HARNETT COUNTY BOARD OF COMMISSIONERS, MARCH 19, 1979, MEETING
The Harnett County Board of Commissioners met in regular session
on Monday, March 19, 1979, in the Commissioners Room, County
Office Building, Lillington, North Carolina, with the following
members present: M. H. Brock, Rudy Collins, Bill Shaw, Lloyd
G. Stewart, and Chairman Jesse Alphin presiding. Edward H.
McCormick, County Attorney, was also present. H. D. Carson, Jr.,
Clerk to the Board was absent.
ALL TO ORDER Chairman Jesse Alphin called the meeting to order at 7:45 p.m.
BAYER Sheriff Lewis Rosser led the evening prayer.
AX SUPERVISOR - Thomas Allen, Tax Supervisor, appeared before the Board and rec-
FUNDS ommended the following persons be granted refunds:
herrill Bass Sherrill F. & Barbara Bass, Averasboro Township, in the amount
of $198.87, improvement charged incorrectly for 1976, 1977, and
1978, difference in value $5,972.

$156.27, Chicken House charged incorrectly for 1976, 1977, and
1978. Difference in value $4,961.
James Attie & Mary Frances Brewington, Averasboro Township, in
the amount of $33.30, error in charging house value. Difference
in value $3,000.
Lester C. & Winifred Phillips, Averasboro Township, in the amount
of $109.60, lot and building at 201 E. Cook Street charged as
$13,768 and should have been charged as $8,831 for 1977 and 1978.
Thomas E. Jackson, Duke Township, in the amount of $95.94, Lease-
hold building double listed for 1976, 1977, and 1978. Difference
in value $2,830.
Mr. Allen informed the Board that these errors were found during
the revaluation. Commissioner Stewart made a motion that these
refunds be approved. Commissioner Collins seconded the motion
and it carried with a unanimous vote.
NSFIELD ELMORE Pete Skinner, member of the Lee - Harnett Mental Health Board,
appeared before the Board and introduced Mr. Mansfield Elmore,
the New Director of the Lee - Harnett Mental Health Center. Mr.
Elmore's first day of employment was March 10, 1979. Mr. Elmore
informed the Board that he had sent a letter out today to unfreezf
the Center's federal and state monies, and he was confident that
by July, the Center would be operating an efficient and effective
budget. Mr. Elmore stated that he felt the Centers had a good
staff, all they needed was a little direction. He continued to
say that he looked forward to his work as the Director of the
Lee - Harnett Mental Health Center and asked the Commissioners to
feel welcome to visit the center at any timeand ask any question=
they may have concerning its operation or its budget.
IRPORT REPORT Gary Garlow, Vice President, and Fred Hobbs, Project Director,
ALBERT, COX & ASSOC. with Talbert, Cox and Associates appeared before the Board and
presented a progress report on the proposed Harnett County Air-
port. Fred Hobbs informed the Board that progress is being made
on the airport. The County has received a grant from the
Federal Aviation Administration to begin construction on the
proposed airport, a 3,700 ft. general facility. Also the County
has purchased 115 acres of the 150 acres needed for the airport.
These 115 acres were purchased from D. E. Lasater and the remain-
ing 35 acres will be purchased from L. D. Lee & Richard Sorrell.
Mr. Hobbs informed the Board that the next steps to be taken
would be to conduct an aerial survey and a subsurface investiga-
tion. Fred Hobbs requested the Board to award the contract to
Piedmont Aerial Survey of High Point for aerial photography and
topographical maps, plus treetop contours. This survey is re-
quired by the FAA in order to determine how much land needs to
be cleared and how many trees must be topped to safely operate

IEDMONT AERIAL SURVEY Aerial Survey of High Point to conduct an aerial survey for the
amount of $5,611. Commissioner Collins seconded the motion and
it carried with a unanimous vote.

SUBSURFACE CONTRACT Fred Hobbs also requested the Board to approve a'second contract
for subsurface investigations to Soil & Material Engineering out
of Raleigh. This is a requirement by the FAA to determine the
quality of the land on which the airport will be located. Com-
missioner Stewart made a motion that the County contract Soil &
Materials Engineering out of Raleigh to perform the subsurface
investigation which shall not exceed $1,800. Commissioner Colli
seconded the motion and it carried with a unanimous vote.
RESOLUTION: ENTER Fred Hobbs informed the Board that in order to perform the test -

enter the Lee and Sorrell Property. Commissioner Brock made a
motion that the following resolution be adopted giving notice to
enter upon certain proposed airport land. Commissioner Stewart
seconded the motion and the resolution was adopted upon the
following vote: Ayes 5 Noes 0 Abstained 0 Absent 0
WHEREAS, Tony Tucker, Director Harnett County Planning Commission, filed
with ':H. D. Carson, Jr., Clerk to the Board, a proposed Notice of Intended
entry, together with excerpts from a.survey plat by Mickey Bennett, filed
in Map Book 23, Page 53, Harnett County Registry and from a County Airport
Plan prepared by Talbert, Cox and Associates, Inc; and
WHEREAS, the Board has reviewed County responsibility for intented entry by
its engineers as hereinafter described and as provided for in the Statutes
authorizing entry.
AIRPORT DISCUSSION
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Harnett
County, North Carolina, that Tony Tucker be and he is hereby authorized to
serve the Notice to all parties entitled to such service.
The Notice shall be substantially in the following form:
NOTICE OF INTENDED ENTRY
Pursuant to authorization duly given by the Board of Commissioners of Harnett
County, the undersigned, on behalf of the Board, hereby gives notice that the
County through its Airport Engineers, Talbert, Cox and Associates, Inc.
intends to enter upon that certain tract of land containing 34.65 acres and
shown as tract Number one on a plat of survey prepared by Mickey Bennett
Surveyor and titled in Map Book 23, Page 53, Harnett County Registry.
This entry is being made pursuant to N.C.G.S. 153A -159 and 160A -263 and the
work to be performed on said premises was described by the Engineers as fol-
lows:
"Regarding the need of access onto Sorrell and Lee's property, it is
necessary that we (Talbert, Cox and Associates, Inc.) conduct subsurface
investigations and perform a topographic survey prior to beginning the major
portion of the development on the plans and specifications. The subsurface
investigation will involve the entry on Sorrell and Lee's property of a drill
rig, consisting of a large ( 2 ton) truck and boring test holes to a depth
of approxmately 10' to 500' intervals along the proposed runway centerline.
Damage caused by this entry would be kept to a minimum, although it is
apparent that some damage could result in areas of existing crops.
"The aerial topography will involve much less land disturbing
activity as the majority of this work is developed from aerial photography;
however, it will be necessary to establish ground control consisting of the
placing of panels or targets on the property and performing some minimum
surveying procedures in the area of these panels. We will make every effort
to keep damage to existing crops to a minimum during these operations." !
Attached to this notice is a copy of pertinent portion of the plat of survey
filed in Map Book 23, Page 53 and a copy of the pertinent portion of the
proposed Airport facilities as shown on plans by Talbert, Cox and Associates,

The Board of Commissioners entered into a discussion with the
airport consultants concerning the numerous advantages Harnett
County would obtain by owning and operating its own airport.
Fred Hobbs stated that one Of-the greatest assets of an Airport
is its potential as a drawing car for industry and business.
One of the first questions most industries ask a county when the
are considering relocating a plant is where is the nearest air-
port located? Chairman Alphin informed Mr. Hobbs that there is
a general lack of understanding concerning the importance of an
airport among many citizens. Commissioner Shaw stated that he
felt that some public relations work needed to be done in order
to promote the airport to the citizens of the County, for the
airport will benefit all citizens in various ways; such as,

lowering the tax rate, providing more jobs, promoting industry, an
some may benefit from the products made at the new plant. Mr. Hob
stated that one should realize the importance placed on an airport
by the fact that the Federal government contributes 90 percent of
the costs through FAA grants. Gary Garlow, addressed and explaine
to the Commissioners that none of the federal monies granted to
counties for airports comes from tax revenue. He stated that the
FAA grants were totally dependent on the taxes paid by those who
used the airport facilities; in such ways as, ticket taxes, air-
plane fuel taxes, parts on the planes, and several other taxes.
He continued to say that the persons who use the airports are the
ones who pay for the airport.
Commissioner Brock informed the Board that the FAA had reimbursed
Harnett County for the engineering services performed on the
airport project and made a motion that the Contingency Fund, Code
74 -200, be amended by $27,065 to reflect this refund. Commissione
Shaw seconded the motion and it carried unanimously. H. D. Carson
Jr., County Finance Officer, voided this amendment and charged the
revenue received to Code 51 -555.
PPOINTMENT TO Commissioner Brock made a motion that Commissioner Rudy Collins
REA 5 EMS COMMITEE be appointed to serve on the Area 5 Emergency Task Force Committee
Commissioner Shaw seconded the motion and it carried with a unan-
imous vote.

Commissioner Shaw made a motion that the subdivision plat for
Wire Rd. Subdivision Grove Township, owned by Larry Godwin and the
subdivision plat for Oak Terrace, Section I, Neill's Creek Town-
ship owned by Ellis Moore be approved. Commissioner Collins
seconded the motion and the issue carried.
Commissioner Brock made a motion that the Sheriff's Budget, Code
20 -170 be amended in the amount of $4,525. These revenues were
received at the gun sale held on March 10, 1979. The money will b
used to purchase nwe guns and holsters for the deputies. Commis-
sioner Collins seconded the motion and the issue carried.
At the last Board of Commissioners meeting, robert Barefoot, Direc
tor of the Parks & Recreation Program, requested a budget amendmen
in the amount of $3,991 to pave an access road to and a parking to
for the County Parks -- Neills Creek and Stewart's Creek. A commit-
tee was appointed to investigate this request. Commissioner
Shaw made a motion that the Budget amendment to Code 62 -130 in the
amount of $3,991 be approved upon the findings of the Committee.
Commissioner Stewart seconded the motion and the issue carried.
EXPENDITURE REPORT Commissioner Brock filed the expenditure Report for the month of
February, 1979.
COUNTY VEHICLE
PURCHASED FOR
MANAGER' OFFICE
Commissioner Brock filed the following report with the Board con-
cerning the bid for a county vehicle:
The bid for one vehicle for Harnett County was properly advertised in the local
news media and copies of the bid were mailed to local car dealers prior to the
receipt of all bids by the Board of Commissioners on January 2, 1979. Strick-
land Motor Company, out of Dunn, North Carolina, was the only company to
submit a hid. The Board of Commissioners authorized a committee consisting
of Commissioner Lloyd G. Stewart, M. H. Brock, County Manager; and Edward H.
McCormick, County Attorney, to study the bids and award it to the lowest
bidder if all requirements were met.
On March 13, 1979, the Committee opened the sealed hid from Strickland Motor
Company, Dunn, North Carolina. Strickland submitted two bids one for a 1979
Pontiac Catalina, 4 -door, in the amount of 46,571.52, and another bid for
a 1979 Buick La Sabre in the amount of $6,630.74. A bid bond in the amount
of $332, which represents 5 percent of the total hid, accompanied the proposal.
It was the decision of the committee to award the bid and issue Purchase Order
No. 2494 to Strickland Motor Company for one (1) 1979 Buick La Sabre.
GRAND JURY REPORT The following Grand Jury Report was read for the pleasure of the
Board:
TO THE HONORABLE EDWIN S. PRESTON, JUDGE PRESIDING:
We, the Grand Jury of Harnett County Superior Court submit this our
report for the session of court beginning March 12, 1979.
We have given careful consideration to and passed upon all bills of
indictment sent to us by the District Attorney and have made returns on same.

We have inspected the Dunn and Harnett County Jails and find them to be in
sanitary condition.
We wish to express our thanks and appreciation' :to the District Attorney,
the Clerk, the Sheriff, and their assistants for their helpful consideration and
assistance, and to Judge Preston for the efficient manner in which he has conducte
the court.

FOR CONTAINER Stewart, the following resolution was unanimously adopted:

BE IT RESOLVED, that the County of Harnett lease from Eunice Smith t
following described property:
BEGINNING at a stake in the southern right of way line of
old U. S. Highway No. 421, which beginning point is locat
ed 546 ft. eastwardly from the intersection of the divid-
ing line between the lands of Mrs. Janette B. Secrest and
the lessors and the southern right of way line of old U.
S. Highway No. 421, and runs thence southwardly at right
angles to the stake; thence eastwardly and parallel with
the right of way line of said old U. S. Highway 421, 200
ft. to a stake; thence northwardly andcparallel with the
first line herein 200 ft. to a point in the southern
right of way line of old U. S. Highway 421 200 ft. to the
point beginning and being a lot 200 ft. by 200 ft.
BE IT FURTHER RESOLVED that the Chairman of the Board, Jesse Alphin,
and the Clerk to the Board, H. D. Carosn, Jr., be and they are here-
by authorized to execute a lease of said property in Upper Little
River Township and that the Board is directed to carry the original
of this lease to be filed with the Harnett County Register of Deeds'
office.
