10061980HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, OCTOBER 6, 1980 sePs CALL TO ORDER PRAYER The Harnett County Board of Commissioners met in regular session on Monday, October 6, 1980, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following members present: Lloyd G. Stewart, M. H. Brock, Bill Shaw, and Chairman Jesse Alphin presiding. H. D. Carson, Jr., Clerk to the Board, and Edward H. McCormick, County Attorney, were also present. Commissioner Rudy Collins was absent. Chairman Jesse Alphin called the meeting to order at 9:15 a.m. Edward H. McCormick, County Attorney, led the morning prayer. APPROVAL OF MINUTES The minutes from the Harnett County Board of Commissioners meetings of September 15, 22, and 29, 1980, were approved as read. DON DUPREE, DOT Don Dupree, District Engineer with the North Carolina Department of Transportation, appeared before the Board to discuss road matters and situations in Harnett County. Mr. Dupree informed the Commissioners that the residents on Dees Street and Thamas Avenue Extension in Manor Hills Subdivision, Lillington, North Carolina, had deposited $7,112 with Mid -South Bank as the property owners participation for the paving of these two streets. Mr. Dupree informed the Commissioners that they would need to approve $10,000 out of secondary road construction funds for the paving of these streets. Commissioner Stewart made a motion that $10,000 be taken out of the secondary road construction funds to pave Dees Street and Thames Avenue Extension in Manor Hills Subdivision. Commissioner Shaw seconded the motion and the issue carried. OVERHILLS -- ABANDON SRs 1118, 1119, & 1117 FROM STATE MAINTAINED SYSTEM MRS. MEEKS - -TWIN LAKES MRS. MEEKS - -LAW ENFORCEMENT CONCERN APPOINTMENTS TO THE LIBRARY BOARD M. H. Brock, County Manager, informed the Commissioners that he had received a petition from the residents of Overhills neighbor- hood to abandon State Roads 1118, 1119, and 1117 from the State Maintained System. Mr. Dupree informed the Commissioners that Overhills also wished to abandon these roads as public ways and in order to do this the Board of Commissioners would need to hold a public hearing concerning this matter. Commissioner Stewart made a motion to table this matter until a later date. Commis- sioner Shaw seconded the motion and it carried. Mrs. Meeks from Twin Lakes addressed Mr. Dupree and informed him that the streets in Twin Lakes Subdivision were on the state system for maintenance and the residents had petitioned the Department of Transportation to pave these streets but they had never been paved. Mr. Dupree informed Mrs. Meeks that the only option open to these residents to get these roads paved was through a property owner participation basis at a cost of $2 per foot on each side of the road. Mrs. Meeks also appeared before the Board of Commissioners on behalf of a group of concerned citizens from Twin Lakes in regards to law enforcement protection. She informed the Commissioners that her neighborhood was constantly being disturbed and harassed at 2 and 3 O'Clock in the morning by motorcyclist and dare -devil car drivers. Mrs. Meeks said that she had contacted the Sheriff's department and that her neighborhood was in the process of imple- menting the community watch program which she hoped would help solve some of these problems. Mrs. Meeks continued to state that one of her major concerns was the 55 mph speed limit through Twin Lakes Subdivision. She stated that she thoughtthe speed limit should be 45 mph because of the poor road conditions and the safety of the children. She informed the Board that she had contacted the Highway Patrol and the Governor's Office. The State referred this matter to Mr. Stadermann with the N. C. Department of Transportation, who is responsible for the posting of signs along the road sides. Mrs. Meeks stated that Mr. Stader- mann informed her that he would take care of this matter. Mrs. Meeks continued to say that she wanted the Board of Commis- sioners to be aware of the problems that were occurring in Western Harnett County. The Board thanked Mrs. Meeks for coming and sharing this information with them. Commissioner Stewart made a motion that J. D. Sistrunk, Buies Creek; James Futtrell, Dunn; Larry Smith, Erwin; and Bernice Dawson, Bunnlevel, be appointed to serve on the library board for a four -year term. Commissioner Shaw seconded the motion and the issue carried. AUDIT FOR FY 1980 -Mr. Oscar N. Harris appeared before the Board, explained and filed a copy of the Audit of the Financial Statements for the Years Ended June 30, 1980, and 1979. Mr. Harris complimented the County Manager and the County Auditor on the professional manner in which the county finances were maintained. CONTRIBUTION TO ART COUNCIL TAX COLLECTOR'S REPORT TAX ATTORNEY REPORT M. H. Brock, County Manager, informed the Board that when the 1980 -81 County Budget was approved, the Commissioners had included $4,500 in Special Appropriations as a contribution to the Harnett County Arts Council. However, since this was not included as a separate line item in the budget, the Board would need to record this appropriation. Commissioner Brock made a mo- tion that the County contribute $4,500 to the Harnett County Arts Council, Inc., Commissioner Shaw seconded the motion and the issue carried. Earl Jones, Tax Collector, appeared before the Board and presented a progress report on the activities of his department for the month of September and his plans for the month of October. Edward H. McCormick, County Attorney, filed the following tax attorney's report with the Board.
