The Harnett County Board of Commissioners met in regular session on Monday,
April 2, 1979, in the Commissioners Room, County Office Building, Lillington,
North Carolina, with the following members present: M. H. Brock, Rudy Collin
Bill Shaw, and Chairman Jesse Alphin presiding. Edward H. McCormick, County
Attorney, was also present. H. D. Carson, Jr., Clerk to the Board, and
Commissioner Lloyd G. Stewart, were absent.
CALL TO ORDER Chairman Jesse Alphin called the meeting to order at 9:15 a.m.
PRAYER Commissioner Bill Shaw led the morning prayer.
BOB ETHERIDGE Representative Bob Etheridge appeared before the Board and discussed
legislative and governmental matters.

SR PROGRAM FOR 1979
Paul Peruzzi, Assistant Director of the Planning F, Budget Section with the
N. C. Department of Medical Assistance, Robert Stewart, Jr., Regional Directo
with the Deparrtment of Human Resources, and Representative Fletcher Harris
appeared before the Board to discuss the increasing cost of the Social
Services Medical Programs The Board of Commissioners had been requested by
the Department of Social Services to appropriate an additional $100,000 to
continue providing medical services. The Board requested Mr. Peruzzi and Mr.
Stewart to explain the reasons for these rising costs. Mr. Peruzzi informed
the Commissioners that in the 1978, the General Assembly increased the
counties' share of nonfederal costs for nonstate -owned skilled nursing and
intermediate care facilities from 15% to 35%. This shifted more cost
for patient care from State revenue sources to county sources, without
justification and at a time after counties' social services budgets had been
approved at the Local level; therefore, many county budgets are showing a
deficit in the medical programs allotments. The state is investigating this
matter to see if some relief can be broughtto the local level.
Don Dupree, District Engineer with the North Carolina Department of Transport
ation, appeared before the Board to discuss road matters and situations in
Harnett County.
Commissioner Brock made a motion that the following resolution be adopted
establishing the Harnett County Secondary Road Program for 1979. Commis-
sioner Shaw seconded the motion and the issue carried unanimously:
WHEREAS, the Board of County Commissioners recognizes the great need for
improvement of secondary roads in Harnett County; and
WHEREAS, Department of Transportation Officials have said that funds in
the amount of $481,919 have been allocated to Harnett County for improvement
of secondary roads for fiscal year 1978 -79; and
WHEREAS, the Department of Transportation presented to us a priority list
of roads in Harnett County determined by the Statewide criteria for considera
tion and approval;
NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSION-
ERS, that that the Board of Transportation be and they are hereby requested
to alter the priority list submitted so that such priority list of roads
scheduled for improvements within Harnett County shall read as follows:

RESOLUTION - SR 2017 Commissioner Shaw made a motion that the following resolutions be adopted adding
a 400' section of SR 2017 to the state maintained system and deleting a 800'
section of SR 2017 from the state maintained system. Commissioner Collins
seconded the motion and the issue carried.
MEMORANDUM OF
UNDERSTANDING WITH
THE TOWN OF ANIGER
BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS that the North
Carolina Department of Transportation be and it is hereby requested to abandon
an 800' section of SR 2017 from the State Maintained System.
BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS that the North
Carolina Department of Transportation be and it is hereby requested to add
a newly constructed 400' section of SR 2017 to the North Carolina System for
Maintenance.
Finely Boney with Boney and Associates, Inc., appeared before the Board and
requested the Board to adopt the following Memorandum of Understanding between
the Town of Angier and Harnett County for a Sewer System Evaluation Survey, Phase
I. Commissioner Collins made a motion that the County Manager be authorized to
execute the following memorandum of understanding. Commissioner Shaw seconded
the motion and the issue carried.
This agreement is entered into and becomes effective this 2nd day of April, 1979,
by and between the County of Harnett, North Carolina (hereinafter called the
"COUNTY ") and the Town of Angier, North Carolina (hereinafter called the
"TOWN "),
WITNESSETH:
THAT, WHEREAS, THE COUNTY has prepared a 201 Wastewater Facilities Plan for
the Northeast Harnett County Planning Area which inclued the TOWN, and
WHEREAS, the COUNTY 201 Facility Plan evaluated the existing wastewarter
collection system within the TOWN and recommended that a Sewer System Evaluation
Survey be completed prior to finalizing any 201 planning efforts for the TOWN,
and
WHEREAS, the TOWN proposes to undertake the responsibility of a Sewer System
Evaluation Survey(SSES), as recommended by the County 201 Plan. The SSES work to
be performed by the TOWN shall be limited to the existing wastewater collection
system within the TOWN'S sewered limits.
NOW, THEREFORE, the COUNTY and the TOWN mutually agree as follows:
1. Scope of Work
THE Town shall see to the accomplishment in a satisfactory and proper manner
and in accordance with applicable EPA regulations in effect at the time of
execution of this Agreement, the following work.
1.1 Sewer System Evaluation Survey, Phase I in accordance with the
recommendations of the approved Angier I/I Analysis of 1976.
1.2 Sewer System Evaluation Survey, Phase II and III will be accomplished as
directed by the recommendations of the Phase I SSES Report.
1.3 The Town shall prepare all documentation necessary including grant
applications and cost reimbursement document for the COUNTY which will
be submitted, through the COUNTY, to State and Federal grant funding
agencies.
2. Time of Completion
The SSES, Phase I project shll be completed and the final report submitted to
the State within 150 calendar days after written authorization to proceed is
received from the North Carolina Division of Environmental Management.

3. Compensation
The COUNTY, as Lead Agent for all Step I Grant Funding within the North-
east Harnett County 201 Planning Area, hereby agrees to reimburse the TOWN
for all Sewer System Evaluation Survey work required by North Carolina Div-
ision of Environmental Management and EPA in accordance with the following:
3.1 The COUNTY agrees to reimburse the TOWN for engineering services,
contracted by the TOWN, which relate to SSES, Phase I work as des-
cribed in Article 1 of this Agreement.
3.2 The COUNTY, upon receipt of State and Federal grant payments, shall
immediately disperse said funds to the TOWN.
3.3 The total estimated SSES, Phase I cost authorized under this Agree-
ment shall not exceed Twenty -five thousand eight hundred dollars
($25,800.00).
4. Personnel and Facilities
The TOWN warrants that it now or will secure at its own expense, all
personnel required to perform the work under this Agreement within the re-
quired completion dates set forth in paragraph (2) above or shall obtain the
services of a qualified professional engineering firm or firms habing all
necessary personnel to perform such work within the required completion date
5. Authorized Representative
The COUNTY shall identify to the TOWN, in writing, the persons or firm
authorized to receive the SSES, Phase I results for general information
purposes only. Further, the COUNTY shall designate the person(s) authorized
to receive, approve and transmit to State, all grant requests from the TOWN.
The TOWN shall identify to the COUNTY, in writing, the person (s) or
firm authorized to prepare grant documents and receive grant payments.
6. Accounting Systems
The TOWN shall have an accounting system which accounts for costs in
accordance with generally accepted accounting principles. This system shall
provide for the identification, accumulation and segregation of allowable
and unallowable project costs of the work. The TOWN must propose and
account for costs in a manner consistent with its normal accounting proce-
dures.
7. Reports of the Work
The TOWN shall present status reports on the work of this Agreement, as
it is performed. The reports shall be included with the periodic requests
for reimbursement.
8. Other Provisions
It is agreed and understood that the TOWN does indemnify and hold harmles
the COUNTY against all applicable requirements of the regulations and guide-
lines in effect on the date of this agreement.

RESOLUTION OF APPRECIATION Commissioner Brock made a motion that the following resolution of apprecia-
Naomi Hawley tion for Naomi Hawley be adopted. Commissioner Collins seconded the motion
and the issue carried unanimously.
THAT, WHEREAS, Naomi Hawley is an employee of the Harnett County Department
of Social Services having begun work on September 6, 1946; and
WHEREAS, the Central District of the North Carolina Social Services Associa-
tion recognized her outstanding personal integrity and leadership ability as
a devoted employee and her loyality and dedication as a charter member,
awarded her the highest honor of "THE MOST VALUED EMPLOYEE" on March 21,
1979, at Dunn, North Carolina; and
WHEREAS, her dedication and devotion to duty and the well being of her
fellowmen has touched the livesof all the citizens of the County; and
WHEREAS, in more thany thirty -two years of employment;, her determination
for expediency and excellency in performance, her just and impartial judg-
ments have exalted to a position of honor

Harnett County.
NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS,
that Naomi Hawley be and she is hereby thanked on behalf of all the citizens
of Harnett County for her commendable efforts and contributions to the better
ment of mankind; that a copy of this resolution be presented to Naomi
Hawley; and that copies be made available to the news media so all may read
and know of her many accomplishments
Naomi Hawley expressed her sincere appreciation for this resolution and
stated that she had thoroughly enjoyed her work with the County and felt
that he life had been enriched by her association with the Social Services
Department.
Emma Lee West appeared before the Board and requested the Board to adopt the
following resolution proclaiming the month of April "ACTION FOR FOSTER
CHILDREN MONTH" Commissioner Collins made a motion that the Board adopt
this resolution, Commissioner Shaw seconded the motion and the issue carried.
WHEREAS, both the National Action for Foster Children Committee and
Governor James B. Hunt, Jr., have proclaimed the month of April as National
Action for Foster Children Month to call the attention to the vital need of
foster children; and
WHEREAS, there are 59 fost:emhildren in Harnett County who have had to leave
their own home for various reasons; and
WHEREAS, the Harnett County Social Services Department and a dedicated group
of foster parents are providing these children with a temporary home during
their troubled times; and
WHEREAS, many of these children have had to remain in foster care for too
long rather than being returned to their natural parents or released for
adoption; and
WHEREAS, there needs to be more concern and understanding of these children's
needs on behalf of our entire citizenry if their plight is to be improved;
THEREFORE, I proclaim the month of April, 1979,
ACTION FOR FOSTER CHILDREN MONTH
in Harnett County and commend the foster parents of our county for the out-
standing job they are doing in helping these children. I call on all of the
citizens of Harnett County to become concerned and involved in helping these
homeless children.
Avis Hall, Director of the Harnett County Retired Senior Citizens Volunteer
Program, appeared before the Board and requested the following resolution
proclaiming the week of April 22 - 28, 1979, "VOLUNTEER RECOGNITION WEEK"
Commissioner Collins seconded the motion and the issue carried.
WHEREAS, the effective and efficient delivery of services by man agencies
and institutions in the County of Harnett is dependent upon volunteer aid; an
WHEREAS, many citizens of all ages in the County are giving their time,
talents, and energy to accomplish these ends; and
WHEREAS, all the citizens of Harnett County are deeply appreciative of the
services these volunteer provide;
NOW, THEREFORE, WE, the Harnett County Board of Commissioners, do hereby
proclaim the week of April 22 through April 28, 1979,
VOLUNTEER RECOGNITION WEEK
as an expression of our appreciation to the volunteers in Harnett County and
commend this observance to all the citizens of the County.

LE Commissioner Collins made a motion that Sarah Flowers he appointed to serve
as a representative in the field of Mental Health and Peggy Beasley to
serve as a representative from the Dunn -Erwin Area on the Harnett County
Juvenile Task Force. Commissioner Brock seconded the motion and the issue
carried.
Thomas Allen, Tax Supervisor, appeared before the Board and recommended a tax
release on the Crown Box Corporation located in Dunn, North Carolina, for the
year of 1978. Mr. Everett Williamson came to Lillington in January, 1978, and
listed his property. Ms. Patterson says she mmemhers him coming in and that
the abstract must have misplaced. Commissioner Shaw made a motion that this
release in the amount of $180.99 he granted. Commissioner Collins seconded
the motion and the issue carried.
W. H. Randall, Chairman of the Board of Elections appeared before the Board and
informed the Commissioners that the Harnett County Board of Elections and the
Voting Machine Committee had met and recommended to the County Commissioners that
the County purchase the Valtec counter machine for all 22 precincts.
Thomas Allen, Tax Supervisor, appeared before the Board and requested that the
following refunds be approved.
1. Jeanette McPherson Paynter, Rt. 3, Cameron, Johnsonville Township, refund on
a 1972 Ford in the amount of $17,33, which had been double listed.
2. Mrs. Emmer C, West, Rt. One, Spring Lake, Anderson Creek Township, double
listing on two acres of land, amount of refund $34.65.
Commissioner Shaw made a motion that the above described refunds be approved.
Commissioner Collins seconded the motion and the issue carried.
Earl Jones, Tax Collector, appeared before the Board and reported on the activi-
ties of his department for the month of March and his plans for the month of
April, 1979.

The Harnett County Board of Commissioners met in regular sessi m
on Tuesday, April 17, 1979, in the Commissioners Room, County Office
Building, Lillington,North Carolina, with the following members
present: M. H. Brock, Bill Shaw, Rudy Collins, and Chairman Jesse
Alphin presiding. Edward H. McCormick, County Attorney, was also
present. H. D. Carson,•Jr., Clerk to the Board, and Commissioner

The minutes from the Board of Commissioner meeting held on April 2,
1979, were read and approved.
LEE - HARNETT BUDGET Commissioner Brock made a motion that Code 54 -133, Lee - Harnett Menta
AMENDMENT Code 54- Health Budget, be amended to match Lee County's appropriation but
133, S13,365 not to exceed $13,365. Commissioner Collins seconded the motion
and the issue carried.

MOBILE ORDINANCE
A request was presented to the Board of Commissioners to combine the
AFDC, Code 76 -100; Special Assistance, Code 76 -200; and Medicaid,
Code 76 -300 and to amend these codes by $105,000 to cover the incre-
asing costs placed on the County by the State for medicale services
offered through the County Social Services Department. Commissioner
Brock made a motion to consolidate Codes 76- 100, 76 -200, and 76 -300
but to deny the $105,00 budget amendment. Commissioner Shaw second-
ed the motion and the issue carried.
Commissioner Brock made a motion that the following resolution be
adopted reappointing Leonore Tuck to serve on the Northeast Metropo-
litan District Board for a three year term. Commissioner Collins
seconded the motion and the issue carried.

WHEREAS, Chapter 162A, Article 4, as amended, provides that the Board. of Commis-
sioners shall appoint three board members of a duly created Metropolitan Water
District; and
WHEREAS, the term of Leonore Tuck expired on April 14, 1979;
NOW, THEREFORE, be it resolved by the Board of Commissioners for the County of
Harnett that Leonore Tuck be and she is hereby reappointed to the District Board
for a term expiring on April 14, 1982.
Upon Motion of Commissioner Brock, seconded by Commissioner Collins, the fore-
going resolution was adopted by the following vote: Yeas 4 ; Nay 0 ;
Absent 1 ; Abstained 0
Sue Anderson appeared before the Board as spokesperson for a group
from the Lillington area. She stated that she has a great love for
Harnett County, tis people, its histrocial sites, and the Cape Fear,
but she was deeply concerned that there was no county -wide zoning.
She informed the Board that she lives in a nice residential area
but now there is going to be a mobile home constructed in a lot
located next to her property. Mrs. Anderson stated that she opposed
a trailer park being established in a residential area because it
devalues her property and the environment in which her children will
grow up. Although this protest agains7 trailer parks in a residentia
area would not solve her immediate problem, Mrs. Anderson stated tha
it might be advantageous to someone in the future. The Board
expressed its appreciation to Mrs. Anderson for sharing her concern
with them, and explained that although the County did not have a
