04081980HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, APRIL 8, 1980 CALL TO ORDER PRAYER APPROVAL OF MINUTES BID AWARDED FOR CRAWLER DOZER The Harnett County Board of Commissioners met in regular session on Tuesday, April 8, 1980, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following members present: M. H. Brock, Bill Shaw, Rudy Collins, and Vice - Chairman Lloyd G. Stewart presiding. Chairman Jesse Alphin came at 10 a.m. H. D. Carson, Jr., Clerk to the Board, and Edward H. McCormick, County Attorney, were also present. Vice - Chairman Lloyd G. Stewart called the meeting to order at 9:10 a.m. Commissioner Collins led the morning prayer. The minutes from the Harnett County Board of Commissioners meeting of March 17, 1980, were approved as read. Commissioner Shaw reported that the committee appointed by the Chairman of the Board at the March 17, 1980, meeting to study the bids for the crawler dozer had awarded the bid to North Carolina Equipment Company, Raleigh, North Carolina. TAX SUPERVISOR'S Thomas Allen, Tax Supervisor, appeared before the Board and requested the REPORT following refunds: LAND USE ASSESSMENT VALUES 1. William S. Wellons, P. 0. Box 766, Spring Lake, NC, Lot No. 25 in Rolling Spring Subdivision, was double listed to Harriett Ellis Upshur, amount of the refund to Mr. Wellons was in the amount of $9.28. 2. Refund to A. J. White Estate, Lillington Township, in the amount of $51.94, Lot No. 49 was double listed to Campbell University Commissioner Collins made a motion that the foregoing refunds be approved, Commissioner Shaw seconded the motion and the issue carried. Commissioner Brock made a motion that April 30, 1980, be set as the deadline for filing the Land Use Assessment Values on Farm Land with the Tax Super- visor's Office and that an advertisement be published stating the same. LIBRARY BUDGET AMENDMENT Mrs. Margaret Randall, Director of the Harnett County Library, appeared before the Board and requested an amendment to the library budget in the amount of $4,397. Mrs. Randall explained to the Board that she had expended her books appropriation, Code 10- 630 -25, and has several outstandin invoices which she would need to pay out of this line item. She continued to state that she anticipated receiving revenues in the amount of $4,397 fro the state and federal governments within two weeks. M. H. Brock, County Manager, explained to the Board that it is the financial procedure of the County to wait until after the revenues are received before a budget amendment is made. Following a discussion of this matter, it was the decision of the Board to take this information under advisement until the mid -month meeting. BOONE TRAIL EMERGENCY RESCUE SERVICE APRIL 14TH THROUGH APRIL 18TH PROCLAIM SPECIAL OLYMPICS WEEK Vice - Chairman Lloyd Stewart welcomed a group from the Boone Trail - Mamers area to the Board of Commissioners meeting. Commissioner Stewart explained to the others present that this group had organized a volunteer rescue service and that 40 persons from the community had taken and passed the EMT test in order to serve on the Boone Trail Volunteer Rescue Service. Com- missioner Stewart complimented these citizens on their initiative, determina tions, hard work, time, and efforts they had devoted to the creation of this volunteer service. M. H. Brock, County Manager, informed the Boone Trail citizens that the County had received an ambulance from the Governor's Highway Safety Program which they would lease to the Boone Trail Emergency Volunteer Rescue Service for one dollar ($1) per year. Commissioner Brock continued to explain that the County would appropriate funds to the Rescue Service in the 1980 -81 budget. Commissioner Lloyd G. Stewart presented the keys to one fully equipped 1977 Dodget Amliner Ambulance to Dr. Sloan, Chair man of the Board of Directors. Warren Culbreth, Director of the Harnett County Parks & Recreation Program appeared before the Board and presented the following proclamation declaring the week of April 14th through April 18th, 1980, as Special Olympics Week in Harnett County: WHEREAS, over 150,000 North Carolina citizens are mentally handicapped; and WHEREAS, the Spcial Olympics program was developed to provide athletic train ing and competition for mentally handicapped individuals; and WHEREAS, through such athletic endeavors our mentally handicapped citizens can gain the growth and confidence necessary to build a positive self- image; and WHEREAS, the highly important task of aiding these special young people of Harnett County to help themselves can belong to each of us through Special Olympcis; and ` 4 ACTION BA GRANT WHEREAS, the Parks and Recreation Department of Harnett County is sponsoring the 1980 Special Olympics meet; NOW, THEREFORE; WE the Harnett County Board of Commissioners do hereby proclain the week of April 14th through April 18th, 1980, as Special Olympics Week in Harnett County. Commissioer Shaw moved for the adoption of the foregoing resolution, Commissioner Stewart seconded the motion and the issue carried. M. H. Brock, County Manager, informed the Board that the County had been appropriated approximately $39,000 CBA funds for the FY 1981. He continued to explain that the Department of Social Services had requested that $22,230 of these funds be allocated for the continuation of the Specialized Foster Care Program and the Board of Education had requested that $16,647 be allocated for School Pyschological Services. Commissioner Brock made a motion that Chairman Jesse Alphin be authorized to execute the community -based alternative agreement approving these requests for funds. Commissioner Stewart seconded the motion and the issue carried. TAX COLLECTOR'S REPORT Earl Jones, Tax Collector, appeared before the Board and reported on the activi- ties of his department of the month of March and his plans for the month of April 1980. Brock, County Manager, filed a copy of the.Quarterly Expenditure and even EXPENDITURE & REVENUE ue Report with the Board. OATHS FOR INDUSTRIAL FACILITIES & POLLUTION CONTROL COMMITTEE On August 8, 1977, the Harnett County Board of Commissioners created the Harnett County Industrial Facilities and Pollution Control and appointed seven persons to serve on the committee; however, the oaths of office were never recorded in the Board of Commissioners minute docket. Commissioner Shaw made a motion that the oaths for these seven commissioners be entered into these minutes. Commissioner Brock seconded the motion and the issue carried. Commissioner Brock made a motion 74, Capital Outlay- Equipment, be was bid last March, but was paid Shaw seconded the motion and the s/ Georgia Lee Brown Clerk of Superior Court that the Register of Deeds budget, Code 10-480 - amended by $12,000 for the Reader - Printer which for out of this year's budget.
