The Harnett County Board of Commissioners met in regular session on
May 1, 1978, in the Commissioners Room, County Office Building,
Lillington, North Carolina. Chairman Jesse Alphin called the meetin
to order at 9:15 a.m. Commissioners W. J. Cotton, Jr., M. H. Brock,
Lloyd Stewart, Bill Shaw, and Chairman Jesse Alphin were present.
H. D. Carson, Jr., Clerk to the Board, and Edward H. McCormick,
County Attorney, were also present.
Commissioner M. H. Brock led the morning prayer.
The minutes from the April 17, 1978, meeting were read and approved.
Don Dupree, District Engineer with the Department of Transportation,
appeared before the Board to discuss road matters and situations in
Harnett County.
Commissioner Cotton moved that the following proclamation declaring
the week of May 21, through May 27, 1978, as OLDER AMERICANS WEEK IN
HARNETT COUNTY be adopted. Commissioner Stewart seconded the motion
and it carried unanimously.
It has been said that how a society treats its older citizens is indicative
of the health or degeneracy of that society.
If society sees them as surplus stock, older persons become unproductive
and the society is poorer. If society stimulates their activities, the community
benefits from all the skills and knowledge older persons have accumulated in
their lifetimes.
Sometimes it surprises us, here in this country where we make so much of
youth, to realize that the most dramatic changes taking place in our society are
happening at the other end of the aging scale.
The greatestprportionate increases in population are occurring in the
60, 70, and 80 age groups. We now have more than 71 hundred persons over 60
years of age in Harnett County, and each year adds more.
Meanwhile, we are witnessing a steady uptrend in the educational level.
financial status, and occupational background of those who are crossing the
threshold into their later years. They have a wealth of capabilities and many of
them ask nothing better than to continue to put their knowledge at the service
of the community. These are the older people who will "undertake the tasks that
youth shirks because they would take too long." as W. Somerset Maugham once wrote
What Community can afford to turn its back on such resources?
One of the major challenges each of us faces at this time is how to help
create the conditions most conducive to the role of older adults in our homes,
our families, and our community.
NOW, THEREFORE, WE PROCLAIM the week of May 21 through May 27, 1978,
OLDER AMERICANS WEEK IN HARNETT COUNTY
and call on all citizens to reach out to our older persons to bring them more
effectively into our families, neighborhoods, and community life.

Commissioner Shaw made a motion that the Board appoint Mrs. Beaman
Kelly to serve on the Region "M" Advisory Committee for the Aging.
Commissioner Stewart seconded the motion and it passed with a
unanimous vote.
Commissioner Brock moved that one 1952 Studebaker truck, Motor No.
331- 18211M24144, be declared surplus property. Commissioner Cotton
seconded the motion and it passed unanimously.
Mr. Thomas D. Schumacher, Chairman of the Harnett County Management
Team for Comprehensive Services to Children appeared before the
Board to discuss the purpose and goals of this Management Team and
also to explain how the Team could be of service to Harnett County
as it plans and implements services to citizens of the County.
Mr. Schumacher requested the Board to endorse the Management Team
so they would have some authority to deal with state and county
officials toward the improvement of services to Harnett County Citi-
zens. Commissioner Cotton made a motion that M. H. Brock, County
Manager, met with Mr. Schumacher and that an extensive study be made

of the services the Management Team plans to provide in order
to clarify the duties of this team as opposed to the duties a
and responsibilities of the County Manager. Also, that a
report of this meeting be brought back to the Board at the
mid -month meeting. Commissioner Shaw seconded the motion an
it carried unanimously.
Commissioner Cotton moved for the adoption of the following
resolution of appreciation for Mr. Earl Jones, Tax Collector,
who was nominated President of. the North Carolina Associatio
of Tax Collectors. Commissioner Stewart seconded the motion
and it carried with a unanimous vote.
THAT, WHEREAS, Walter Earl Jones, is an employee of Harnett County
and has served as Tax Collector for the County since August 1, 1964; and
WHEREAS, the North Carolina Association of Tax Collectors recognized
his outstanding leadership and accomplishments in this field and nominate
hims President of this association on April 13, 1978, in Chapel Hill, N
North Carolina; and
WHEREAS, in his fourteen years of devoted services, his determinatio
for excellency in_performance, his impartial judgment, his good humor and
friendship have exalted him to a position of honor, respect, and esteem
by his fellow workers and all who know him.
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioner of
Harnett County:
1. That Walter Earl Jones be and he is hereby thanked, on behalf of
all the citizens of Harnett County, for his commendable efforts and
contributions to the betterment of mankind.
2. That he be given an executed copy of this resolution.
3. That a copy of this resolution be made available to the news
media of the County, so that all who read and hear may know of his works
and accomplishments.
DONETHIS 1ST DAY OF MAY, 1978.

Harnett County will be appropriated approximately $30,000
for community -based alternative juvenile program from North
Carolina State funds for the fiscal year, July 1, 1978,
through June 30, 1979. Dr. Millard R. Brown appeared before
the Board as reppesentative for the Harnett County Juvenile
Task Force for Juveniles and requested that the following
proposal be accepted:
1. That a director of volunteer probation and counseling
services be employed for the purpose of enlisting, scree
ing, and training volunteers who will work with, super-
vise, and counsel status offenders committed to them by
the Juvenile Court or diverted by some other corrective
agency charged with the responsibility of finding ways o
dealing with status offenders other than having them
committed to training schools. It is also recommended
that a secretary be employed by the same funds to work
with the director in operating a functioning office. It
i is further recommended that a director be placed under
the supervision of a responsible official charged with
correctional function, preferably the chief juvenile
court counselor for this judicial district; and that the
County match the funding of the position in question by
providing office space and equipment.
2. That the remaining portion of the state grant be used to
employ a fourthepolice - liason officer to work with the
middle schools of the County and that he be placed under
the supervision and direction of the County Sheriff's
Department and the Board of Education in the same manner
as the three such officers now at work.
The Board accepted the proposals for consideration and will
notify Dr. Brown of the action taken.

TAX COLLECTOR'S REPORT Earl Jones, Tax Collector, filed the report of his department for the month
of April and his plans for the month of May.
TAX SUPERVISOR Thomas Allen, Tax Supervisor, appeared before the Board and requested the follow
ing refund to Mr. Jasper West, Stewart's Creek Township, in the amount of
$286.34 be granted. Mr. West was listed in the Summerville Fire District from
1967 through 1977, but was not within the district. Commissioner Brock made a
motion that this refund be granted. Commissioner Shaw seconded the motion and
it carried with a unanimous vote.
STATEMENT OF INVEST - M. H. Brock, County Manager, presented the statement of investments to the
MENTS Commissioners.
