02261979HARNELI'=MY BOARD OF COMMISSIONERS MEETING, FEBRUARY 26, 1979 The Harnett County Board of Commissioners met in regular ses- sion on Monday, February 26, 1979, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following members present: M. H. Brock, Bill Shaw, Lloyd G. Stewart, Rudy Collins, and Chairman Jesse Alphin presiding. Edward H. McCormick, County Attorney, was also present. H. D. Carson', Jr., Clerk to the Board, was absent. CALL TO ORDER Chairman Jesse Alphin called the meeting to order at 7:30 p.m. PRAYER Commissioner Bill Shaw led the evening prayer. APPROVAL OF MINUTES The minutes from the meeting of February 5, 1979, were read and approved. RESIDENTS OF SR 1132 RELEASE OF FUND FOR HUD SALE OF WEAPONS Frank Stump appeared before the Board as spokesman for several concerned citizens residing on SR 1132. Mr. Stump stated that SR 1132 has had the paving priority of Number 90 for several years and requested to know what would change this rating. He also displayed some concern over the lack of maintenance per- formed on SR 1132. Commissioner Brock explained to the citi- zens residing on SR 1132 that the priority rating system is based on the number of residents on the road, whether or not it is a bus route, if there is a business on the road, and also the number of cars traveling the road; all these items greatly affect the priority rating of the road. Commissioner Brock informed the group that he anticipated receiving the 1979 road priorities on Thursday; and hopefully, SR 1132 will have a much higher priority. Mr. Brock stated that he would contact the N. C. Department of Transportation, Harnett County Maintenance Division, and have them scrape this road. Mr. Stump stated he would contact/Mr. Brock on Friday to find out what the new priority was for SR 1132. Bill Guy appeared before the Board on behalf of the Harnett County Housing and Urban Development Office and requested the Board to approve the following resolution: Be it resolved by the Harnett County Board of Commissioners that Jesse Alphin, Chairman of the Harnett County Board of Commissioner, be and he is hereby authorized to execute the request for release of fund and certification for HUD 7015.15 (10 -75), dated February 16, 1979. Commissioner Shaw seconded the motion and it carried unanimously. Commissioner Collins made a motion that the following resolu- tion be adopted authorizing a sale of certain weapons. Com- missioner Shaw seconded the motion and it carried with a unanimous vote. THAT, WHEREAS, the Sheriff of Harnett County has proposed that he be granted authority to sell the weapons described in this resolution at public auction; and • WHEREAS, the same are found to be and hereby declared to be surplus; and WHEREAS, the County has authority to dispose of County property at public auction as provided for in N.C.G.S. 153A -276 and 160A -270 (b); NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of Harnett County, North Carolina that: 1. That Sheriff L. C. Rosser be and he is hereby authorized to sell or cause to be sold the following described items of County property: (a) S'$ W 38 caliber revolver, 4" barrel, Serial #D21163 (b) S & W 38 caliber revolver, 4" barrel, Serial #D265472 (c) S $ W 38 caliber revolver, 4" barrel, Serial #D457391 (d) S ? W 38 caliber revolver, 4" barrel, Serial #C272027 (e) S £, W 38 caliber revolver, 4" barrel, Serial #C213496 (f) S $ W 38 caliber revolver, 4" barrel, Serial #C321722 (g) S $ W 38 caliber revolver, 4" barrel, Serial #C215033 2. Said sale shall be held on Saturday at 10:00 a.m. on the 10th day of March, 1979, at the Courthouse Door in Lillington, Harnett County, Nort Carolina; said property shall be sold for cash to the highest bidder; provided, however, no bid for a hand gun shall be finally accepted unless the purchaser shall have obtained a permit to purchase from the Sheriff of Harnett County. 3()t)`. 3. The Sheriff shall cause a notice of sale to be published at least once not less than ten (10) days prior to said auction in a newspaper of general circulation in the County. Duly adopted this the 26th day of February, 1979. A ANNUAL REPORT Jackie E. McLamb, Supervisor for the Harnett County Farmers Home administration, presented the following annual report of the lending activities of the FHA for the FY 1978. TOTAL $9,979,000. The Board expressed their appreciation to Mr. McLamb for this excellen report. REAL PROPERTY Commissioner Stewart made a motion that the Real Property Appraisal MANUAL ADVERT- Manual which will go into effect in 1980 be advertised for public ISED display in the Tax Supervisor's Office for ten days from Wednesday, March 7, 1979, through Tuesday, March 20, 1979. The Land Use Manual will not be advertise until a later date. Commissioner Collins seconded the motion and it carried with a unanimous vote. The follow- ing notice will be advertised in the local papers: Notice is hereby given, in compliance with G. S. 105 -317, that the schedules, standards, and rules have been adopted by the Harnett County Board of Commissioners for the scheduled reappraisal of real property. Furthermore, they are open to examination by any property owner of the County and will be in the office of the Tax Supervisor, located in the lower level of the Courthouse, Lillington, North Carolina, for a period of ten (10) days from the date of the publication of this notice, March 7, 1979, through March 20, 1979. SPOUT SPRINGS Commissioner Stewart made a motion that the following resolution be TANKER adopted to approve the purchase of a tanker by the Spout Springs Fire Department. Commissioner Shaw seconded the motion and it carried unanimously. LEAA- Crime Prevention THAT, WHEREAS, The Sput Springs Rural Fire Department has requested that the Board of Commissioners express its intent to approve District tax funds for purchase of and 1800 gallon tanker with 750 gallons per minute pumping unti; and WHEREAS, the Department has asked for the Board of County Commissioners to state whether it has other plans or policies relating to the provision of such service to citizens in the Spout Springs Fire District; NOW, THEREFORE BE IT RESOLVED by the Board of County Commissioners of Harnett County that it will approve District Tax funds for puchase of the proposed tanker by the non - profit corporation serving the Spout Springs Fire District to the extent that uncommitted district tax funds are available and further that a purchase of the tanker does not conflict with existing County plans or policies. Bill Carson, Chief Deputy, informed the Board that the application for the Law Enforcement Community Crime Prevention grant has been tentativ ly approved. M. A. STEVENS The lease agreement between M. A. Stevens and the County of Harnett wa LEASE brough back before the Board for consideration. Commissioner Stewart made a motion that M. H. Brock, Edward H. McCormick, and Bill Shaw be authorized to negotiate the lease agreement and that the Chairman of the Board and the Clerk to the Board be authorized to execute the leas after it has been negotiated. Commissioner Shaw seconded the motion and the issue carried unanimously. AMERICAN LUNG ASSOC. Commissiner Shaw informed the Board that the American Lung Association has requested the Commissioners to sponsor a walk -a -thon.
