THE HARETT COUNTY BOARD OF COMMISSIONERS MEETING, JULY 13, 1978
The Harnett County Board of Commissioners met in regular sessio
on Monday, July 3, 1978, in the Commissioners Room, County Offi
Building, Lillington, North Carolina, with the following Com-
missioners present: W. J. Cotton, Jr., M. H. Brock, Bill Shaw,
Lloyd G. Stewart, and Chairman Jesse Alphin. H. D. Carson, Jr.,
Clerk to the Board, and Edward H. McCormick, County Attorney,
were also present.
CALL TO ORDER Chairman Jesse Alphin called the meeting to order at 9 a.m.

PRAYER Commissioner M. H. "Jack" Brock led the morning prayer.
MINUTES APPROVED The minutes from the June Nineteenth meeting were read and ap-
proved.
AMBULANCE REPORT
STATEMENT OF VALUES
Captain Glenn Cox appeared before the Board and presented a
report of the Harnett County Ambulance Service for the period
from January 1, through June 30, 1978. The Ambulance Service
is now operating 24 hours a day and has made 607 calls since
January.
County Manager, M. H. Brock, presented the following statement
of values to the Board of Commissioners for their approval and
for their comments. The Commissioners stated they felt each of
the buildings and its contents were sufficiently covered.

The\County Manager gave an up -to -date report on the progress of
the Harnett County Ambulance Building which is being constructed
at the Mental Health Site in Buies Creek. Mr. Brock informed
the Commissioners that the Ambulance Service should be operating
out of its new quarters by the end of July.
Commissioner Shaw explained to the Commissioners that the County
Manager and he were in the process of preparing bids for the
purchasing of a building and fence for the Anderson Creek Land-
fill site. THE County plans to purchase some equipment and hous
it at the Anderson Creek Landfill, and hopefully this building w
help prevent vandalism to this property.
Ted Waddell appeared before the Board and requested that a soil
surface road off SR 1001 be added to the State Secondary Road
System for Maintenance. Commissioner Cotton made a motion that
the Board approve this request and that a resolution be forwarde
to the North Carolina Department of Transportation requesting
that this road be added to the state system. Commissioner Stewa
seconded the motion and it carried with a unanimous vote.
GGIE DOUGLAS Commissioner Stewart made a motion that Mrs. Maggie Douglas be
PPOINTED TO MENTAL appointed to serve on the Lee - Harnett Mental Health Board in the
EALTH BOARD position of Dr. Mabe, whose second consecutive term has expired
and cannot be appointed for three consecutive terms. Commission
Cotton seconded the motion and it carried unanimously.
1LOOD INSURANCE
RESOLUTION
Commissioner Brock made a motion that the following resolution
applying for flood insurance in Harnett County Be adopted.
Commissioner Stewart seconded the motion and it carried unanimou
WHEREAS, Certain areas of Harnett County are subject to periodic flooding
from streams and rivers, causing damages to properties within these areas; an
WHEREAS, relief is available in the form of Federally subsidized flood
insurance as authorized by the National Flood Insurance Act of 1968; and
WHEREAS, it is the intent of this Board to require the recognition and
evaluation of flood hazards in all official actions relating to land use in
the flood plain areas having special flood hazards; and
WHEREAS, this body has the legal authority to adopt land use and control
measures to reduce future flood losses pursuant to Chapter 143 Article 21,
Part 6, and Chapter 153A, Article 6, Part 121 of the General Statutes of
North Carolina.
NOW, THEREFORE, BE IT RESOLVED, that this Board hereby:
1. Assures the Federal Insurance Administration that it will enact as
necessary, and maintain in force for those areas having flood or mudslide
hazards, adequate land use and control measures with effective enforcement
provisions consistent with the Criteria set forth in Section 1910 of the
National Flood Insurance Program Regulations; and
2. Vests the Planning and Development Director with the responsibility,
authority, and means to:
(a) Delineate or assist the Administrator, at his request, in delineatin
the limits of the areas having special flood (and /or mudslide) hazar
on available local maps of sufficient scale to identify the location
of building sites.
(b) Provide such information as the Administrator may request concerning
present uses and occupancy of the flood plain (and /or mudslide area)

(c) Cooperate with Federal, State, and local agencies and
private firms which undertake to study, survey, map, and identify flood
plain or mudslide areas, and cooperate with neighboring communities
with respect to management of adjoining flood plain and /or mudslide are s in
order to prevent aggravation of existing hazards.
(d) Submit on the anniversary date of the community's initial
eligibility an annual report to the Administrator on the progress
made during the past year within the community in the development and
implementation of flood plain (and /or mudslide area) management measure
3. Appoints the Planning and Development Director to maintain
for public inspection and to furnish upon request a record of elevation
(in relations to mean sea level) of the lowest floor (including basemen
of all new substantially improved structures located in the special
flood hazard areas. If the 1pwest floor is below grade on one or more
sides, the elevation of the floor immediately above must also be
recorded.
4. Agrees to take such other official action as may be reasonabl
necessary to carry out the objectives of the program.
Passed this 3rd day of July, 1978.
Commissioner Stewart introduced the Flood Plain Management Ordinance
for Harnett County, North Carolina, dated July 3, 1978, andis in
accordance with the Flood Plain Management Ordinance recorded in
Federal Register, Volume 41, No. 207, on Tuesday, October 26, 1976,
and consisting of Regulations 1910.3 (b), Subpart C (Analysis), 1910,
Whereas No. 6, Sections 1 -12, Pages 1 -9.
Commissioner Shaw moved for the final approval of the three subdivision
plats; Marshbanks €, Pate, Oakdale, and Alford Johnson. Commissioner
Stewart seconded the motion and the issue carried. Then; plats had
already been approved by the Harnett County Health Department and the
Planning Board.
John y Welborn, Coordinator for the Community Schools Program, appeared
before the Board and presented a report on revenues and anticipated
revenues for the community schools program since its implementation.
Earl Jones, Tax Collector, presented the report of the activities of
his department for the month of June and his plans for the month of
July.
Thomas Allen, Tax Supervisor, appeared before the Boardaand requested
a refund for Mr. Bobbie Austin, Black River Township, in the amount of
$58.50. Commissioner Cotton moved for the approval of this refund on
the recommendation of the Tax Supervisor. Commissioner Shaw seconded
the motion and the issue carried.

M. H. Brock, County Manager, presented the Statement of Investments to the
Board.
Commissioner Brock moved for the amendment of the Recreation Budget, Code
62 -100, in the amount of $1,495. Commissioner Shaw seconded the motion
and it carried unanimously.
The Board commended Commissioner Shaw for the efforts and leadership he
devoted to the Dorothy Dollar Vund.
The Commissioners expressed their appreciation to the Lillington Garden Club
for the outstanding job they did in the landscaping of the Courthouse ground
This club gave their time freely and worked diligently to beautify the
County grounds.
