The Harnett County Board of Commissioners met in regular ses-
sion on Monday, July 17, 1978, in the Commissioners Room,
County Office Building, Lillington, North Carolina, with the
following members present: M.H. Brock, W. A. Shaw, Jr., ,
Lloyd G. Stewart, and Chairman Jesse Alphin. Commissioners
W. J. Cotton, Jr., was absent. H. D. Carson, Jr., Clerk to tY
Board, and Edward H. McCormick, County Attorney, were also
present.
Chairman Jesse Alphin called the meeting to order at 7:30 p.m.
Commissioner Bill Shaw led the evening prayer.
The minutes from the previous meeting were read and approved.
Commissioner Stewart moved for the adoption of the following
resolution of appreciation to David Tyre, former supervisor
of the Farmers Home Administration Office in Harnett County.
Commissioner Shaw seconded the motion and the issue carried.
THAT, WHEREAS, David Tyre resigned from his position as County Supervisor
for the Farmers Home Administration on April 20, 1978, to devote his
full time to farming; and
WHEREAS, David Tyre served with distinction as an active and energetic
Supervisor since he began working with the Harnett County Farmers Home
Administration on July 20, 1970;- and
WHEREAS, David Tyre worked tirelessly to promote Harnett County to be the
first county in North Carolina to be in the top ten in loan making and
collecting,at the same time, to utilize personnel from the Manpower and
CETA program, and to have more fire departments financed with the Farmers
Home Administration in Harnett County than any other state; and
WHEREAS, David Tyre, with his determination for expediency and his constan
strive for continued growth in Harnett County, promoted the house loans
from 185 to 960, the farms operating loans from 16 to over 100, the farm
ownership loans from 54 to over 90, and the outstanding loans from
$3 million to $30 million.
NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of Commissioner
that David Tyre be and he is hereby thanked, on behalf of all the
citizens of Harnett County for his commendable efforts and contributions
to Harnett County and for his exemplary leadership role as Supervisor
of the Farmers Home Administration; that this resolution be presented to
David Tyre and copies be made available to the media.

Commissioner Brock informed the Board that Mr. J. Clyde Adams'
term on the Social Services Board has expired and that the
Board needs to appoint someone to fill this vacancy. The
Commissioners decided to hold this nomination until a later
date.
Commissioner Brock made a motion that a resolution requesting
a soil surfaced road off of State Road 82, Duke Township,
be added to the North Carolina secondary road system for main
enance be adopted and forwarded to the Department of Transpor
ation. Commissioner Stewart seconded the motion and it carri_;d
with a unanimous vote.
The Board discussed the Flood Plain Management Ordinance for
Harnett County which was introduced at the first Monday meeti
in July. No action was taken.
SYSTEM A written request was submitted to the Board of Commissioners
for the creation of a Sewer District for Buies Creek. The
County Manager explained to the members present that three
steps would have to be taken: 1. Boundaries for the distric
and limits would have to be established. 2. A petition woul
have to be circulated in the Buies Creek community for 51 per
cent'of the residents to sign in favor of a sewer district.
3. The County would need a letter of intent from the Town of
Coats. However, before these steps are implemented, the Boar
would need to confirm their position on this matter. After a
brief discussion, the Harnett County Board of Commissioners
voted unanimously to enthusiastically support the creation of
this sewer district.

Commissioner Brock made a motion that the Board of Commissioners
approve the Board of Education's request to transfer $25,000
from the Local Current Expense Fund to the Capital Outlay Fun
Commissioner Stewart seconded the motion and it passed with
a unanimous vote.

ADJOURNMENT
The County Manager presented the Expenditure Report to the
Board.
Commissioner Brock made a motion that the Board amend the
Summer Youth Recreation Program, Code 62 -130 in the amount of
$4,307. Commissioner Shaw seconded the motion and it carried
unanimously.
Anne Marie Steele, President of the Lillington Garden Club,
appeared before the Board and discussed the Courthouse Project.
The Commissioners presented a letter of appreciation to the
Lillington Garden Club for the outstanding work, endless hours,
energy, and efforts they have devoted to the landscaping of the
Courthouse grounds.
M. H. Brock, County Manager, informed the Commissioners that
the bids for the landfill compactor, crawler tractor loader,
Hurst power rescue tool, and vehicle were ready to be
submitted to bidders and the news media. Commissioner Stewart
made a motion that the Chairman be authorized to execute these
bids. Commissioner Shaw seconded the motion and the issue
carried.
