0417197822:3 HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, APRIL 17, 1978 CALL TO ORDER The Harnett County Board of Commissioners met in regular session on Monday, April 17, 1978, in the Commissioners Room, County Office Building, Lillington, North Carolina. Chairman Jesse Alphin called the meeting to order at 7:30 p.m. Chairman Jesse Alphin and Commissioners W. J. Cotton, Jr., M. H. Brock, W. A. Shaw, Jr., and Lloyd G. Stewart were present. H. D. Carson, Jr., Clerk to the Board, and Edward H. McCormick, County Attorney, were also present. PRAYER Commissioner Bill Shaw led the evening prayer. APPROVAL OF MINU- The minutes from the April 3, 1978, meeting were read and approved. TES PUBLIC HEARING - COMMUNITY DEV. ROLLING SPRING SUBDIVISION The Chairman then called the meeting into a public hearing for the purpose of hearing the views and opinions of the citizens of Harnett County on the proposed preapplication fund for FY 1978 -79 for the Community Development Program for Harnett County. Sam Sally, Director of the Harnett County Housing and Urban Development Office, made a presentation of the points that are vital to the application. Mr. Sally reviewed the rules and regulations for applying for the 1978 -79 grant and explained the goals, objectives, and regulations and procedures relative to the application. This public hearing was recorded and a copy of the hearing is filed in the Harnett County Manager's Office. Chairman Jesse Alphin expressed his appreciation to those attending the hearing and to those who also took part in the discussion. Commissioner Brock made a motion that Sam Sally be authorized to proceed with making the preapplication for the 1978 -79 Fiscal Year federal grant for Harnett County Community Development Program. The public hearing was officially declared closed at 8:30 p.m. after Commissioner Shaw seconded the motion and it carried with a unanimous vote. The meeting then adjourned to the all- purpose room for the discus- sion of the septic tank problems in the Rolling Springs Subdivision A delegation of troubled residents from the Rolling Springs Sub- division, Anderson Creek Township, appeared before the Board and expressed their concerns over the severe sewage problems they are experiencing in this subdivision. The delegation informed the Commissioners that this public health hazard has existed for at least four years and that the residents of the Rolling Springs Subdivision have contacted and worked with Mr. Henry Thompson, Director of the Harnett County Health Department, but the Health Department has not alleviated these serious sewage problems. Commissioner Brock recommended and made a motion that a letter be submitted to the North Carolina Department of Natural Resources and Community Development requesting that a certain portion of Western Harnett (which includes Rolling Springs Subdivision) be designated as a 201 Wastewater Facilities Planning Area to be eligible for Federal and State Construction grants for publicly owned treatment works. Commissioner Shaw seconded the motion and it carried with a unanimous vote. Commissioner Brock explained to the residents that this would be a long range plan but if the designation is accepted, the homeowners would have permanent relief from septic tank problems. The Commissioners are planning to visit the Rolling Springs Subdivision after the May 1, 1978, Board meet- ing to see if some type of temporary relief can be provided to the citizens in this area. RESOLUTION: PAY Commissioner Brock made a motion that the following resolution ALL NECESSARY authorizing the County Auditor to pay any and all necessary EXPENSES expenses be adopted. Commissioner Stewart seconded the motion and it carried unanimously. WHEREAS, it appears that the several budgets of the General Fund of Harnett County will be ever-expended during the budget year of 1977 -78, and WHEREAS, it will be necessary to overspend these budgets in the due process of operation of the several departments: THEREFORE, BE IT ORDERED BY THE Board of County Commissioners of Harnett County that the County Auditor is hereby authorized to pay any and all necessary expenses of the several departments in the operation of their office. CARLSON PROPERTYZ ACTION ADJOURNMENT Secretary Commissioner Bill Shaw informed the Board that the Bids Catch were received fpr tbe metal building for the Harnett County Ambulance Service on April 3, 1978, was awarded to Metal Build- ing Systems, inc., Sanford, North Carolina. This Firm submitted the lowest bid in the amount of $39,224. Commissioner Stewart made a motion that the Health Department, Budget, Code 32 -100, be amended in the amount of $3,877. This is to fill the position of a Publt Health Nurse which was vacanted last year when Mrs. Lloyd was promoted to the position of a Family Planning Nurse Practitioner. Commissioner Shaw seconded the motion and it carried unanimously. The County Manager filed the quarterly report of expenditures and revenues with the Board. Commissioner Brock made a motion that the County support the Buies Creek Wastewater Project Committee in preparing and obtain ing an Engineering Report to establish the project limits, scope financing, and implementation plan for the development of a wastewater collection system in the Buies Creek area. Commise sioner Lloyd Stewart seconded the motion and it carried unanimous- ly. f Commissioner Stewart moved that authorization be granted to Jesse Alphin, Chairman of the Harnett County Board of Commis- sioners, to exercise the option on Mary B. Carlson property located in the Town of Lillington, Lillington Township, Harnett County, North Carolina, and more particularly described as follows: TRACT ONE: BEGINNING at a stake at the northeast intersection of First Street and Ivey Street and running thence along and with the north side of Ivey Street south 68 degrees 30 minutes East 70 feet to a stake; thence North 21 degrees 30 minutes East 165 feet to a stake; thence North 68 degrees'30 minutes West 70 feet to a stake in the east side of First Street; thence along and with the east side of First Street; south 21 degree 30 minutes West 165 feet to a stake in the north side of Ivey Street, the point and place of Beginning. For reference, see deed dated September 17, 1955, and recorded in Book 360, Page 407, Harnett County Registry. TRACT TWO: BEGINNING AT an iron stake in the northern margin of Ivey Street which stake is South 68 degrees East 70 feet from the northeast intersection of Ivey Street with First Street, and running thence from said point and place of BEGINNING along and with the northern margin of Ivey Street South 68 degrees 30 minutes East 40 feet to a stake in the margin of said Ivey Street; thence at right angles to Ivey Street and parallel with First Street, North 21 degrees 30 minutes East 165 feet to a stake; thence parallel with Ivey Street and at righ angles to First Street, North 68 degrees 30 minutes West 40 feet to a stake; corner of lot now owned by Mary Bethea Carlson, the grantor herein; thence along and with the line of the lot now owned by Mary Bethea Carlson, South 21 degrees 30 minutes West 165 feet to a stake, the northern margin of Ivey Street, the point and place of BEGINNING, and being a lot or parcel of land 40 feet by 165 feet.
