08071978248 HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, AUGUST 7, 1978 CALL TO ORDER PRAYER MINUTES APPROVED DOT -- KENNETH AUTRY ABANDON SR 1513 JUDSON LANE ADDED TO STATE SYSTEM The Harnett County Board of Commissioners met in regular session on Monday, August 7, 1978, in the Commissioners Room, County Office Building, Lillington, North Carolina, with the following members present: M. H. Brock, W. J. Cotton, Jr., Lloyd G. Stewart, Bill Shaw, and Chairman Jesse Alphin presid ing. H. D. Carson, Jr., Clerk to the Board, and Edward H. McCormick, County Attorney, were also present. Chairman Jesse Alphin called the meeting to order at 9:30 a.m Commissioner M. H. Brock led the morning prayer. The minutes from the previous meeting were read and approved. Mr. H. K. Autry, Road Maintenance Supervisor with the Depart- ment of Transportation, appeared before the Board to discuss road matters and situations in Harnett County. The County Manager, M. H. Brock, presented the petitions requesting the paving and maintenance improvement of SRs 1281, 1231, and SR 2061 and requested Mr. Autry to forward these petitions to th District Engineer. A resolution was presented to the Board requesting that SR 15!3 be abandoned from the North Carolina State System for mainte- nance. Commissioner Cotton made a motion that the Board adop this resolution removing SR 1513 from the state maintained system, Commissioner Brock seconded the motion and the issue carried. A resolution was presented to the Commissioners requesting Judson Lane in Godwin Estates Subdivision be placed on the North Carolina State Secondary Road System for maintenance. Commissioner Stewart made a motion that this resolution be adopted, Commissioner Brock seconded the motion, and it passe with a unanimous vote. SECTON V, PONDEROSA Commissioner Stewart moved for the adoption of a resolution SUBDIVISION ADDED TO requesting the North Carolina Department of Transportation to STATE SYSTEM add Section V, Ponderosa Subdivision to the State System for Maintenance, Commissioner Brock seconded the motion and it carried unanimously. 1978 -79 SECONDARY A letter was submitted to the Board of Commissioners from ROAD CONSTRUCTION PRO- D. R. Dupree, District Engineer with the Department of Trans - GRAM portation, stating that DOT was unable to obtain the necessar right -of -ways on some of the priorities established under the 1978 -79 Secondary Roac Construction Program. Commissioner Brock moved for the adoption of a resolution establishing the new priorities for the funds set aside in the 1978 -79 Secondary Construction Program. Commissioner Cotton seconded the motion and it carried with a unanimous vote. SR 2010 Commissioner Brock introduced a letter from the Department of Transportation stating that SR 2010 qualifies as a farm -to- market type road and made a motion that the Department of Transportation be requested to create a priority listing for SR 2010. Commissioner Cotton seconded the motion and it carried unanimously. BIDS HURST POWER TOOL CRAWLER LOADER At 10 a.m., the County Manager requested the submission of al bids for the tractor crawler, Hurst power tools, and compacto Each bid was advertised in the state and local news media as in accordance with G. S. 143 -129. Two bids were received for the Hurst Power Tool. One from Life Protection Systems in the amount of $11,639.02, including tax; this bid was accom- panied with a bid bond in the amount of $559.57 which is 5 percent of the total bid. The second bid was received from Virginia- Maryland Rescue Sys tems in the amount of $11,626.54, including tax; a bid bond did not accompany this bid. The Following bids were received for the tractor crawler load r: 1. North Carolina Equipment Company, total cash price in the amount of $91,281.69 including tax. The Lease - purchase price for 36 months was 53,144.15 per month totaling $113,189.40. The Lease - purchase price for 48 months was $2,510.24 per mont totaling $120,491.52. 2. E. F. Craven, Total cash price was in the amount of 591,876. including tax. Lease - purchase price for 36 months was $2,988.11 a month totaling $107,932.08. Lease - purchase price for 48 months was $2,360.09 a month totaling $113,284.34. LANDFILL COMPACTOR Only one bid was submitted for the Landfill Compactor. It was the action of the Board to return this sealed bid to E. F. Craven and to readvertise the bid for the Landfill Compactor. After a brief discussion, it was the decision of the Board to convey these bids to a committee, consisting of W. J. Cotton, Jr., M. H. Brock, Bill Shaw, and the County Attorney, Edward H. McCormick to study each bid and verify that it meets the required specifica- tions. The committee will report its findings to the Commissioners at the mid -month meeting. REAPPOINTMENTS TO Commissioner Shaw moved for the reappointment of Mrs. Mack R. Hudson LIBRARY BOARD and Mrs. W. A. Johnson to serve on the Harnett County Library Board of Trustees. Commissioner Cotton seconded the motion and the issue passed with a unanimous vote. TAX SUPERVISOR C. F. Stewart, Penalty TAX COLLECTOR FORESTRY PROGRAM CODE 54 -111 Thomas Allen, Tax Supervisor, appeared before the Board and requested a refund for Robert W. Stone, Route One, Spring Lake, in the amount of $18.90 for double listing of his house trailer. Commissioner Cotton made a motion that the Board approve this request, Commission =r Shaw seconded the motion and the issue carried. The Tax Supervisor presented a penalty release to the Board for Cyrus Franklin Stewart, Averasboro Township, in the amount of $25.87 Mrs. Stewart had submitted a letter to the Tax Supervisor's Office stating she had tried several times to list her taxes but had continually ran into complications. After a brief discussion, Commissioner Cotton made a motion that this release be denied for the Board felt that a reasonable amount of time is allowed for individuals to file their taxes. Commissioner Shaw seconded the motion and it carried unanimously. Earl Jones, Tax Collector, filed the report of the activities of his department for the month of July and his plans for the month of August. Commissioner Brock made a motion that the Forestry Program, Code 54- 111, be amended from $23,000 to $27,500. Commissioner Cotton seconded the motion and the issue carried.
