$500 for the Campbell project. Commissioner Collins seconded
the motion and the issue carried.

Commissioner meeting of November 5, 1979, duly adjourned at

CALL TO ORDER
PRAYER
CETA REPORT
The Harnett County Board of Commissioners met in regular ses-
sion on Monday, November 19, 1979, in the Commissioners Room,
County Office Building, Lillington, North Carolina, with the
following members present: M. H. Brock, Lloyd G. Stewart,
Rudy Collins, Bill Shaw, and Chairman Jesse Alphin presiding.
Chairman Jesse Alphin called the meeting to order at 7:30 p.m.
Herman Green led the morning prayer.
Joe Lucas, Director of the Harnett County Department.of Human
Resources appeared before the Board and presented a report on
the CETA Program.
DEPARTMENT OF HUMAN The following resolution was submitted to the Board for consider
RESOURCES - AFFIRMA- ation by Joe Lucas, Director of the Harnett County Department
TIVE ACTION PLAN of Human Resources -- Manpower.
Be it resolved by the Harnett County Board of Commissioners, North
Carolina, that the plan of goals and statements revised as of September 14,
1979, shall govern the affirmative action and equal employment opportunity
efforts of the Harnett County Department of Human Resources -- Manpower, and
a copy of the same shall be filed in the office of the director of the
Harnett County Department of Human Resources -- Manpower.
The plan entitled "Affirmative Action Plan" Harnett County Department
of Human Resources -- Manpower is hereby adopted this Nineteenth Day of
November, 1979.
Commissioner Collins made a motion that the Board adopt the
foregoing resolution. Commissioner Shaw seconded the motion and
the issue carried.
COMMUNITY INVOLVE- The Board of Commissioners presented an award to each of the
MENT AWARDS following clubs for its outstanding leadership and involvement
toward the betterment and development of its community: Montez
Swann and John W. McNeill on behalf of Riverside Community Develo
ment Club; Johnnie Taylor on behalf of Anderson Creek Ruritan Clu
Avis Hall on behalf of the Harnett County Senior Citizens, Inc.;
Frank Mangum on behalf of Angus Fire Armour Corporation, and Mr.
Herman Green.
SMALL FARMERS RESOLU-
TI ON
The County of Harnett received a letter from Cherokee County requesting the
Board of Commissioners to adopt a resolution executed by them in support of
the small farmers. This resolution was submitted to James Goff, Chairman
of the Harnett County Agricultural Extension Office for his review and
recommendations. Mr. Goff stated that he was in favor of adopting a resolution
in support of the small farmers, but pointed out the following as changes
which needed to be made:
1. The resolution gave no clear definition as to what constitutes a family
faint.

2. The reference to the "tax loss farming" situation might need
to be further studied because there has been legislation to
help alleviate some of the problems relative to writing off farm
losses and expenses from income earned elsewhere.
3. In Section 6F, the research, technology, training and
education is available for the conservation of soil and water
quality and the development and maintenance of the productive
farm system of agriculture.
4. The statement that being large does not increase efficiency
needs more explanation.
5. Economics points out that larger operations are generally
more efficient.
Commissioner Brock made a motion that the Board authorize a
committee consisting of the County Manager, James Goff, and
Lloyd G. Stewart to draw up an original resolution from Harnett
County in support of the small farmer. Commissioner Collins
seconded the motion and the issue carried.
Commissioner Shaw informed the Board that the County had entered
into an agreement with Oscar P. Hay for Professional Engineering
Services to draw up the plans for the renovation and alterations
to the Harnett County Courthouse heating and cooling system.
Commissioner Stewart made a motion that the County create a New
Generations Interagency Committee for Harnett County and
appointed M. H. Brock, County Manager, to serve as Chairman;
Dr. Tom Schumacher, Director of Pupil Personnel for the Harnett
County schools to serve as Vice Chairman; Helen Crews, Director
of Harnett County Department of Social Services; Tony Tucker,
Director of Harnett County Industrial Development Commission;
Margaret Randall, Harnett County Librarian; No Wortman, Associat
Superintendent of Instruction, Harnett County Schools; James
Goff, Agricultural Extension Chairman for Harnett County;
Mansfield Elmore, Lee - Harnett Mental Health Director; Henry
Thompson, Director of the Harnett County Health Department;
Leonore Tuck, Chairman of Home Economics Department at
Campbell University; Hollie Johnson to serve as Secretary of the
Committee. Commissioner Collins seconded the motion seconded
the motion and the issue carried. The goal of this
New Generation Committee is to coordinate the existing resources
in the County to help the family and the community ensure good
development, health care, ad education for each child in his
early formative years. This committee shall be committed to
raising a literate and healthy new generation of children.
Commissioner Shaw informed the Board that the County had awarded
the contract for the construction of a 40 x 40 metal building on
the Anderson Creek Landfill Site to Turlington and Turlington,
LTD, in the amount of $14,870.
M. H. Brock, County Manager, notified the Board that the County
employees are now covered by public liability insurance. This
insurance was purchased from James F. Jackson & Associates at the
cost of $7,710.
Pat Cameron appeared before the Board and presented a report on the
Child Support Enforcement IV -D Program.
Commissioner Brock made a motion that the Contingency Fund,
Code 690 -200, be amended in the amount of $150,00 to cover expense
incurred for the operation of the LEAA grant -- Specialized Foster
Care, and to cover contributions to the Historical Society, arts
Council, Lee - Harnett Mental Health. Commissioner Shaw seconded
the motion and the issue carried.
Commissioner Brock moved for the adoption of a budget ament to
Code 10- 590 -02, Salary, in the amount of $6,741, Code 10- 590 -05,
FICA in the amount of $413, Code 10- 590 -07, Retirement in the
amount of $461, Code 10- 590 -14, Travel in the amount of
$565, and Code 10- 590 -84 Home Health Services in the amount
of $3,519 for the purpose of funding a third nursing position
for Home Health Services. Commissioner Stewart seconded the
motion and the issue carried. Mr. Thompson informed the Board
that the Health Department had a contract with the Harnett
County Office on Aging to cover $3,076 of these costs, and had
a contract with the N. C. Department of Health Services which
would cover an additional $7,421 of this amendment. Mr. Thompson
continued to explain that the increased earning through third -
party payments (medicare and medicaid) would more than compensate
