11171981ilrtldr 4 7.,a HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, NOVEMBER 17, 1981 The Harnett County Board of Commissioners met in regular session on Tuesday, November 17, 1981, in the Assembly Room, County Office Building, Lillington, North Carolina, with the following members present: Lloyd G. Stewart, M. H. Brock, Bill Shaw, Rudy Collins, and Chairman Jesse Alphin presiding. Vanessa W. Young, Clerk to the Board, and Edward H. McCormick, County Attorney, were also present. CALL TO ORDER Chairman Jesse Alphin called the meeting to order at 7:30 p.m. PRAYER Commissioner Rudy Collins led the evening prayer. MINTUES APPROVED The minutes from the Harnett County Board of Commissioners meeting of November 2, 1981, were approved as read. PUBLIC HEARING CABLEVISION EXPENDITURE REPORT STATEMENT OF INVESTMENTS NEWS RELEASE ADJOURNMENT Chairman Jesse Alphin called to order a public hearing at 7:35 p.m. relative to the granting of a Cable Television Franchise for Harnett County. Chairman Alphin explained that the County had received four proposals from the following companies: 1. Compass Corporation of Erie, Pennsylvania, 2. Future Cablevision of North Carolina, 3. Billy R. Jones of Atlanta, Georgia, 4. North Caro- lina Communications, Inc. A representative from Compass, Future, and Billy R. Jones appeared before the group and explained his proposal and the area the firm intends to serve. Following a dis- cussion of each of the proposals and questions by those present, Chairman Jesse Alphin closed the public hearing at 9:15 p.m. A copy of the expenditure report for the month ending October 30, 1981, was presented to the Board. The Statement of Investments report for the period ending October 30, 1981, was presented to the Board. A news release from the North Carolina Department of Humanlesources concerning a new law enacted in June by the North Carolina General Assembly prohibiting the giving away or selling of real or personal property below the fair market value in order to be eligible for Medicaid or State /County Special Assistance was presented to the Board. There being no further business, the Harnett County Board of Commissioners meeting of November 17, 1981, duly adjourned at 9:20 p.m. Secretary'
