09291980HARNETT COUNTY SPECIAL MEETING, SEPTEMBER 29, 1980 CALL TO ORDER PRAYER The Harnett County Board of Commissioners met in special ses- sion on Monday, September 29, 1980, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the followinymembers present: Lloyd G. Stewart, M. H. Brock, Bill Shaw, Rudy Collins,and Chairman Jesse Alphin presiding. Edward H. McCormick, County Attorney, and H. D. Carson, Jr., Clerk to the Board, were also present. Chairman Jesse Alphin called the meeting to order at 9 a.m. Commissioner M. H. Brock led the morning prayer. EXTENSION OF METRO Roy Spainhour, Project Engineer with Moore, Gardner, & Associ- WATER TO WAKE - HARNETT ates, Inc., appeared before the Board to discuss the extension COUNTY LINE of the Northeast Metropolitan Water Line to the Harnett -Wake County Line. Mr. Spainhour informed the Commissioners that the municipalities of Fuquay - Varina, Apex, Cary, Morrisville, and Holly Springs were very interested in obtaining an addition- al source of water supply from Harnett County, and they had already authorized Moore, Gardner to conduct an engineering re- port on this project. Mr. Spainhour continued to state that he had come before the Board of Commissioners to request authorization from the Board to proceed with an engineering report for Harnett County. Commissioner Collins made a motion that Moore, Gardner & Associates, Inc., out of Asheboro be and it is hereby authorized to proceed with an engineering report to determine the feasibility of Harnett County extending the Northeast Metropolitan Water Line to the Harnett -Wake County Line on Highway 55 West of Angier and the costs for this report not to exceed $5,000. Commissioner' Shaw seconded the motion and the issue carried. UPDATE OF EXISTING Roy Spainhour also requested that the Board authorize Moore, WATER STUDY Gardner, and Associates to update the existing engineering report on the county -wide water system. Commissioner Brock made a motion that Moore - Gardner be authorized to make a preliminary study on updating the existing county -wide feasibi- lity water study and bring this report back to the Board when it is completed. Commissioner Shaw seconded the motion and the issue carried with a unanimous vote. Mr. L. P. Wells appeared before the Board and informed the Commissioners that when the revaluation was conducted he was visiting Florida, and while he was there he had a severe heart attack. He continued to inform the Board that in a few weeks he returned home, and he and his wife stayed in a rest home until recently, when he was able to start driving. During this time, Mr. Wells explained, he was unable to take care of his personal business, and he was not able to file his appli cation for land use. Mr. Wells requested the Board's consider- ation of this matter. Commissioner Collins informed the Board that he was familiar with this situation and made a motion that Mr. L. P. Wells be permitted to file his land use application since this was a hardship case. Commissioner Shaw seconded the motion and the issue carried.
