nA NETT COUNTY BOARD OF COMMISSIONERS MEETING, FEBRUARY 4, 1980
The Harnett County Board of Commissioners met in regular
session on Monday, February 4, 1980, in the Commissioners
Room, County Office Building, Lillington, North Carolina,
with the following members present: M. H. Brock, Rudy
Collins, Bill Shaw, and Vice - Chairman Lloyd G. Stewart
presiding. H. D. Carson, Jr., Clerk to the Board, was also
present. Jesse Alphin, Chairman, was absent.'
CALL TO ORDER Vice- Chairman Lloyd G. Stewart called the meeting to order
at 9 a.m.
PRAYER Commissioner Rudy Collins led the morning prayer.
DON DUPREE, DOT Don Dupree, District Engineer with the North Carolina
Department of Transportation, appeared before the Board
to discuss road matters and situations in Harnett County.
ACCESS ROAD TO AIRPORT Commissioner Brock introduced and moved for the adoption of
ADDED TO STATE SYSTEM FOR the following resolution requesting the North Carolina
MAINTENANCE Department of Transportation to add the access road leading
to the Harnett County Airport to the Secondary Road System
for Maintenance. Commissioner Collins second the motion
and the issue carried:
OVERALL ECONOMIC DEV-
ELOPMENT PROGRAM
Be It Resolved by the Harnett County Board of Commissioners that
the North Carolina Department of Transportation be and is hereby
requested, by the proper execution of this document, to add 3500 ft.
of the access road leading into the Harnett County Airport to the North
Carolina State Secondary Road System for Maintenance.
Done this Fourth Day of February, Nineteen Hundred and Eighty.
Commissioner Brock introduced and moved for the adoption of
the following resolution concerning the update of Harnett
County's Overall Economic Development Program. Commissioner
Shaw seconded the motion and the issue carried:
WHEREAS, Harnett County, North Carolina, qualified as a redevelop-
ment area under the Public Works and Economic Development Act of 1965,
as Amended; and
WHEREAS, Harnett County recognizes the high unemployment rate in
Harnett County; and
WHEREAS, Harnett County recognized a need to conduct Public Works
and other programs as provided for under the Public Works and Economic
Development Act of 1965, as amended; and
WHEREAS, Harnett County Board of Commissioners has examined and duly
considered such an Act and the Harnett County Board of Commissioners
considers it to be in the public interest and to its benefit to file a
request for designation as a Redevelopment Area under said Act, and to
authorize other action in connection therewith.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF.HARNETT COUNTY, NORTH CAROLINA, that the County requests that it
continue to be designated as a Redevelopment Area under the provisions
of the Public Works and Economic Development Act of 1965, as amended,
and hereby expresses intent to take action necessary to develop an
acceptable overall economic development program for Harnett County and
to implement the same to the extent it is approved by the Secretary
of Commerce.
ONNIE SPENCE APPOINTED Commissioner Brock made a motion that Connie Spence be
O SERVE ON OEDP COMMIT- appointed to serve on the Overall Economic Development
EE Program Committee in the position vacated by Sam Sally. Com-
missioner Collins second the motion and the issue carried.
SOIL AND CONSERVATION Dan Spangler, Soil Survey Party Leader, with the Soil Consery
rSERVICE, MEMO OF UNDER- ation Service, appeared before the Board and presented the
STANDING AMENDED following revision to the memorandum of understanding relativ
to the soil survey for Harnett County: The original memoran-
dum of understanding was executed in January, 1976.
Specifications
Field mapping will be done on USGS Quad Centered Orthophotography. The
mapping scale and proposed published scale is 1 :24,000. The minimum
size management unit will be about five (plus or minus one) acres. This
means that areas of significantly contrasting soils will have boundaries
drawn and soil map symbols used to identify them. Smaller sized areas
of such soil may be shown with ad hoc symbol without boundary or special
symbols may be employed, i.e. wet spots, etc. ASCS imagery has been used
and is available at a scale of 1:15,840 for field use.

Most units are consociations (single phases of series) and will accommodate a
wide array of interpretations. A few are broader in design for lands that are
limited suitability. These map units are associations and their composition will
be evaluated during field work. Transects may be an appropriate means to use in
some situations. Except where indicated in the map unit description, they are
medium or narrowly defined units.
MANAGEMENT
The accelerated soil survey started in 1 -1 -76 and is expected to be completed 6 -82.
PUBLICATION PLANS
The SCS will be responsible for preparing the manuscript and publishing the soil
survey. The survey will be published at a scale of 1:24,000.
PURPOSE
The purpose of the soil survey is to accurately determine the nature, distribution,
and extent of the various kinds of soil in Harnett County. This information is
needed to help determine the suitability of soils for planning purposes, for
agricultural programs, health and sanitary programs, county and urban development
planners, foresters, and landowners.
The first soil map of Harnett County was published in 1916. This map is of little
use today for major changes have occurred in the soil series concept. Maps for
conservation planning since about 1965 will be updated and used where possible in th
soil survey. There has been some changesin soil series concepts and the application
of series to land surfaces since these soil maps were prepared.
DESCRIPTION OF THE AREA
Harnett County lies mainly in the Coastal Plan province, but part of the northwester
section is within the Piedmont. The county as a whole consists of generally level
to rolling uplands, dissected by the valleys of the Cape Fear, Upper and Lower Littl
and Black Rivers. The elevations range from 50 feet on the Cape Fear River at the
Cumberland County line and about 490 on Bid Ridge near Mt. Moriah Church two miles
east of Moore County Line on NC 27. About 60 percent of the county is forested,
a major part of which is in the Sandhills, flatwoods, and Piedmont sections of the
county. Most of the Nonforested area is used for cropland. Corn, soybeans, tobac-
co, and small grain are the major crops.
There are 387,840 acres total land area in the county.
COOPERATING AGENCIES AND THEIR RESPONSIBILITIES
The Soil Conservation Service will provide the Soil Survey Party Leader. It provide
both scheduled and non - scheduled technical reviews of all phases of the soil survey
The Soil Conservation Service will also be responsible for map compilation and
publication of the soil survey report.
The N. C. Agricultural Research Service assists in field reviews and provides
laboratory characterization determinations as they relate to classifications. Also,
they provide laboratory determinations for special soil studies that are made
during the course of the field work. The N. C. Departmentof Natural Resources
and Community Development provides a full -time soil scientist, participates in
field reviews and provides limited amounts of field equipment in the conduct of
the soil survey. The N. C. Agricultural Extension Service provides services on
an educational and informational nature. The Harnett County Board of Commissioners
provdes office space, telephone and matching funds to provide a full -time SCS soil
scientist. A cooperative agreement dealing with funding, personnel, and equipment
has been approved between the Harnett County Board of Commissioners and the
Soil conservation Service. It will be reviewed and revised annually as may be
needed.
Commissioner Collins moved for the adoption Memorandum of Understand-
ing. Commissioner Shaw second the motion and the issue carried.
EFUND- -NEILL Thomas Allen, Tax Supervisor, appeared before the Board and requested
OSS a refund in the amount of $2.29 to Neill Ross. A lot in Lillington
whish is owned by Mr. Ross was erroneously charged in Flatwoods fire
district. Commissioner Shaw made a motion that the refund to Neill
Ross be approved. Commissioner Collins second the motion and the
issue carried.
AX COLLECTOR'S Thomas Allen, Tax Supervisor, presented the report on the activities
EPORT of the Tax Collector's Office for the month of January, 1980, for
Mr. Earl Jones, who is recovering from a kidney operation.
NDERSON CREEK Commissioner Shaw presented a progress report on the construction of
ANDFILL BUILD- the metal building at the Anderson Creek Landfill.

HVAC SYSTEM FOR
COURTHOUSE
BUDGET AMENDMENT TO
SHERIFF'S BUDGET
Commissioner Brock apprised the Board that the preconstruct-
ion conference on the renovations to the Courthouse HVAC
system was held on Friday, February 1, 1980.
Commissioner Collins made a motion that the Sheriff's Budget,
Code 10- 510 -74, be amended.to include the revenue received
from the gun sale held on January 26, 1980, in the amount
of $603.50. Commissioner Shaw seconded the motion and the
issue carried.
STOP ORDER ON AIRPORT Fred Hobbs, Project Engineer with Talbert, Cox and Associates
forwarded a written recommendation to the Board that a stop
order be issued on the airport project. Mr. Hobbs stated
that the site was so saturated with moisture that no meaning-
ful progress could be obtained at this time. Commissioner
Brock made a motion that a stop order on the airport project
be issued from February 1,1980, and remain in effect until
the weather would permit sufficient progress. Commissioner
Shaw second the motion and the issue carried with a unanimous
vote.

Commissioner Collins made a motion that the subdivision plats
for Walkers Creek Subdivision located in Upper Little River
Township, owned by James B. and wife, Elsie B. Brown and
Broadway Subdivision. located in Upper Little River Township,
owned by R. A. McLamb, Johnny Allen, and Bob King be approved
Commissioner Shaw second the motion and the issue carried.
Commissioner Brock ade -a motion that -the following order be
directed to Earl Jones; Tax Collector, to.sell all liens for
1980 - taxes. Commissioner Collins seconded the motion and the
issue carried:
In accordance with Section 105 -369 of the North Carolina General
Statutes, I report that as of the close of business, January 31, 1980,
the unpaid taxes for the current Fiscal year that constitute liens on
Real Property in Harnett County: $74b,719.44 - ($-405,100.08)"
Be it resolved that, pursuant to the authority vested in the Board
by Section 105 -369 of the General Statutes of NorthCarolina, W. Earl
Jones, Tax Collector, is hereby ordered to advertise for sale according
to law and to sell all liens for 1980 taxes then existing on reap
property at the Courthouse door on May 5, 1980, beginning at 10 a.m.
