01051981Harnett County Board of Commissioners Meeting,January 5, 1981 CALLED TO ORDER PRAYER MINUTES APPROVED CORRECTION TO MINUTES OF JUNE 2, 1980 The Harnett County Board of Commissioners met in regular session on Monday, January 5, 1981, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following members present: Lloyd G. Stewart, M. H. Brock, Bill Shaw, and Chairman Jesse Alphin presiding. Vanessa Young, Assistant Clerk to the Board, and Edward H. McCormick, County Attorney, were also present. Commissioner Rudy Collins was absent. Chairman Jesse Alphin called the meeting to order at 9:20 a.m. Reverend Robert West led the morning prayer. The minutes from the Harnett County Board of Commissioners meeting of December 15, 1980, were approved as read. M. H. Brock, County Manager, informed the Commissioners that at the Harnett County Board of Commissioners meeting of June 2, 1980, the Board appointed Hoover Adams to serve on the Eastern Carolina Regional Housing Authority for a 5 -year term, effective July 1, 1980. This appointment was erroneously excluded from the minutes when they were typed in the Board of Commissioners Minute Book. Commissioner Brock made a motion that the minutes be corrected to include this appointment. Commissioner Stewart seconded the motion and the issue carried. HUD PRE - APPLICATION Commissioner Brock moved the adoption of the following resolution FOR INDUSTRIAL in reference to Harnett County submitting a pre - application to HUD TRAINING CENTER for financial support of the Harnett County Industrial Training Center. Commissioner Shaw seconded the motion and the issue carried. REPRESENTATIVE BOB ETHERIDGE HARNETT COUNTY INDUSTRIAL TRAINING CENTER WHEREAS, the Harnett County Board of Commissioners has been advised of the availability of Community Development Block Grant funds from the U. S. Depart- ment of Housing and Urban Development; and, WHEREAS, there is a pressing need for an Industrial Training Center in Harnett County to increase the job skill level, raise the per capita income and enhance the potential for industrial development in the County; and WHEREAS, the need for improving job skill levels is particularly acute among low and moderate income residents of Harnett County. NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSION- ERS, that the North Carolina Department of Natural Resources and Community Development is hereby authorized to submit a request for funds to the U. S. Department of Housing and Urban Development in order to provide financial support to the Harnett County Industrial Training Center. Done this fifth Day of January, Nineteen Hundred and Eighty -One. HARNETT Co NTY BOARD OF COMMISSANERS By: Attest: Assistant Clerk Representative Bob Etheridge appeared before the Board and commend- ed them on their efforts concerning the establishment of the Industrial Training Center. Mr. Etheridge informed the Board that the General Assembly would convene on January 14, 1981, at 12 noon, and requested the Commissioners to place him on the agenda for each first Monday so that he could keep informed on the needs of Harnett County. BUDGET AMENDMENT- Bob Etheridge, Chairman of Harnett County Sheltered Workshop, in- SOCIAL SERVICES formed the Board that the Sheltered Workshop had a deficit in its TRANSPORTATION Transportation Program. Mr. Etheridge continued to state that the Workshop plans to apply for a grant to meet these needs for the the next fiscal year; but, for this year, they needed some assis- tance from the County. Commissioner Stewart made a motion that 526 Code 10- 610 -46K, Social Services Transportation Budget, be amended in an amount not to exceed $7,000 and that the Workshop try not to spend but $4,000 of this $7,000. Commissioner Shaw seconded the motion and the issue carried. :DON DUPREE,DEPARTMENT Don Dupree, District Engineer with the North Carolina Department OF TRANSPORTATION of Transportation appeared before the Board to discuss road matters and situations in Harnett County. Commissioners Brock and Stewart informed Mr. Dupreethat Ms. Janie Blalock had con- tacted them concerning some problems regarding her road. Mr: Brock requested Mr. Dupree to contact Ms. Blalock to see what assistance the Department of Transportation could provide her. APPOINTMENTS/REAPPOINT- MENTS TO TRANSPORTA- TION STEERING COMMITTEE WELCOME TRANSPORATION DEVEL- OPMENT PLAN Commissioner Stewart made a motion that M. H. Brock, County Manager; Emma Lee West, Department of Social Services; Dr. Harry Larche with the Association of Retarded Citizens; Ms. May Marshbanks, Director of the Harnett County Council " -for Senior Citizens; Mr. Henry Thompson, Director of the Harnett County Health Department be reappointed to serve on the Steering Com- mittee for Transportation Development Plan and Harrington Morrison with the Board of Education; Mansfield Elmore, Director of the Lee-Harnett Mental Health Center; -and Phyllis Clayton with the Sheltered Workshop be appointed to the Steering Com- mittee. Commissioner Shaw seconded the motion and the issue carried. Chairman Jesse Alphin welcomed Mr. Bob Anderson and Mr. Rich to the Board of Commissioners meeting. Mary Neely with the N.C. Department of Transportation appeared before the Board concerning the Transportation Development Plan. Ms. Neely informed the Commissioners that counties which do not have an adopted Transportation Development Plan will not be eligible in the future to receive Section 18 funds and 16 (b) 2 funds. Also, Ms. Neely stated that priority funding for CETA, Title III, Title XX and ACYDF Funds will go to the counties with an approved TDP program. Ms. Neely continued to explain that in November, 1979, a TDP was presented to the Board of Commissioners for consideration. The Board did not adopt this Plan because of'its concept to implement a system to provide transportation to the General Public and to employ a transpor- tation coordinator. Ms. Neely explained that the County could adopt .a: very basic TDP with its main goal being to coordinate transportation services between the County Human Services De- partments. The Board of Commissioners expressed their concern that they did not want to establish a new County Transportation Department and employ a training coordinator. The Board stated that they would consider a Plan whereby a department would act as the lead agency and organize a transportation plan. Commis- sioner Brock made a motion that the Transportation Steering Committee with the assistance of Hank Avants, Regional Planner, prepare a Transportation Development Plan which focuses on Section 16 B 2 funds for the Board's Review. Commissioner Stewart seconded the motion and the issue carried. TAX COLLECTOR'S REPORT. Earl Jones, Tax Collector, appeared before the Board and report- ed on the activities of his Department for the month of Decem- ber, 1980, and its plans for January, 1981. TAX SUPERVISOR RELEASES Thomas Allen, Tax Supervisor, appeared before the Board and requested the following releases to the elderly with limited incomes: 1. Annie Lee, Grove Township, in the amount of $60.83 2. Mary Copling, Neills Creek Township, in the amount of $45.95 3. Freda Moore, Upper Little River Township, in the amount of $78 4. Aaron A. & Virginia W. Norris, Averasboro Township, in the amount of $71.25 5. Henry & Ruby Christian, Upper Little River Township, in the amount of $54.77 6. Theodore McIver, Barbecue Township, in the amount of $66.75 7. Odis & Doris Tart West, Averasboro Township, in the amount of $71.25 8. Irene Usly, Upper Little River Township, in-the amount of $66.75 RELEASES - VIVIAN SNYDER TAX SUPERVISOR - REFUNDS BUDGET AMENDMENT - TAX LISTING STATEMENT OF IN- VESTMENT REPORT BASE RATE INCREASED FOR AMBULANCE SERVICE REQUEST TO EQUIP AMBULANCE SYSTEM WITH REPEATER SYSTEM Commissioner Shaw made a motion that the aforementioned releases be approved. Commissioner Stewart seconded the motion and the issue carried. Mr. Thomas Allen, Tax Supervisor, requested a tax release for Mrs. Vivian Snyder. Mrs. Snyder had written Mr. Allen and ex- plained to him that she had been seriously ill and in the hospital and was not able to go list her taxes during the required period. Commissioner Brock made a motion to relieve Mrs. Vivian Snyder, Neills Creek Township, of the penalty in the amount of $41.54. Commissioner Shaw seconded the motion and the issue carried. Thomas Allen, Tax Supervisor, requested the following refunds: 1. Hubert Anthony Webber, Johnsonville Township, exemption for disabled person with limited income in the amount of $21.05. 2. Edward D. and Mary Black, Sr., Stewarts Creek Township, in the amount of $5.73. 1.10 acres of Mr. Black's land was recorded as open land and should have been recorded as woodland. 3. Joann Clark, Spring Lake, in the amount of $4.40. Listed in 1980 in Anderson Creek Fire District, but was not located in this district. 4. Interstate Petroleum, Black River Township, in the amount of $340.61. Inventory was included in the inventory listed in Averasboro Township to The First Union Bank. 5. Ruth Pate Smith, Black River Township, in the amount of $7.30; 1973 Ford Car was double listed. 6. Mrs. Evelyn Ennis, Grove Township, in the amount of $4.60. Erroneously listed in Grove Fire District. 7. James and Brunnie Coats, Averasboro Township, in the amount of $2.19. Heat was listed as floor furnace; however, it was forced air heat. 8. Mary Doris Murchison, Lillington Township, in the amount of $3.37, Lot charge incorrectly. Commissioner Stewart moved for the approval of the aforementioned tax refunds. Commissioner Shaw seconded the motion and the issue carried. Commissioner Brock made a motion that the Tax Listing Budget, Code 450 -02, Salaries and Wages, be increased by $10,000 for additional personnel to help the Tax Collector's Office with its rush of receiving taxes and to help the Tax Supervisor's Office with its listing. Commissioner Stewart seconded the motion and the issue carried. The Statement of Investment Report for the month ending December 31, 1980, was filed with the Board. Dan Gardner, Captain of the Harnett County Ambulance Service appeared before the Board and presented a progress report on the activities of the Ambulance Service. Commissioner Shaw made a motion that the Ambulance Service increase its base rate by $10 ($30 to $40). Commissioner Stewart seconded the motion and the issue carried. Dan Gardner, Captain of the Harnett County Ambulance Service appeared before the Board and presented a proposal to the County to equip two ambulances with a G. E. Vehicular repeater system at a total approximate cost of $4,500 to the County. Commissioner Brock made a motion that it would be the intent of the Board of Commissioners to consider this request in its 1981 -82 budget.
