The Harnett County Board of Commissioners met in regular session
on Monday, October 5, 1981, in the Commissioners Room, County Office
Building, Lillington, North Carolina, with the following members
present: Lloyd G. Stewart, M. H. Brock, Bill Shaw, Rudy Collins,
and Chairman Jesse Alphin presiding. Vanessa W. Young, Clerk to
the Board, and Edward H. McCormick, County Attorney, were also
present.
CALL TO ORDER Chairman Jesse Alphin called the meeting to order at 9:20 a.m.
PRAYER Commissioner Bill Shaw led the morning prayer.
MINUTES APPROVED The minutes from the Harnett County Board of Commissioners meeting
of September 21, 1981, were approved as read.

RESOLUTION RE:
CAUTION LIGHTS
Mr. Taylor with the North Carolina Department of Transportation
appeared before the Board to discuss road matters and situations
in Harnett County.
Commissioner Brock moved the adoption of the following resolution
requesting controlled flashing caution lights and safe speed signs
at Mary Stewart, Shawtown and South Harnett Schools. Commissioner
Collins seconded the motion and it carried with a unanimous vote:
WHEREAS, the Harnett County Board of Education, the Harnett County Commis-
sioners and the Harnett County Sheriff's Department is committed to providing
the safest possible opportunities to all children in Harnett County, and
WHEREAS, the P.T.A., community clubs and parents have expressed a great
concern for the past several years concerning the dangerous traffic conditions
at Mary Stewart, South Harnett, and Shawtown Schools to school officials, the
Sheriff's Department and the Harnett County Board of Commissioners, and
WHEREAS, the Harnett County Schools' Transportation Department and the
Sheriff's Department have made a study of the traffic problem at each of the
three schools, and
WHEREAS, Mary Stewart School is located on Highway 301, two miles North of
Dunn. There is a dangerous curve and also a junction with another state road
north of the school. A nursing home and a supermarket also add to the congestion
in this area. During the opening and closing of school each day, traffic is
very heavy. With students, parents and school buses entering the school grounds,
it is very unsafe because of the fast traffic on Highway 301, and
WHEREAS, Shawtown School is located in a residential section just off
Highway 210, 1.0 mile south of Lillington on a dangerous curve with heavy
congested traffic. During the opening and closing of school daily, with
students, parents and school buses entering and leaving school, it is very unsafe
because of the fast traffic, and
WHEREAS, South Harnett is located on Highway 210, 10 miles south of Lilling-
ton on a dangerous curve and a hilly section of highway that creates a blind
spot. This highway is congested with heavy traffic from Fort Bragg and has
a high accident rate in this area. During the opening and closing of school
daily, with students, parents and school buses entering and leaving school, it
is very dangerous because of fast traffic, and
WHEREAS, we as responsible leaders of Harnett County do recognize the
concerns from the various people at the three schools and the Traffic Study
made by the Harnett County Schools' Transportation Department as being valid
and do recognize the three areas as being a safety hazard during the opening
and closing of each school daily;
NOW, THEREFORE, BE IT RESOLVED that it is recommended that the State
Highway Department place controlled flashing caution lights that can be cut on
and off by the principal during the opening and closing of school daily. Also,
signs directing traffic to a slower, safe speed during school hours at the
three schools.

AIRPORT GRANT Commissioner Brock moved for the adoption of the following resolution
AMENDMENT authorizing execution of an amendment to the airport grant agreement
ADAP 3 for Project No. 5 -27- 0088 -03. Commissioner Collins seconded the
motion and it carried.
RESOLUTION AUTHORIZING, ADOPTING, APPROVING, ACCEPTING AND RATIFYING
THE EXECUTION OF AMENDMENT NO. 1 TO GRANT AGREEMENT FOR PROJECT NO.
5 -37- 0088 -03 BETWEEN THE UNITED STATES OF AMERICA AND COUNTY OF
HARNETT, NORTH CAROLINA

BE. IT RESOLVED, by the Board of Commissioners of the County of Harnett:
SECTION 1. That said Board of Commissioners hereby authorizes, adopts,
approves, accepts and ratifies the execution of Amendment No. 1 to Grant Agreement
between the Federal Aviation Administration on behalf of the United States of
America and the County of Harnett.
HUD GRANT
SECTION 2. That the execution of said Amendment to Grant Agreement in
quadruplicate on behalf of said Board of Commissioners by Jesse Alphin, Chairman,
and the impression of the official seal of the County of Harnett and the
attestation of said execution by Vanessa W. Young, Clerk to the Board, is hereby
authorized, adopted, approved, accepted and ratified.
SECTION 3. That a true copy of the Amendment to the Grant Agreement referred
to hereinabove is hereto attached and made a part of this Resolution as though
it were fully copied herein.
AMENDMENT NO. 1 TO GRANT AGREEMENT FOR PROJECT NO. 5 -37- 0088 -03
WHEREAS, the Federal Aviation Administration (hereinafter referred to as the
FAA) has determined it to be in the interest of the United States that the grant
agreement between the FAA, acting for and d -on behalf of the United States, and the
Harnett County (Hereinafter referred to as the Sponsor), accepted by said
Sponsor on the 10th day of March, 1980, be amended as hereinafter provided.
NOW THEREFORE WITNESSETH:
That, in consideration of the benefits to accrue to the parties hereto, the
FAA on behalf of the United States, on the one part, and the Sponsor, on the
other part, do hereby mutually agree that the terms and conditions of the grant
agreement between the United States and the Sponsor, accepted by said Sponsor
on the 10th day of March, 1980, be amended.
The project description on Page °1 of the grant agreement which reads, "Acquire
land for approach and transitional areas (property interest satisfactory to the
Administrator in Tracts 4, 5, and 6); pave, light and mark runway, taxiway and
apron; install beacon, windcone, segmented circle and valut", is hereby revised
and reads as follows:
"Acquire land for approach and transitional areas (property interest
satisfactory to the administrator in Tracts 4, 5, and 6); pave, light,
and mark runway, taxiway and apron; install beacon, windcone, seg-
mented circle and vault, construct drainage improvements."
It is understood and agreed that all the other terms and conditions of the
grant agreement remain in full force and effect and are not changed or altered
except as herein above provided.
The United States shall not be obligated under any provision hereof unless this
amendment has been executed by the Sponsor, on or before October 30, 1981, or
such subsequent date as may be prescribed in writing by the Administrator.
In Witness Whereof, the parties hereto have caused this amendment to the grant
agreement to be duly executed as of the 5th day of October, 1981.
Commissioner Shaw moved for the adoption of the following resolution
authorizing execution of an annual contributions contract with the
United States Department of Housing and Urban Development. Commis-
sioner Brock seconded the motion and it carried.
Whereas, the County of Harnett (herein called the "PHA ") proposes to
enter into an Annual Contributions Contract (herein called the "Contract ") with
the United States of America, Department of Housing and Urban Development
(herein called the "Government ").
NOW, THEREFORE, BE IT RESOLVED by the PHA as follows:
Section'J... The Contract, numbered Contract No. A -3351, is hereby approved
and accepted both as to form and substance and the Chairman of the Board of
Commissioners is hereby authorized and directed to execute said Contract in
triplicate on behalf of the PHA, and the Clerk to the Board is hereby authorized
and directed to impress and attest the official seal of the PHA on each such
counterpart and to forward said executed counterparts to the Government together
with such other documents evidencing the approval and authorizing the execution
thereof as may be required by the Government.
Section 2. The Chairman of the Board of Commissioners is hereby authorized
to file with the Government from time to time, as monies are required, requisi-
tions together with the necessary supporting document, for payment under the
Contract.
Section 3. This Resolution shall take effect immediately.
REAPPOINTMENT OF
SURLES TO METRO
PUBLIC LIABILITY
INSURANCE
Commissioner Collins moved for the adoption of the following
resolution reappointing Robert Surels to the Northeast Metropoli-
tan Water District Board. Commissioner Shaw seconded the motion
and it carried: Yeas 5 ; Nays 0 ; Absent 0 ; Abstained
0 .
WHEREAS, Chapter 162A, Article 4, as amended, provides that the Board of
Commissioners shall appoint three board members of a duly created Metropolitan
Water District; and
WHEREAS, the Northeast Metropolitan Water District of Harnett County,
North Carolina, was duly created on April 14, 1976; and
WHEREAS, the term of Robert Surles expired on April 14, 1981;
NOW, THEREFORE, be it resolved by the Board of Commissioners fro the
County of Harnett that Robert Surles be and he is hereby reappointed to the
District Board for a term expiring on April 14, 1984.
Commissioner Stewart made a motion that the County renew its
Public Officers and Employees Professional Liability Insurance
Policy with James F. Jackson & Associates, Inc., with the limits
of liability of $1,000,000. Commissioner Brock seconded the mo-
tion and it carried.

MENTAL HEALTH Mental Health Board to fill the vacancy created by the resignation

Commissioner Collins made a motion that the afore described refunds
be approved. Commissioner Shaw seconded the motion and it carried
with a unanimous vote.
Larry Knotts, Operation Officer with the Sheriff's Department,
appeared before the Board and reported on the activities of the
Sheriff's office for the month of September, 1981.
The Board of Commissioners at its meeting of August 3, 1981,
appointed a committee consisting of Commissioner Bill Shaw, M. H.
Brock, County Manager; and representatives from the Sheriff's
Department to negotiate proposals to conduct a feasibility study
on renovating the jail facility and bring the Committee's recom-
mendation back to the Board. M. H. Brock, County Manager, informed
the Board that this committee received proposals from Grier -Fripp
Associates, Inc., Austin Associates, and Williams and Associates
which proposed to do the study at no charge to the County.
Mr. Brock continued to state that the Committee had visited a jail
facility in Moore County which was constructed by Austin Associates
Mr. Brock reported that this jail facility was inadequate. The
Committee also visited a jail facility in Richmond County which was
constructed by Williams and Associates. Mr. Brock reported that
this jail was well planned and constructed. Mr. Brock stated that
it is the Committee's recommendation thattthe Board accept the
ADJOURNMENT
proposal from Williams and Associates. Commissioner Shaw seconded
the motion and it carried.
There being no further business, the Harnett County Board of
Commissioners meeting of October 5, 1981, duly adjourned at
10:30 a.m.
