08181980HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, AUGUST 18, 1980 CALL TO ORDER PRAYER APPROVAL OF MINUTES HARNETT COUNTY WORK- EDUCATION COUNCIL The Harnett County Board of Commissioners met in regular session on Monday, August 18, 1980, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following members present: M. H. Brock, Lloyd G. Stewart, Bill Shaw, Rudy Collins, and Chairman Jesse Alphin presiding. H. D. Carson, Jr., Clerk to the Board, and Edward H. McCormick, County Attorney, were also present. Chairman Jesse Alphin called the meeting to order at 7:30 p.m. Commissioner Bill Shaw led the evening prayer. The minutes from the Harnett County Board of Commissioners meeting of August 4, 1980, were approved as read. Sam Mirello, president of the Harnett County Work- Education Council, appeared before the Board and briefly defined the purpose and goals of this newly created council.. Mr. Mirello informed the Commissioners that the Council had made an applica- tion to incorporate so it would be independent of any political body. Mr. Mirello continued to explain that it would be approxi- mately six months before the council would be incorporated, and the Work- Education Council would like for the Harnett County F Board of Commissioners to serve as the sponsoring agent during this interim period. Commissioner Shaw made a motion that Harnett County serve as the interim sponsoring agent until the Council is incorporated. Commissioner Collins seconded the motion and the issue carried. PUBLIC LIABILITY M. H. Brock, County Manager, informed the Commissioners that INSURANCE INCREASED James F. Jackson and Associates, Inc., the insurance firm which handles Harnett County's public officials and employees professionaly liability insurance program, was now offering additional limits of liability of $1,000,000. Mr. Brock continued to explain that the county currently has a policy with James F. Jackson and Associates, Inc., with limits of liability of $300,000. Commissioner Stewart made a motion that Harnett County increase its public officials and employees professional liability insurance with James F. Jackson and Associates, Inc., from $300,000 per incident to $1,000,000 per incident. Commissioner Shaw seconded the motion and the issue carried. Mrs. Randall, Harnett County Librarian, appeared before the Board and informed the Commissioners that funds had been set aside on the state level to aid counties in the construction of libraries. Mrs. Randall stated that she would like to make an application on behalf of Harnett County for $100,000 for the construction of a library facility. But prior to making this application, she requested that the Harnett County Board of Commissioners consider making a commitment to appropriate $100,000 as the county's match. The Commissioners informed Mrs. Randall that they were interested in this project, but they would need to obtain some additional information before they could appropriate any county money for the construction of a new library facility. CONSTRUCTION OF LIBRARY FACILITY I.V. PROGRAM FOR COUNTY AMBULANCE SERVICE FIRST MONDAY MEETING IN AUGUST RESCHEDULED Dan Gardner, Captain of the Harnett County Ambulance Service, appeared before the Board and apprised it that the Ambulance Service was now prepared to begin its I.V. Program in cooperation with Good Hope Hospital. Mr. Gardner requested the Board's endorsement of this project. Commissioner Collins made a motion that the Harnett County Board of Commissioners endorse the concepts ama intent of the I.V. program; support the goals of the program; ensure that the Harnett County Ambulance Service will comply with the rules and regulations as stated in North Carolina General Statute 143 -514; and commit the resources of Harnett County to the success of this program. Commissioner Shaw seconded the motion and the issue carried. Commissioner Stewart made a motion that the first Monday meeting of the Harnett County Board of Commissioners which is to be held on Labor Day, September 1, 1980, be rescheduled for Tuesday, September 2, 1980. Commissioner Collins seconded the motion and the issue carried.
