12041978HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, DECEMBER 4, 1978 CALL TO ORDER PRAYER MINUTES APPROVED DOT Homer Taylor MARSHALL WOODALL -- TAX ATTORNEY The Harnett County Board of Commissioners met in regular session on Monday, December 4, 1978, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following members present: M. H. Brock, W. J. Cotton, Jr., Lloyd G. Ste- wart, Bill Shaw, and Chairman Jesse Alphin presiding. H. D. Carson, Jr., Clerk to the Board, and Edward H. McCormick, County Attorney, were also present. Chairman Jesse Alphin called the meeting to order at 9:10 a.m. Commissioner M. H. Brock led the morning prayer. The minutes from the regular meeting of November 20, 1978, were read and approved. Mr. Homer C. Taylor, appeared before the Board on behalf of the North Carolina Department of Transportation, to discuss road matters and situations in Harnett County. These monies were received from the City of Dunn as a refund to the County for participation in the extension of sewer and water utilities and an access road to Bonder, Inc. Dunn, North Carolina;: by resolution adopted on September 7, 1976 by the Board Commissioner Stewart seconded the motion, and it carried unanimously. Commissioner Stewart made a motion that Chairman Jesse Alphin be authorized to execute the advertisement for sealed bids to be received on January 2, 1979, for one (1) reader printer for the Register of Deeds Office and to execute the advertisement for sealed bids for seven (7) portable radios and one mobile unit. Commissioner Shaw seconded the motion, and it carried unanimously. ADVERTISEMENT FOR BIDS Reader Printer Radio Equipment REFUND TO WADE H. WEST REFUND DENIED TO W. T. WEBB, MATTIE WEBB, GERALDINE MCLAMB, BESSIE ARVIN TAX COLLECTOR, EARL JONES BUILDINGS $ GROUNDS PROGRESS REPORT Thomas Allen, Tax Supervisor, appeared before the Board and recommended a refund be granted to Wade H. West, Rt. 2, Box 50, Dunn, North Carolina, in the amount of $9.06 for double listing of 6/10 of an acre in 1976, 1977, and 1978. Commissioner Cotton moved that this refund be granted, Commissione Shaw seconded the motion and the issue carried. W. T. Webb, Route 2, Dunn, North Carolina, submitted a request to the Board for the approval of the following refunds for 1978 late listing penalties: W. T. Webb in the amount of $12.86, Bessie W. Arvin in the amount of $12.95, Mattie Webb in the amount of $6.46, Geraldine McLamb in the amount of $21,50. Commissioner Stewart made a motion that theserefunds be denied, Commissioner Shaw seconded the motion and the issue carried. EarlJones, Tax Collector, appeared before the Board and reported on the activities of his department for the month of November, 1978, and his plans for the month of December, 1978. Commissioner Bill Shaw presented a progress . report on the rehabilitation of the two classrooms behind the County Office Building. Mr. Shaw informed the Board that the construction of the petition walls in the classrooms should begin within the next week. The Buildings and Ground Committee is still discussing the possibility of renting the old FCX building and also the construction of a building at the Anderson Creek Landfill site. STATEMENT OF INVESTMENTS County Manager, M. H. Brock, filed the Statement of Investments Report as of the first of December, 1978, with the Board. RESOLUTION OF APPRECIATIONS Sheriff Wade Stewart Chairman Jesse Alphin offered the following resolution of appreciation for Sheriff Wade Stewart and moved for its adoption. Commissioner Stewart seconded the motion, and it passed with a unanimous vote. THAT, WHEREAS, Wade H. Stewart was appointed by the Harnett County Board of Commissioners to serve as constable for Harnett County on December 20, 1943: and WHEREAS, Wade H. Stewart was recommended by Sheriff W. E. Salmon and appointed by the Harnett County Board of Commissioners to serve as one of the five rural police of Harnett County on July 1, 1953: and WHEREAS, the Citizens of Harnett County displayed their faith in the leadership ability and qualifications of Wade H. Stewart by voting him in as Sheriff of Harnett County on December 1, 1958; to enforce the laws of North Carolina in order to provide the citizens with an atmosphere and com- munity of safety and security; and WHEREAS, Wade H. Stewart, focused his knowledge of the law, his exten- sive energies, resources and courage to fight the war against crime and maintain the confidence of the citizens of Harnett County who continued to support him as sheriff for five consecutive terms; and WHEREAS, Wade H Stewart, has served with distinction as an active Sheriff and contributed significantly toward the growth of the Harnett County Sheriff's Department to include the addition of numerous protective agencies; namely, the Detective Division, Juvenile Unit, Internal Records Clerk, and Crime Mobile; and WHEREAS, Wade H. Stewart, is and will always be remembered for his fairness, patience, and outstanding sense of justice in foreseeing to the rights and protection of individuals. 28` COUNTY ATTORNEY NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF CODMIISSIONERS, THAT: 1. Wade H. Stewart be and he is hereby thanked on behalf of all the citizens of Harnett County for his outstanding and exemplary service to them and for providing this County with a strong and effective law enforcement system. 2. A copy of this resolution be given to Wade H. Stewart, a copy to the media, and a copy spread upon the minutes of this Board. Done this Fourth Day of December, Nineteen Hundred and Seventy- Eight. Edward H. McCormick, County Attorney, appeared before the Board and express his sincere appreciation to Sheriff Wade Stewart not only for his exemplary leadership but also for the honor and respect Sheriff Stewart had devoted to the rights and protection of individuals. Mr. McCormick also commended W. J. Cotton, Jr., for the leadership and services he had devoted toward the development of the County. The County Attorney continued to state that Sheriff Wade Stewart and Commissioner W. J. Cotton, Jr., had served the history of Harnett County well and the County would continue to harvest from their many years of faithful leadership and devotion. RESOLUTION OF APPRECIA- Commissioner M.H. Brock offered and moved for the adoption of the following TION - -W. J. Cotton, Jr. resolution of appreciation to Commissioner W. J. Cotton, Jr., and presented him with his nameplate as a token of the Board's appreciation for his many years of outstanding performance and guidance on the Harnett County Board of Commissioners. Commissioner Shaw seconded the motion, and the issue carried. THAT, WHEREAS, W. J. Cotton, Jr., was elected to the Harnett County Board of Commissioners on the Seventh Day of December, 1964, and served the citizens of this County faithfully and courageously for fourteen years; and WHEREAS, W. J. Cotton, Jr, listened to the views and opinions of the Citizens of Harnett County and studied their needs to promote and encourage numerous projects in the County including a sanitary landfill program, area water system, school construction, airports, county parks; and WHEREAS, W. J. Cotton, Jr., served with distinction as an active and energetic Commissioner and during his terms of office unselfishly devoted his time, energy, and resources toward the betterment and growth of Harnett County and WHEREAS, W. J. Cotton, Jr., is active in the political life of Harnett County; having served his political party; the Democratic Party, with dignity, integrity, and faithfulness in many capacities. NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMIS- SIONERS, THAT: 1. W. J. Cotton, Jr., be and he is hereby thanked on behalf of all the citizens of Harnett County for his outstanding and exemplary service as County Commissioner. 2. The Citizens of Harnett County and all its officials be and they are hereby asked to honor him by emulating his dedication to the rights of indivi- duals. 3. A copy of this resolution be given to W. RESOLUTION OF APPRECIA- Commissioner Shaw offered the following resolution of appreciation for B. E. TION - -B. E. Sturgill Sturgill and moved for its adoption. Commissioner Brock seconded the motion and the issue carried: THAT, WHEREAS, B. E. Sturgill, was recommended by Sheriff W. E. Salmon and appointed by the Harnett County Board of Commissioners to serve as one of the five rural police of Harnett County on July 1, 1953: and WHEREAS, B. E. Sturgill, was appointed by Sheriff Wade H. Stewart to serve as Chief Deputy and Jailor on December 1, 1958: and WHEREAS, B. E. Sturgill, retired from office on November 30, 1978, after 25 years of brilliant and courageous leadership to wage the fight against crime. WHEREAS, B. E. Sturgill, worked tirelessly with the North Carolina Divi- sion of Crime Control and Public Safety to provide additional financial funds 2 for the establishment of several LEAA grants and programs; namely, the Detectiv Division, Juvenile Unit, Police School Liaison Officers, Internal Records Clerk Crime Mobile, and Operation Portable -- programs which substantially reduced crim and gave comfort and renewed hope to the law- abiding citizens of Harnett County and WHEREAS, B. E. Sturgill, is and has been appreciative of the needs for his fellow law enforcement officers and strived to obtain more effective train- ing, greater security, more respect and recognition for the law enforcement personnel of Harnett County; and WHEREAS, B. E. Sturgill, is sensitive to the basic human rights of the people and unselfishly devoted his knowledge, experience, time, and energies to achieve a safe, wholesome environoment in which all the citizens of Harnett County - -poor, affluent, elderly, and young - -can enjoy and cherish. NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONER THAT: 1. B. E. Sturgill be and he is hereby thanked on behalf of the citizens o Harnett County for his outstanding and exemplary service to them and for provid ing this County with a strong and efficient law enforcement system. 2. A copy of this resolution be given to B. E. Sturgill, a copy to the media and a copy spread upon the minutes of this Board. Done This Fourth Day of December, Nineteen Hundred and Seventy- Eight. RESOLUTION OF APPRECIA- Commissioner Stewart offered the following resolution of appreciation for Ruth TION- -Ruth Sturgill Sturgill and moved for its adoption. Commissioner Shaw seconded the motion and it passed unanimously. THAT, WHEREAS, Ruth Sturgill, was appointed as Matron of the Harnett County Jail Facility on December 1, 1958; and WHEREAS, Ruth Sturgill, devoted 20 years of excellent and efficient servic to the County and its citizens; and WHEREAS, Ruth Sturgill, gave freely of her time, energy, and experience for the promotion of the betterment of Harnett County and the jail facility; an ADJOURNMENT WHEREAS, her determination for expediency and excellency in performance, her impartial judgments have exalted her to a position of respect by her fello workers; and WHEREAS, her kind spirit and just manner will continue to be remembered in the hearts of all who know her. NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONER that: 1. The Harnett County Board of Commissioners and the Citizens of Harnett hereby express their appreciation and thanks to Ruth Sturgill for the full, active, and meaningful involvement she has contributed toward the growth and betterment of the County. 2. A copy of this resolution be given to Ruth Sturgill, a copy to the media, and a copy spread upon the minutes of this Board. Done this Fourth Day of December, Nineteen Hundred and Seventy- Eight.
