02061978205 BIDS - -BASE STATION, TOWER, ANTENNA The Harnett County Manager received sealed bids for the furnishing, install ing, and maintaining of a two -way radio base station with tower and antenna system on January 16, 1978, at 9:30 a.m. in the Commissioners Room, County Office Building, Lillington, North Carolina. The bids were publicly opened and then were examined by the Public Health and Safety Committee, which confirmed Motorola Communications and Electronic Inc., Schaumburg, Illinois as being the low bidders. Commissioner Brock made a motion that the bids for the base station, antenna, and tower be awarded to Motorola in the amount of $5,887 (Five Thousand Eight Hundred Eightyrseven Dollars). Commissioner Shaw seconded the motion and it passed unanimously. ADJOURNMENT The Harnett County Board of Commissioners meeting adjourned at 9 p.m. as. a pfiwa,_ ecretary C C r n� Clerk HE HARNETT COUNTY BOARD OF COMMISSIONERS MEETING, FEBRUARY 6, 1974 -/ CALL TO ORDER PRAYER APPROVAL OF MINUTES 11 OT, DON DUPREE SR 1118 ENTAL HEALTH SIGN The Harnett County Board of Commissioners met in regular sessio on February 6, 1978, in the Commissioners Room, County Office Building, Lillington, North Carolina. Chairman Jesse Alphin and Commissioners W. A. Shaw, Jr., W. J. Cotton, Jr., M. H. Brock, and Lloyd Stewart were present. H. D. Carson, Jr., Cler to the Board, and Edward H. McCormick, County Attorney, were also present. Chairman Jesse Alphin called the meeting to order at 9:15 a.m. Dr. Anne Moore led the evening prayer. The minutes from the January 16, 1978, meeting were read and approved. Don Dupree, District Engineer, with the Department of Transport ation appeared before the Board to discuss road matters and situations in Harnett County. Conriissioner Shaw introduced the following resolution requesting that a .20 mile section on SR1118 be abandoned from the State Maintenance System. Commissioner Stewart made a motion that th Board adopt this resolution, Commissioner Shaw seconded the motion, and it passed with a unanimous vote. WHEREAS, a petition has been filed with the County by the property owners of Secondary Road 1118 requesting that this road be abandoned from the State Maintained System; and WHEREAS, a Form SR -3 has been submitted to the County from the North Carolina Department of Transportation, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS, that the North Carolina Department of Transportation be and they are requested to abandoned Secondary Road 1118 from the State Maintained System. This done the 6th day of February, 1978. Commissioner Brock requested the Department of Transportation t conduct a study as to determine the necessity of erecting a sig at the Lee — Harnett Mental Health Exit warning motorist that emergency vehicles are entering the highway. R 2019 Paul G. Walcer appeared before the Board as spokesman for the residents on SR 2019. He stated that this road was in a hazardous condition and needs to be upgraded. Mr. Dupree will investigate this matter and as soon as the weather clears, some stablization materials will be hauled in and mixed. 206 RETIREMENT -- THOMAS HENRY JAMES THOMAS JAMES EXPRESSES HIS APPRECIATION LAND USE PLAN AND HOUSING ELEMENT ARFA APPROPRIATION TAX COLLECTORS REPORT RESOLUTION RE: SALE LIENS ON REAL PROPERTY Thomas Henry James who has worked with the County Of Harnett for 21 years as Custodian Supervisor was presented with a resolution of appreciation by the Commissioners. The Board stated that the County would. miss Thomas James, and they wished him a long and happy retirement. The employ - ees of the County presented Thomas James with a gift of appreciation for the friendship and kindness he has shared with them during his tenure of service. Commis- sioner Brock made a motion that the Board adopt the following resolution of Appreciation. Commissioner Cotton seconded the motion and it passed unanimously. RESOLUTION OF APPRECIATION FOR THOMAS HENRY JAMES THAT, WHEREAS, Thomas Henry James retired as Custodian Superviso on January 31, 1978; and WHEREAS, he was employed in September, 1956, and has faithfully, diligently, and dutifully served the County of Harnett for 21 years; and WHEREAS, he has been especially helpful, friendly, and coopera- tive with the people of Harnett County throughout his devoted career; and WHEREAS, his daily contributions and kindness has been deeply appreciated and will be remembered indefinitely in the hearts of all who were associated with him during his tenure of service. NOW THEREFORE BE IT RESOLVED by the Board of Commissioner of Harnett County: 1. That Thomas Henry James be and lie is hereby thanked on behalf of all the employees of Harnett County. 2. The he be given an executed copy of this resolution. 3. That a copy of this resolution be made available to the news media of the County, so that all who read and hear may know of his contributions. DONE THIS 6TH DAY OF FEBRUARY, NINETEEN HUNDRED AND SEVENTY - EIGHT. Thomas James expressed his appreciation to the Board and thanked the. Commissioners and county employees for the treatment he had received during his employment. Copies of the Land Use Plan and Housing Element were presenteddto the Board by the County Manager for their consideration. The Board will study the plan and it will be brought back on the floor at the mid -month meeting. Commissioner Brock made a motion that the anti - recession fiscal assistance (AREA) funds be appropriated to the sanitary landfill, Code 36 -100. Commissioner Cotton seconded the motion and it passed unanimously. Earl Jones reported on the activities of the Tax Collecto office for the month of January and his plans for the month of February. The Tax Collector presented the following resolution regarding the sale of lien on real property for the Board's approval. Commissioner Cotton moved that the Commissioners adopt this resolution, Commissioner Brock seconded the motion and it carried unanimously. In accordance with Section 105 -369 of the North Carolina Genera Statutes, I report that as of the closedof business January 31, 1978 the unpaid taxes for the current fiscal year that constitute liens on real property in Harnett County amounts to: $419,654.45 (403,993.92) Be it resolved that, Pursuant to the authority vested in this Board by Section 105 -369 of the General Statutes of North Carolina, W. Earl Jones, Tax Collector, is hereby ordered to advertise for sale according to law and to sell all liens for 1977 taxes then exis ing on real property at the courthouse door on Monday Mazy 1, 1978, beginning at 10 a.m. DONE THIS 6TH DAY OF FEBRUARY, 1978. TAX SUPERVISOR'S REPORT Thomas Allen, Tax Supervisor, requested the following refunds: 1. Eugene Merle & Diane Ryce, Averasboro Township, an error in listing in the amount of $8.58. 2. Robert A. & Louise Johnson, Lillington Township, erro in listing of fire district in the amount of $4.02. 207 3. John E. & Mary Burnette, Averasboro Township, double list- ing in the amount of $12.06. Commissioner Cotton made a motion that the Board approve these refunds on the recommendation of the Tax Supervisor, Commis- sioner Brock seconded the motion and it passed unanimously. LEAA -- DETECTIVE DIVISION Commissioner Brock presented the Attachment F, relating to the LEAA grant, Detective Division, Phase II, prescribing a second subgrant from the Division of Law and Order in the amount of $21,799 and moved for its adoption. Commissioner Cotton seconded the motion and it carried unanimously. SIGN IN THE INTERSECTION Mrs. Davis appeared before the Board and requested that the OF FRONT AND MAIN Department of Transportation be notified of the hazardous intersection of Front and Main streets in Lillington. She stated that it is dangerous for a person to cross the street and that a "No Turn On Red" sign should be erected in order to prevent the injury of an individual. The County Manager stat that he would forward this request to the Department of Transportation in writing. RECESS RESOLUTION RE: LOW - RENT HOUSING The meeting recessed at 11:30 a.m. The meeting convened at 1 p.m. in the Dunn High School Confer- ence Room. The following resolution regarding low -rent housing was discussed and moved for adoption by Commissioner Brock, Commissioner Shaw seconded the motion and it carried unanimously. d WHEREAS, it is the policy of this locality to eliminate substandard and other inadequate housing, to prevent the spread of slums and blight, and to realize as soon as feasible the goal of a decent home in the suitable living environment for all of its citizens; and WHEREAS, under the provisions of the United States Housing Act of 1937, as amended, the United States of America, acting through the Secre- tary of Housing and Urban Development (Herein called the "Government "), is authorized to provide financial assistance to local public housing agencies for undertaking and carrying out preliminary planning of low -rent housing projects that will assist in meeting this goal; and WHEREAS, the Act provides that there shall be local determination of need for low -rent housing to meet needs not being adequately met by privet enterprise and that the Government shall not make any contract with public housing agency for preliminary loans for surveys and planning inrespect to any low -rent housing projects unless the governing body of the locality involved has by resolution approved the application of the public housing agency for such preliminary loan; and WHEREAS, the Eastern Carolina Regional Housing Authority (Herein called the "Local Authority "), is a public housing agency and is applying to the Government for a preliminary loan to cover the costs of surveys and planning in connections with the development of low -rent housing; NOW, THEREFORE BE IT RESOLVED BY the Harnett County Board of Commis- sioners as follows: 1. That there exists in the County of Harnett a need for such low - rent housing which is not being met by private enterprise; 2. That the application of the Local Authority to the Government fo a preliminary loan in an amount not to exceed $20,000 for surveys and planning in connection with low -rent housing projects of not to exceed ap- proximately forty dwelling units is hereby approved; and 3. That the Chairman of the Board be authorized to sign a coopera- tive agreement whereby Harnett County will provide the same services to the residents of this proposed project as it provides to other residents in the County.
