Raynor Mr. Webb BIDS Reader Printer Vehicle RECESS RECONVENE The Harnett County Board of Commissioners met in regular session on Tuesday, January 2, 1979, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following Commission ers present: Loyd G. Stewart, Bill Shaw, Rudy Collins, and Chairma Jesse Alphin presiding. H. D. Carson, Jr., Clerk to the Board, and Edward H. McCormick, County Attorney, were also present. Chairman Jesse Alphin called the meeting to order at 9 a.m. Bobby R. Etheridge led the morning prayer. The minutes from the Harnett County Board of Commissioners meeting held on December 18, 1978, were read and approved. Bobby R. Etheridge, representative for the 18th District in the North Carolina House appeared before the Board to discuss and expla n some of the proposals which will be considered by the Fouse in the upcoming session. Congressman Etheridge informed the Commissioners that he would be keeping the Board abreast of the current issues and proposals studied by the House in the 1979 Session. Don Dupree, District Engineer -with the North Carolina Department of Transportation appeared before the Board to discuss road matters and situations in Harnett County. The Board presented the written request to Don Duprre from the Riverside Community residents petitioning the North Carolina Department of Transportation to post speed limit signs and signs bearing the name of RIVERSIDE COMMUNITY in the area designated. Commissioner Shaw filed a progress report on the Buildings & Ground Committee with the Board. Thomas Allen, Tax Supervisor, appeared before the Board and recom- mended a refund for E. B. O'Quinn and Ruth, Upper Little River Township, in the amount of $52.46, exemption for totally and perman ently disabled persons. Mr. Allen also recommended a refund for M. F. Raynor, Averasboro Township in the amount of $7.92. Mr. Raynor was charged for a lot measuring 75 a 140 when it only measured 75 x 90. Commissioner Lloyd G. Stewart made a motion that the refund to E. B. O'Quinn and the refund to M. F. Raynor be approved. Commissioner Rudy Collins seconded the motion and the issue carried Thomas Allen presented a request for a refund to the Board for Bessie Webb Arvin and Willie Clyde Arvin, Jr., Averasboro Township. Mr. Webb had previously explained to the Tax Supervisor that he had listed his other property onetime and thought he had also listed this piece of property. The Tax Supervisor researched his records and found that Mr. Webb had always listed his property on time in the past. Commissioner Collins made a motion that this request for a refund on a penalty for late listing be approved in the amoun of $8.58. Commissioner Shaw seconded the motion and the issue carried. Chairman Jesse Alphin called for all bids for a County vehicle Only one (1) bid was received which was from Strickland Motor Company, Dunn, North Carolina. It was the informal action of the Board to hold this sealed bid and readvertise. Chairman Jesse Alphin called for all bids for the Reader Printer. Only one (1) bid was received which was from. Eastman Kodak, Char - lotte, North Carolina. It was the informal decision of the 'Board to hold this sealed bid and readvertise. The Harnett County Board of Commissioners called a brief recess at 10:45 a.m. The Harnett County Board of Commissioners reconvened at Betsy Johnson Memorial Hospital, Dunn, North Carolina. 'Chairman Jesse Alphin called the meeting back to order at 11:30 a.m. with the following Commissioners present: M. H. Brock, Lloyd G. Stewart, Bill Shaw, Rudy Collins, and Chairman Jesse Alphin presiding. 295 BIDS ADJOURNMENT The Board discussed the bids for the reader printer and vehicle which had been received earlier in the meeting. Commissioner Collins made a motion that M. H. Brock, County Manager, Edward H. McCormick, County Attorney, and Commissioner Lloyd G. Stewart be appointed to study the bids and that this committee be authorized the power to act on the bids in behalf of the County of Harnett. Commissioner Shaw seconded the motion and the issue carried. There being no further business to come before the Board, Commissioner M. H. Brock made a motion that the Harnett County Board of Commissioners meeting of January 2, 1979, be duly adjourned. Commissioner Shaw seconded the motion and the issue carried. Brock, Erwin, North Carolina, with the following members present: M. H. Brock, Rudy Collins, and Chairman Jesse Alphin. CALL TO ORDER Chairman Jesse Alphin officially called the meeting to order at 5:30 p.rn. RECESS The Harnett County Board of Commissioners recessed at 5:n5. RECONVENE The Harnett County Board of Commissioners meeting reconvened in the Commissioners Room, County Office Building, Lillington, North Caro- lina with the following members present: Lloyd G. Stewart, Bill Shaw, Rudy Collins, and Chairman Jesse Alphin presiding. H. D. Carson, Jr., Clerk to the Board, and Edward H. McCormick, County Attorney, were also present. READING OF MINUTES The minutes of the January 2, 1979, meeting were read and approved. KIPLING AREA W. J. Cotton, Jr., appeared before the Board on behalf of the citi- FEASIBILITY STUDY zens in the Kiplinq area and requested that a study be made of the Kipling area to determine the possibility of constructing metro water lines in the area. W. J. Cotton, Jr., had presented this request to the Harnett County Planning Board, and the Planning Board unanimously recommended, by written statement, that a feasibility study be made of the Kipling area to determine the possibility of constructing metro water lines. The Board of Commissioners took this matter under consideration, but no action was taken. SPOUTS SPRINGS TANKER TAX COLLECTOR The Spouts Springs Rural Fire Department submitted a written request that the Board of Commissioners look favorably with approval for the Spouts Springs Fire Department to purchase a 1800 gallon tanker. The Board took this matter under consideration, but no formal action was taken. Earl Jones, Tax Collector appeared before the Board and reported on the activities of his department for the month of December, 1978, a his plans for the month of January, 1979. BUILDINGS & Commissioner Bill Shaw reported on the progress of the various GROUNDS REPORT Buildings and Grounds projects.
