make plans accord-
ingly. Commissioner Cotton seconded the motion and it passed.
RESOLUTION FROM DUNN
AREA C.OF COMM. A resolution from the Dunn Area Chamber of Commerce was read
by the members of the Board. The Chairman requested that the
reading of the resolution be noted in the minutes of Harnett County.
PURCHASE OF A DUPLICATING
MACHINE Commissioner Ray made a motion to allow the purchase of a dup-
licating machine for the Courthouse, to be housed in the Office
of the CountyAuditor, Commissioner Cotton seconded the motion and
it carried unanimously.

FOR RELEASE -Neill Ross
Commissioner Brown moved that the request for release of penalty
re: D.H. Matthews, recorded in Sept. minutes, be denied, Commissioner
McLamb seconded the move and it passed
